The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Tuesday, June 9, 2026. Standing Committee and Council Meetings are held at City Hall in Council Chambers. 3924, 4012 and 4050 Colonel Talbot Road – The purpose and effect of this amendment is to allow additional forms of housing within portions of the subject lands. A possible redline revision to the Draft Approved Plan of Subdivision includes the addition of two new properties, municipally known as 4012 and 4050 Colonel Talbot Road (Blocks 24 and 25), resulting in a modification to the boundary of the Draft Approved Plan of Subdivision. The revision also includes a change to the alignment of Hayward Drive between Heathwoods Avenue, the extension of Fallingbrook Avenue and Heathwoods Avenue, revisions to Castle Oak Street and Street ‘A’, and a reconfiguration of the draft approved block pattern and block sizes. A possible amendment to the Official Plan (The London Plan) is proposed to revise Map 3 – Street Classification by realigning the Neighbourhood Connector Street classification for Hayward Drive. In addition, a possible amendment to the Southwest Area Secondary Plan is proposed to add a Specific Policy to the Lambeth Residential Neighbourhood within the Medium Density Residential Neighbourhood. This amendment would permit single detached dwellings, stacked townhouse dwellings, and apartment buildings as permitted uses on portions of the subject lands, with a maximum height of six storeys and a maximum density of up to 100 units per hectare. Employment Areas – The purpose and effect of this amendment is to update The London Plan to align with the Employment Area definition and policies in the Planning Act and Provincial Planning Statement 2024, which exclude institutional and commercial uses. The proposed changes would amend the Employment Area policies, permitted uses and related terms, separate the Commercial Industrial Place Type from the Employment Areas, permit existing non-Industrial uses and recognize parcels with non-Industrial uses as part of Employment Areas, strengthen land use compatibility requirements, convert certain identified industrial lands to non-industrial Place Types on Map 1 – Place Types, and add Employment Areas to Map 7 – Specific Policy Areas. File: O-25125. 221 Queens Avenue –The purpose and effect of this zoning change is to permit the continued operation of the existing surface commercial parking lot for an additional three (3) years. Possible change to Zoning By-law Z.-1 BY AMENDING the temporary use provisions of the existing Downtown Area/Temporary/Holding Transit Station Area (DA2*D350/T-69/h-13*TSA5) Zone to extend the surface commercial parking lot use for an additional three (3) years. 1076-1080 Commissioners Road West and 396-402 North Street – The purpose and effect of this Official Plan and zoning change is to permit a 12-storey apartment building containing 96 residential units and 140 vehicle parking spaces. Possible amendment to the Official Plan (The London Plan) to add a Specific Policy to the Neighbourhoods Place Type to permit a maximum height of 12-storeys, and to add the lands to Map 7 – Specific Policy Areas.
