Written submissions, including names and contact information and the associated reports arising from the public participation process, will be made available to the public, including publishing on the City's website. The City of London posts all public notices online at london.ca/public-notices. Please note that starting January 1, 2026, the City of London will no longer publish planning application notices in The Londoner. Instead, Londoners can view planning applications online and will still be notified through mailed notices when required by The London Plan and the Planning Act. 

 

NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Tuesday, January 27, 2026. Standing Committee and Council Meetings are held at City Hall in Council Chambers. 767 Fanshawe Park Road East & 679 Dunboyne Crescent – The purpose and effect of this Zoning change is to permit an 8-storey apartment building with 77 units at a density of 207 units per hectare. Possible change to Zoning By-law Z.-1 to amend the zone FROM a Residential R5 Special Provision (R5-7(25)) Zone and Residential R1 (R1-7)) Zone TO a Residential R8 Special Provision (R8-4(_)) Zone. 334 & 3354 Wonderland Road South – The purpose and effect of this Official Plan & Zoning Amendment is to permit nine (9) high-rise towers integrated into five (5) apartment buildings, with heights ranging from 14 to 20 storeys and containing a total of 1,910 residential units and 429 m2 commercial gross floor area. Possible amendment to The London Plan to add a Specific Policy to the Shopping Area Place Type to permit a maximum height of 20 storeys and a maximum density of 350 units per hectare, and to add the lands to Map 7 – Specific Policy Areas. Possible amendment to The London Plan to amend section 1565_5, List of Secondary Plans – Southwest Area Secondary Plan, to amend policy 6.6 in the Wonderland Road Community Enterprise Corridor to permit a maximum height of 20 storeys and a maximum density of 350 units per hectare. Possible change to  Zoning By-law Z.-1 FROM a Commercial Recreation Special Provision (CR(6)) Zone TO a Residential R10 Special Provision/Associated Shopping Area Special Provision (R10-5(_)/ASA1(_)*H70) Zone with special provisions to implement the proposed development. 965 Adelaide Street South – The Delegated Authority for the City of London intends to consider a Minor Zoning amendment to permit a Place of Worship as an additional permitted use within the existing building. Possible change to Zoning By-law Z.-1 FROM a Community Shopping Area (CSA2) Zone TO a Community Shopping Area Special Provision (CSA2(_)) Zone with special provisions to allow for a greater range of permitted uses. 68-76 Commissioners Road East – The purpose and effect of this amendment is to permit sixteen (16) 2-storey, and twenty-six (26) 3.5-storey stacked townhouse dwellings with of a total of 42 units and a density of 65 units per hectare. 80 Commissioners Road East – The purpose and effect of this amendment is to permit 3.5-storey stacked townhouse dwellings comprising of a total of sixteen (16) units and a density of 63 units per hectare. 610 Princess Avenue – The purpose and effect of this zoning change is to permit the conversion of an existing office building to an apartment building containing ten (10) residential units. Possible amendment to The London Plan TO ADD a Specific Policy to the Shopping Area Place Type to permit a maximum height of 18 storeys for blocks with frontage on Wonderland Road South and TO ADD the lands to Map 7 – Specific Policy Areas. 929 Cheapside Street – The purpose and effect of this Zoning Amendment is to permit a six (6) storey mid-rise apartment building containing a total of 105 residential units. Possible change to the Zoning By-law Z.-1 FROM a Convenience Commercial Special Provision (CC1(2)) Zone and a Residential R1 (R1-5) Zone TO a Residential R8 Special Provision (R8-4(_)) Zone with special provisions to implement the proposed development. 50 Southbridge Drive – The purpose and effect of this Official Plan and zoning change is to permit two (2) 6-storey apartment buildings, containing 160 units. Possible amendment to The London Plan to amend the Southwest Area Secondary Plan (SWAP) to add a specific policy to permit a density of 155 units per hectare in the Medium Density Residential designation of the Central Longwoods Residential Neighbourhood. Possible change to Zoning By-law Z.-1 from a Residential R5 Special Provision (R5-4(22) Zone and a Residential R6 Special Provision (R6-5(50)) Zone TO a Residential R6 Special Provision (R6-5(_)) Zone. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION 

The Approval Authority will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting. The Approval Authority will not hear representations from the public on these matters. If you have any questions or comments about this matter, please call the planner identified below.

101 and 105 Kent Street & 531, 535 and 537 Talbot Street – The Delegated Authority for the City of London intends to consider removing the h-213 holding provision from the subject lands. The purpose of the h-213 is to ensure the orderly development of the lands the “h213” symbol shall not be deleted until a sanitary servicing capacity report has been prepared and confirmation that a municipal sanitary sewer outlet is available to service the site to the satisfaction of the City Engineer. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than February 3, 2026. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

The Committee of Adjustment for the City of London will be held both electronically and in person; attendance by the Committee members will be virtual on Thursday, February 5, 2026, no earlier than 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. 1:30 p.m. – A-26001 – 1955 Jim Hebb Way – To permit a cluster stacked townhouse development. To permit a maximum density of 101 units per hectare where 75 units per hectare is the current maximum.

1:30 p.m. – A-26002 – 64 Sherwood Avenue– To permit construction of a new single detached dwelling and detached accessory building (garage). To permit a maximum front yard setback of 10.6m, whereas 9.8m is the maximum permitted. To permit a detached garage with the required exterior side yard, whereas accessory buildings are not permitted within the required front and exterior side yards. To permit a detached garage with an exterior side yard setback of 0.6m, whereas 6.0m is the minimum required.

CONSENTS

The London Consent Authority will be considering the following application for consent. Comments Due by January 30, 2026.

B-26001– 219-223 Wortley Road – Request for consent to sever portions of two properties, to convey them to an abutting property for the purposes of lot adjustment. Permission to sever a lot with an area of approximately 92.0m2 from 221 Wortley Road and convey to 219 Wortley Road, retaining an area of approximately 301.7m2. Permission to sever a lot with an area of approximately 117.2m2 from 223 Wortley Road and convey to 219 Wortley Road, retaining a lot with an area of approximately 334.1m2.

If a person or public body that files an appeal of a decision of the City of London Consent Authority in respect of the proposed consent does not make written submissions to the Consent Authority, before it gives or refuses to give a provisional consent, the Ontario Land Tribunal (OLT) may dismiss the appeal.
