City of London launches BetterHomes program to support energy-efficient home upgrades

Launching in spring 2026, BetterHomes London will offer homeowners low-interest loans to complete energy-efficient renovations that help to lower energy costs and improve home comfort.

The $6.66 million program will provide low-interest loans of up to $40,000 for eligible home upgrades, including insulation, windows, heat pumps, and more. Homeowners may also be eligible for additional incentives of up to $10,000, based on the energy savings achieved through their renovations.

This program was made possible with assistance from the Federation of Canadian Municipalities’ (FCM) Green Municipal Fund (GMF), an endowment that manages $2.4 Billion in programs funded by the Government of Canada. GMF’s Community Efficiency Financing (CEF) initiative provided a $1.7-million grant and $3.5-million loan for the program.

“BetterHomes London supports homeowners with accessible, upfront financing designed to reduce out-of-pocket costs for completing major home upgrades,” says Mayor Josh Morgan. “Energy-efficient and future-ready improvements will help residents make their homes more affordable, comfortable, and resilient.”

This program provides Londoners with access to a free energy coaching service. Residents can work directly with a Retrofit Coach to receive expert guidance and personalized support to plan their renovation project – from selecting cost-effective upgrades, to reviewing contractor quotes, and identifying additional incentive programs to maximize financial support.

“BetterHomes London supports municipal priorities, including advancing household action as part of London’s Climate Emergency Action Plan,” says Jamie Skimming, Manager, Energy & Climate Change, City of London. “Eligible home renovation projects will support climate change mitigation, adaptation, and sustainable energy use. The program will also stimulate local economic growth and job creation across the trades and construction sectors.”

“By equipping local municipalities such as the City of London with financing programs that include targeted support for underserved and lower-income households, GMF is proud to help residents access home energy upgrades, reduce energy costs, and improve comfort in their homes,” says Rebecca Bligh, FCM President. “And by investing in smart home upgrades, we further enable local prosperity by creating local jobs and strengthening the local economy.”

“Programs like BetterHomes London are helping Canadians make practical, affordable choices to improve the energy efficiency of their homes. Your federal government is proud to support households and families, keep costs low, and advance Canada’s transition to a sustainable future,” says the Honourable Tim Hodgson, Minister of Energy and Natural Resources.

Loans offered through BetterHomes London are tied to the property, not the homeowner. Participants make convenient payments through their property taxes over a 10- to 20-year term, and the remaining loan balance can be transferred to the next owner if the home is sold before repayment is complete.

Applications will be accepted starting spring 2026 and will continue while funds are available.
