Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001, as amended, and the Planning Act, 1990 R.S.O. 1990, c.P.13, and will be used by Members of Council and City of London staff in consideration of these matters.

Written submissions, including names and contact information and the associated reports arising from the public participation process, will be made available to the public, including publishing on the City's website. NOTICE OF APPLICATION

The following applications have been received by the City of London. The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Public Notices webpage. If you have any questions or would like to provide comment, please see “Providing Comment” below.

Draft Neighbourhood Plans and Guidelines – A summary information package of the project is now available. The Planning and Environment Committee will hold a public participation meeting to receive delegations and their comments regarding the Draft Neighbourhood Plans and Guidelines. A Neighbourhood Plan is intended as an alternative to a Secondary Plan, which establishes the fundamental requirements and coordinated planning approach for lands added to the Urban Growth Boundary. The purpose and effect of this amendment is to update The London Plan to coordinate the development of multiple properties through this new streamlined planning process, under the Secondary Planning framework. Amendments to The London Plan may include incorporation of a new Guideline Document for the Neighbourhood Planning Process and adding policies to the Secondary Plans part of The London Plan to introduce the concept of Neighbourhood Plans. 767 Fanshawe Park Road East & 679 Dunboyne Crescent – The Delegated Authority for the City of London intends to consider a Site Plan Control application to permit an 8-storey apartment building containing a total of 76 residential units. The current zoning was approved as a Holding Residential R8 Special Provision (h-8*R8-4(119)) Zone which permits the proposed apartment building. File: SPA-26030. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

A meeting of the Committee of Adjustment for the City of London will be held Thursday, August 13, 2026, commencing at 1:30 p.m. for the purpose of hearing the following applications for Minor Variance:

A-26063 – 1915 Fanshawe Park Road East – To permit a parking area. To permit a parking area coverage of 32.2%, whereas 25% is the maximum permitted. Planner: M. Litwinchuk.

A-26064 - 35 Adare Crescent – To permit a semi-detached dwelling. To permit severed land with a lot coverage of 41%, whereas 40% is the maximum permitted. Planner: M. Litwinchuk.

Notice of decision

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person, or by counsel, at the hearing (including virtually) and file a written request to be notified with the Secretary-Treasurer, Committee of Adjustment.  

Appeals

The applicant, the Minister, or a specified person or public body that has an interest in the matter may, within 20 days of the decision of the committee, appeal to the Ontario Land Tribunal (OLT) against the decision by filing with the secretary-treasurer a notice of appeal setting out the objection to the decision and the reasons for the objection, accompanied by payment to the secretary-treasurer of the fee charged by the OLT. 

Appeals must be filed with the Secretary-Treasurer of Committee of Adjustment for the City of London, as follows:

NOTICE OF PASSING OF A ZONING BY-LAW Z.-1 AMENDMENT, Z.-1-263460 – TAKE NOTICE that the Municipal Council of The Corporation of the City of London passed By-law No. Z.-1-263460 under section 34 of the Planning Act, R.S.O. 1990, c. P.13, as amended, on July 21, 2026.

Purpose and Effect of the Amendment: The requested action will fulfill Council’s direction and amend residential parking regulations to increase minimum parking requirements for residential properties from (0.5) to one (1) parking space per residential unit; to allow driveways and permit parking in the front or exterior side yards that do not lead to a parking area; to increase maximum driveway widths using a numerical-based maximum (deleting a percentage-based on lot width), and increase width for driveways on lots greater than 12.0 metres from 8.0 metres to 9.0 metres; and to allow additional driveways to accommodate parking for ARUs. The intended effect of the requested action is to ease parking limitations and allow for greater choices for parking on private property.

Related applications: The land to which the by-law applies is the subject of an application under the Planning Act for an amendment to a zoning by-law, Z.-1-263466. It is not the subject of a minor variance or a consent, for an amendment to an official plan, a Minister’s zoning order, or for approval of a plan of subdivision.

When and how to file an appeal: An appeal to the Ontario Land Tribunal (OLT) in respect to all or part of this Zoning By-law Amendment must: (1) Be filed with the City Clerk via the OLT’s e-file service no later than 4:30 p.m. on August 19, 2026 (first time users will need to register for a My Ontario Account and select [London (City of): Clerk] as the Approval Authority); (2) set out the reasons for the appeal; and, (3) be accompanied by the fee prescribed under the Ontario Land Tribunal Act, 2021, payable online through the e-file portal.
