NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Tuesday, September 29, 2026. Standing Committee and Council Meetings are held at City Hall in Council Chambers. 2004 Hamilton Road – The purpose and effect of these applications is to consider a proposed Draft Plan of Subdivision, Official Plan Amendment, and Zoning By-law Amendment to a light industrial subdivision consisting of light industrial uses, open spaces, natural heritage, and compensation lands; served by two (2) streets, Street ‘A’ and interim Street ‘B’. 2206 Bradley Avenue – The purpose and effect of this Official Plan and Zoning change is to permit an animal clinic, restaurant, and retail store uses in association with a kennel. Possible amendment to the Official Plan (The London Plan) to add a Specific Policy to the Farmland Place Type to permit to permit an animal clinic, restaurant, and retail store uses in association with a kennel, and to add the lands to Map 7 – Specific Policy Areas. Possible change to Zoning By-law Z.-1 FROM an Agricultural (AG1) Zone to an Agricultural Special Provision (AG1(_)) Zone to permit animal clinic, restaurant, and retail store uses in association with a kennel, with special provisions. 444 York Street & 330 Burwell Street – The purpose and effect of this zoning change is to the conversion of the building at 444 York Street to a 6-unit residential apartment building and the conversion of the existing building at 330 Burwell Street to a fourplex dwelling, for a total of 10 residential units. Possible change to Zoning By-law Z.-1 to amend the subject lands FROM a Restricted Service Commercial (RSC2/RSC4) Zone TO a Restricted Service Commercial/Residential R6 Special Provision (RSC2/RSC4/R6-5(  )) Zone with special provisions to implement the proposed development. 649 Colborne Street – The purpose and effect of this Official Plan and zoning change is to expand the range of permitted uses to include personal service establishments, restaurants eat-in, assembly halls, private clubs, retail stores and studios, all within the existing building. Possible amendment to the Official Plan (The London Plan) to add a Specific Policy to the Neighbourhoods Place Type to permit stand-alone retail, service, and office uses within the existing building and to add the lands to Map 7 – Specific Policy Areas. Possible change to Zoning By-law Z.-1 FROM a Restricted Office Special Provision (RO2(15)) Zone TO a Restricted Office Special Provision (RO2(15)) Zone with amended special provisions to expand the range of permitted uses. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions, and/or the use of holding provisions. 57-75 Wellington Road & 68 High Street – The purpose and effect of this Official Plan and zoning change is to permit a 22-storey mixed-use apartment building containing 440 residential units and 134m2 of retail space on the ground floor, 7 vehicle parking spaces (shared with the proposed development at 60-68 High Street (OZ-26079), 40 short-term bicycle parking spaces and 196 long-term bicycle parking spaces. Possible amendment to the Official Plan (The London Plan) to add a Specific Policy to the Rapid Transit Corridors Place Type to permit a maximum height of 22 storeys and to add the lands to Map 7 – Specific Policy Areas. Possible change to Zoning By-law Z.-1 FROM a Residential R3/holding Transit Station Area (R3-2/h-13*TSA1) Zone TO a Transit Station Area Special Provision (TSA1(_)) Zone with special provisions to implement the proposed development. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions, and/or the use of holding provisions. A portion of the subject lands, municipally addressed as 68 High Street, is also the subject of an Official Plan and Zoning By-law Amendment application for 60-68 High Street (OZ-26079) and is cross-referenced accordingly. 60-68 High Street – The purpose and effect of this Official Plan and zoning change is to permit a 32-storey, 540-unit residential apartment building with 7 vehicle parking spaces (shared with the proposed development at 57-75 Wellington Road/68 High Street (OZ-26078), 25 short-term bicycle parking spaces and 308 long-term bicycle parking spaces. Possible amendment to the Official Plan (The London Plan) to add a Specific Policy to the Rapid Transit Corridors Place Type to permit a maximum height of 32 storeys and to add the lands to Map 7 – Specific Policy Areas. Possible change to Zoning By-law Z.-1 FROM a Residential R3/holding Transit Station Area (R3-2/h-13*TSA1) Zone TO a Transit Station Area Special Provision (TSA1(_)) Zone with special provisions to implement the proposed development. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions, and/or the use of holding provisions. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Notice of decision

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person, or by counsel, at the hearing (including virtually) and file a written request to be notified with the Secretary-Treasurer, Committee of Adjustment.  

Appeals

The applicant, the Minister, or a specified person or public body that has an interest in the matter may, within 20 days of the decision of the committee, appeal to the Ontario Land Tribunal (OLT) against the decision by filing with the secretary-treasurer a notice of appeal setting out the objection to the decision and the reasons for the objection, accompanied by payment to the secretary-treasurer of the fee charged by the OLT.
