Procurement and Supply

We are committed to supporting our supplier community and ensuring transparency in our procurement processes. We recognize the potential impact on businesses resulting from the evolving trade environment, particularly in response to U.S. tariffs. We are actively working with other municipalities and the provincial government to assess new developments and provide suppliers with clear direction.

Our commitment to suppliers

We are dedicated to fostering a competitive, fair and accessible procurement environment. If you are a supplier looking to do business with the City of London, you can engage with us through the following channels:

Bids and Tenders

We post our public tenders, bids and request for proposals on our online procurement service site.

Unsolicited proposals

An unsolicited proposal is a new or innovative idea submitted to the City outside of any current or anticipated competitive bidding process. These proposals are intended to bring forward opportunities that align with the City’s mission, values, and Council’s priorities.

The City will consider proposals from any individual or organization that are not in response to a City-initiated solicitation. Proposals should address a City need or problem, present a unique or innovative way to improve service delivery, demonstrate value through cost savings, risk mitigation, or efficiency, or show strong potential for revenue generation or economic development.

If you or your organization would like to make a proposal, please complete and submit our Unsolicited Proposals Form. All submissions will be reviewed by City administration in accordance with the City’s Procurement of Goods & Services Policy.

Unsolicited Proposals Form

For suppliers currently in a competitive bidding process, important notices will continue to be posted on the City’s online procurement service.

If you have any questions, please reach out to our Procurement and Supply team at purchasing@london.ca.

Information for vendors

Insurance Certificates

Individuals and organizations who supply goods or services to the City or use City facilities are required to provide evidence of insurance as part of the terms and conditions of the contract, purchase order, permit, licence or other form of agreement.

The minimum acceptable per-occurrence limit required for comprehensive general liability and for automobile liability insurance is $5,000,000. Please refer to the contract as requirements may vary.

The City of London has three certificate forms. The appropriate form must be completed and signed by your insurance broker (or insurer).

It is important to note that these three forms are the only certificates accepted by the City of London.
