Coordinated Informed Response Trespass Agreement

The Coordinated Informed Response (CIR) program is a compassionate initiative aimed at supporting individuals who are street-involved, experiencing homelessness, or urban camping. The program offers safe alternative solutions, focusing on housing and support services. When these situations occur on private property, the CIR team can assist property owners and occupants.

To address unsheltered homelessness and encampments on private property, we require consent from the property or business owner through the Trespass Agreement Program. This allows us to enter the property and provide assistance.

How to Provide Consent:

  • Review the Trespass Agreement Program form by clicking the button listed above.
  • Fill out the form by entering the property owner’s name (or business name) on the first line and the property address on the second line.
  • Sign (include your printed name), date and submit the form via email to CIR@london.ca.
  • Indicate a contact for any questions or clarifications at the bottom of the form.
  • If you need to enroll multiple properties, please include each address under one Trespass Agreement Program form.
  • Once the completed form is returned to the CIR team, the property owner/occupant will receive a window sticker confirming consent to enforce the Trespass Act. Please retain your existing No Trespassing sticker (red and yellow) and place the new CIR sticker (green) next to it. This consent will enable our teams to respond to situations at this location. 

Coordinated Informed Response Contacts

In some cases, individuals experiencing unsheltered homelessness may show distressing, disruptive, or unpredictable behaviours.

  • If you encounter an individual in distress (e.g., causing harm to themselves, others, or property, or in medical distress), please call 911 immediately.
  • If you encounter an individual in need of assistance, contact London Cares at 519-667-2273 (available 24/7).
  • If you encounter an unsheltered individual who is urban camping, do not attempt to remove the camp. Instead, report the location and details online through the Service London Portal or email service@london.ca.
  • If you find discarded needles or drug paraphernalia on City property, call 519-661-4570. This line is available 24/7.
