The following applications have been received by the City of London. 2004 Hamilton Road – The purpose and effect of these applications is to consider a proposed Draft Plan of Subdivision, Official Plan Amendment, and Zoning By-law Amendment to allow for light industrial subdivision. Consideration of a Draft Plan of Subdivision consisting of four (4) light industrial blocks, one (1) future development / access and utility easement block, ten (10) open space blocks (for natural features, ecological buffers, and feature compensation areas), and one (1) road widening block; served by one (1) new street and one new interim street. Consideration of an amendment to the Official Plan (The London Plan) to amend Map 1 – Place Types to align the Industrial and Green Space place types with the proposed zoning and Draft Plan of Subdivision; to amend Map 3 – Street Classifications to designate Street A as a Neighbourhood Connector; to amend Map 4 – Active Mobility Network to identify the proposed pathway through the subject lands, and; to amend Map 5 – Natural Heritage to reflect the boundaries of the natural heritage features and compensation areas. Consideration of an amendment to Zoning By-law No. Z.-1 to change the zoning FROM an Urban Reserve (UR6) Zone, Open Space (OS4) Zone, and an Environmental Review (ER) Zone TO a Light Industrial Special Provision (LI1/LI4/LI5(a)) Zone (Block 1), Holding Light Industrial Special Provision (h-xxx*LI1/LI4/LI5(b)) Zone (Block 2), Light Industrial Special Provision (LI1/LI4/LI5(b)) Zone (Block 3), Light Industrial Special Provision (LI1/LI4/LI5(c)) Zone (Block 4), Light Industrial Special Provision (LI1/LI4/LI5(d)) Zone (Block 5) and an Open Space (OS5) Zone (Blocks 6-12). 3983 Mia Avenue – The Delegated Authority for the City of London intends to consider removing the h-8, h-125, and h-153 holding provisions from the subject lands. The purpose of the h-8 is to ensure the orderly development of lands and the adequate provision of municipal services, the purpose of the h-125 is to ensure there is adequate water service and appropriate access, a looped watermain system must be constructed and a second public access must be available to the satisfaction of the City Engineer, prior to the removal, and the purpose of the h-153 is to encourage street-oriented development and discourage noise attenuation walls along arterial roads, a development agreement shall be entered into to ensure that new development is designed and approved consistent with the Southwest Area Secondary Plan. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than July 24, 2026. File: H-26074. Planner: S.Wise.

If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

To permit a maximum density of 92 units per hectare whereas 83 units per hectare is the maximum density permitted. NOTICE OF ADOPTION OF AN OFFICIAL PLAN AMENDMENT, C.P.-1512(ec)-190 (OPA 184) – TAKE NOTICE that the Municipal Council of The Corporation of the City of London passed by-law C.P.-1512(ec)-190 under section 17 of the Planning Act, R.S.O. 1990, c. P.13, as amended, for the purpose of adopting Amendment No. 184 (OPA 184) to the Official Plan for the City of London Planning Area - 2016 on June 23, 2026.
PURPOSE AND EFFECT OF THE OFFICIAL PLAN AMENDMENT: The purpose and effect of the requested Official Plan amendment is to introduce policy and mapping changes to The London Plan in alignment with recent Provincial policy changes. The amendments include new definitions for “Employment Areas” that prohibit non-Industrial uses unless they are ancillary to the Industrial property or an Industrial area; redesignations of certain lands to new Place Types in order to align with the new definitions; and adding “Employment Areas” to Map 7 – Specific Policy Areas.
RELATED APPLICATIONS: The land to which the by-law applies is not the subject of an application under the Planning Act for an amendment to a zoning by-law, for a minor variance or a consent, a Minister’s Zoning Order, or for approval of a plan of subdivision.
WHEN AND HOW TO FILE AN APPEAL: An appeal to the Ontario Land Tribunal (OLT) in respect to all or part of this Official Plan Amendment must: (1) Be filed with the City Clerk via the OLT’s e-file service no later than 4:30 p.m. on July 22, 2026 (first time users will need to register for a My Ontario Account and select [London (City of): Clerk] as the Approval Authority); (2) set out the reasons for the appeal, and the specific part of the proposed official plan or plan amendment to which the appeal applies; and, (3) be accompanied by the fee prescribed under the Ontario Land Tribunal Act, 2021, payable online through the e-file portal.
If the Ontario Land Tribunal e-file portal is not available, you may submit your appeal to docservices@london.ca or to the address shown below along with a cheque/money order payable to the Minister of Finance.
