Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001, as amended, and the Planning Act, 1990 R.S.O. 1990, c.P.13, and will be used by Members of Council and City of London staff in consideration of these matters.

Written submissions, including names and contact information and the associated reports arising from the public participation process, will be made available to the public, including publishing on the City's website. NOTICE OF APPLICATION

The following applications have been received by the City of London. The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Public Notices webpage. If you have any questions or would like to provide comment, please see “Providing Comment” below.

954 Gainsborough Road – The purpose and effect of this zoning change is to permit street townhouses on Blocks 2 and 3 and cluster townhouses and stacked townhouses for Block 4 of Draft Approval Plan of Subdivision 39T-225014. Possible change to Zoning By-law Z.-1 FROM a Holding Residential R4 (h-8*h-125*R4-5(5)) Zone and Holding Residential h-8*h-125*R5-5 Zone TO a Residential R4 (R4-5(_)), a Residential lR4 (R4-5()) Zone and a Residential (R5-5(_)) Zone. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions, and/or the use of holding provisions. File: Z-26089. 649 Colborne Street – The purpose and effect of this Official Plan and zoning change is to expand the range of permitted uses to include personal service establishments, restaurants eat-in, assembly halls, private clubs, retail stores and studios, all within the existing building. Possible amendment to the Official Plan (The London Plan) to add a Specific Policy to the Neighbourhoods Place Type to permit stand-alone retail, service, and office uses within the existing building and to add the lands to Map 7 – Specific Policy Areas. Possible change to Zoning By-law Z.-1 FROM a Restricted Office Special Provision (RO2(15)) Zone TO a Restricted Office Special Provision (RO2(15)) Zone with amended special provisions to expand the range of permitted uses. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions, and/or the use of holding provisions. 1944 Bradley Avenue – The purpose and effect of these applications is to consider a proposed Official Plan Amendment and Zoning By-law Amendment to adjust the boundary between the existing Place Types and zones on the subject lands. Possible amendment to the Official Plan (The London Plan) to change a portion of the subject lands from the Neighbourhoods Place Type to the Green Space Place Type, and a portion of the subject lands from the Green Space Place Type to the Neighbourhoods Place Type. Possible change to Zoning By-law Z.–1 to change a portion of the subject lands FROM an Open Space (OS5) Zone TO a Holding Residential R1 Special Provision (h-17*R1-3(26)) Zone and to change a portion of the subject lands FROM a Holding Residential R1 Special Provision (h-17*R1-3(26)) Zone TO an Open Space (OS5) Zone. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions, and/or the use of holding provisions. File: Z-26095. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION 

The Approval Authority will consider removing the Holding Provisions as applied to the lands described below.  If you have any questions or comments about this matter, please call the planner identified below.

566-578 Colborne Street – The Delegated Authority for the City of London intends to consider removing the h-9 holding provision from the subject lands to facilitate development of a residential townhouse development. The purpose of the h-9 is to retain a consultant archaeologist, licensed by the Ministry of Citizenship and Multiculturalism (MCM) under the provisions of the Ontario Heritage Act (R.S.O. 1990 as amended) to carry out a Stage 1 (or Stage 1-2) archaeological assessment of the entire property. Development or property alteration shall only be permitted on the subject property containing archaeological resources or areas of archaeological potential if the archaeological resources have been conserved by removal and documentation, or by site preservation (Stages 3 and 4). The archaeological assessment must be completed in accordance with the most current Standards and Guidelines for Consulting Archaeologists. Engagement with the appropriate First Nations shall be completed consistent with the policies of The London Plan. All archaeological assessment reports, in both hard copy format and digitally in Portable Document Format (PDF), will be submitted to the City of London once MCM has accepted them into the Public Registry. Significant archaeological resources will be incorporated into the proposed development through either in situ preservation or interpretation where feasible or may be commemorated and interpreted on site. No demolition, new exterior construction, grading, or any other activity where soil disturbance will occur or might be reasonably anticipated shall take place on the subject property prior to the City of London receiving the MCM compliance letter indicating that all archaeological licensing and reporting requirements have been satisfied. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than September 1, 2026. File: H-26091. Planner: S. Wise.

6188 Colonel Talbot Road – The Delegated Authority for the City of London intends to consider removing the h-9 holding provision from the subject lands. The purpose of the “h-9” provision is to ensure that all archaeological licensing and reporting requirements have been satisfied. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than September 3, 2026. File: H-26090. Planner: R. Nemis.

1945 Hyde Park Road – The Delegated Authority for the City of London intends to consider removing the h-8 holding provision from the subject lands.  The purpose of the “h-8” provision is to ensure that the orderly development of lands and the adequate provision of municipal services, the “h-8” symbol shall not be deleted until appropriate servicing arrangements are provided to the satisfaction of the City. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than August 27, 2026. File: H-26094. Planner: B. House.

If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

A meeting of the Committee of Adjustment for the City of London will be held Thursday, August 27, 2026, commencing at 1:30 p.m. for the purpose of hearing the following applications for Minor Variance:

A-26072 – 1100 Hamilton Road – to permit a detached additional residential unit. To permit a detached additional residential unit not connected to municipal services, whereas a detached additional residential unit shall be connected to municipal sewers. Planner: C. Cernanec.

A-26073 – 842 Nixon Avenue – to permit a single detached dwelling. To permit a main building front yard setback of 6.2m, whereas 6.0m is the maximum permitted. To permit a lot coverage of 41%, whereas 35% is the maximum permitted. To permit a residential garage width of 53% of building façade, whereas 50% is the maximum permitted. Planner: C. Cernanec.

A-26074 – 386 Regent Street – to permit an accessory building in the required front yard. To permit an accessory building with a front yard setback of 0.6m, whereas 6.0m is the minimum required. To permit an accessory building in the required front yard, whereas accessory buildings are not permitted in the required front yard or required exterior side yard. Planner: M. Litwinchuk.

Notice of decision

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person, or by counsel, at the hearing (including virtually) and file a written request to be notified with the Secretary-Treasurer, Committee of Adjustment.  

Appeals

The applicant, the Minister, or a specified person or public body that has an interest in the matter may, within 20 days of the decision of the committee, appeal to the Ontario Land Tribunal (OLT) against the decision by filing with the secretary-treasurer a notice of appeal setting out the objection to the decision and the reasons for the objection, accompanied by payment to the secretary-treasurer of the fee charged by the OLT. 

Appeals must be filed with the Secretary-Treasurer of Committee of Adjustment for the City of London, as follows:

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person or by Counsel at the hearing and file a written request with the Secretary-Treasurer of the Committee of Adjustment.  An appeal from a decision of the Committee of Adjustment to the Ontario Land Tribunal shall be filed within 20 days of making the decision.
