100 Kellogg Lane, 1080-1108 & 1079-1127 Dundas Street, 420 Burbrook Place, 351 Eleanor Street, and 1151 York Street – The purpose and effect of this Official Plan & Zoning Amendment is to permit a 44-storey mixed-use development, two (2) 30-storey mixed-use developments, a 6-storey mixed-use building, stacked townhouse units integrated into a 5-storey parking structure and a stand-alone parking structure with a total of 974 residential units, 200 hotel rooms, 17,750sq.m of new commercial, office and entertainment GFA, 4,500sq.m of converted office space and 2,534 parking spaces. Possible Amendments to The London Plan to 1. To change the designation on a portion of the lands FROM the Rapid Transit Corridor Place Type and Light Industrial Place Type TO the Transit Village Place Type; 2. to add a Specific Policy to the Transit Village Place Type to permit a maximum height of 44 storeys, remove the maximum 5,000sq.m GFA cap on individual office buildings, establish a Class 4 Noise Area, and allow for the continuation of warehouse, wholesale, and self-storage uses; 3. to add a Specific Policy to the Rapid Transit Corridor Place Type to permit a maximum height of 30 storeys, remove the lands from the McCormick Area Secondary Plan, establish a Rapid Transit Corridor Place Type depth of 150m, and allow for 5,000sq.m of additional office space; and 4. to amend Map 7 Specific Policy Areas to include the entire Kellogg’s District in Specific Policy Area 113. 4680 Wellington Road South – The purpose and effect of this zoning change is to extend the existing Temporary Use (T-74) Zone to allow for the continuation of the existing golf driving range facility on the subject lands for three years.
Possible change to Zoning By-law Z.-1 BY AMENDING the temporary use provisions of the existing Urban Reserve and Temporary Use (UR6/T-74) Zone TO PERMIT the existing golf driving range for an additional three (3) years. 2004 Hamilton Road, located north of Hamilton Road and west of Veterans Memorial Parkway– The purpose and effect of these applications is to consider a proposed Draft Plan of Subdivision and Zoning By-law Amendment to allow for a light industrial subdivision. The Approval Authority will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting. 1912 Linkway Boulevard – The Delegated Authority for the City of London intends to consider removing the h-8 & h-160 holding provision from the subject lands. The purpose of the “h-8 & h-160” provision is to ensure that the orderly development of lands and the adequate provision of municipal services, the “h-8” symbol shall not be deleted until appropriate servicing arrangements are provided to the satisfaction of the City and To ensure that urban design objectives established through the subdivision review process are being met, a site plan shall be approved and a development agreement shall be entered into which ensures that future development of the lands is in keeping with the design principles and concepts identified in the West Five Urban Design Guidelines, and subject to further refinement through the subdivision Design Studies and/or Site Plan Approval process, to the satisfaction of the City of London prior to the removal of the “h-160” symbol. This meeting is a non-statutory community information meeting which the City’s Planning and Development Department at times convenes when, in the opinion of the Managing Director, Planning and Economic Development and City Planner, that the community should have a further opportunity to obtain information regarding a planning application. Official Plan Review and Urban Growth Boundary Review: Community Information Meeting –The City of London will be hosting a Community Information Meeting to provide an update for the Official Plan Review, including: a final Industrial Land Needs Assessment, a draft Urban Growth Boundary (UGB) expansion for employment lands (i.e. industrial uses), a revised draft UGB for Community Growth lands (i.e. non-industrial uses), and draft London Plan policy amendment for private UGB expansion applications. About the Study
The City of London has completed a Municipal Class Environmental Assessment (Class EA) Master Planning process for the Mobility Master Plan (MMP), a long-term strategic planning document that will inform how the City plans for and invests in its multimodal mobility system from now through to 2050. The MMP is London’s first fully integrated mobility plan that aims to provide Londoners more choice by considering all modes of transportation and mobility including walking, rolling, cycling, transit, personal vehicles and the movement of goods.
The MMP includes mobility infrastructure recommendations supported by a comprehensive and interconnected list of strategies and actions that when implemented over time will work towards achieving London’s mobility vision for the future.
The MMP builds on London’s 2016 Cycling Master Plan and replaces the 2030 Smart Moves Transportation Master Plan, a plan finalized in 2013 aimed at improving mobility and providing viable transportation choices by 2030.
The Study Process
Development of the MMP was undertaken in accordance with the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessment (Class EA) Master Planning process, an approved process under the Ontario Environmental Assessment Act, including extensive public and agency consultation and input.
Creation of the MMP considered existing City plans, technical analysis of projected population and employment growth, and an extensive public consultation process. The recommendations were developed to address pressing issues such as equitable access, congestion, connectivity, sustainability, safety and financial value, while supporting the vision for London’s future mobility landscape and land use.
Continuous engagement with the community was a foundational component of the development of the MMP. The valuable insights gained from extensive community engagement helped shape the plan including the identification of needs and opportunities, the development of mode share targets, project evaluation framework, mobility infrastructure plans, and comprehensive and interconnected strategies and actions.
Notice of Review Period
By this notice, the MMP is being placed on public record for a review period in accordance with the requirements of the Municipal Class EA process. Please provide comments by October 8, 2025. The MMP report is available for review online.
