Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001, as amended, and the Planning Act, 1990 R.S.O. 1990, c.P.13and will be used by Members of Council and City of London staff in consideration of these matters.

Written submissions, including names and contact information and the associated reports arising from the public participation process, will be made available to the public, including publishing on the City's website. The City of London posts all public notices online at london.ca/public-notices. Please note that starting January 1, 2026, the City of London will no longer publish planning application notices in The Londoner. Instead, Londoners can view planning applications online and will still be notified through mailed notices when required by The London Plan and the Planning Act. 

 

NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published on the Public Notices webpage.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

1225 Westdel Bourne – The purpose and effect of this zoning change is to facilitate a severance to create one new building lot. Possible change to Zoning By-law Z.-1 FROM a Residential R1 (R1-16) Zone TO a Residential R1 (R1-14) Zone. The City may also contemplate alternative zoning such a different base zone, additional permitted uses, additional special provisions (i.e. height and/or density), and/or the use of holding provisions. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

The Committee of Adjustment for the City of London will be held both electronically and in person; attendance by the Committee members will be virtual on Thursday January 22, 2026, no earlier than 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Members of the public can participate in person at City Hall 2nd floor Committee Room # 1, or via Zoom by computer, mobile device, or telephone audio. If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person or by Counsel at the hearing and file a written request with the Secretary-Treasurer of the Committee of Adjustment.  An appeal from a decision of the Committee of Adjustment to the Ontario Land Tribunal shall be filed within 20 days of making the decision. CONSENTS

The London Consent Authority will be considering the following application for consent. Comments Due by January 22, 2026.

B.015/23 – 1176 Crumlin Side Road, Permission to sever a lot (lot 1) with an area of approximately 4,630m² and frontage of approximately 6.0m, to sever a lot (lot 2) with an area of approximately 4,627m² and frontage of approximately 6.0m and retain a lot (lot 3) with an area of approximately 24,738m² and a frontage of approximately 8.0m for the purpose of future residential development.  Permission to establish associated access easements. B-25040 – 2209 & 2221 Dundas Street – Permission to sever a lot of approximately 1,858m2 (Parcel 3) and convey to the abutting lot (Parcel 1 & Parcel 2), to create a lot with a consolidated area of approximately 11,696m2, and a frontage of approximately 165.2m, and to convey approximately 4,429m2 (Parcel 4) to the Retained Lands to create a lot with a consolidated area of approximately 11,911m2,and a frontage of approximately 109.4m and to create associated easements for the purpose of future development. If a person or public body that files an appeal of a decision of the City of London Consent Authority in respect of the proposed consent does not make written submissions to the Consent Authority, before it gives or refuses to give a provisional consent, the Ontario Land Tribunal (OLT) may dismiss the appeal. NOTICES

REVISED NOTICE OF ADOPTION OF AN OFFICIAL PLAN AMENDMENT, C.P.-1512(fk)-11 (OPA 166) – TAKE NOTICE that the Municipal Council of The Corporation of the City of London passed by-law C.P.-1512(fk)-11 under section 17 of the Planning Act, R.S.O. 1990, c. P.13, as amended, for the purpose of adopting Amendment No. 166 (OPA 166) to the Official Plan for the City of London Planning Area - 2016 on December 16, 2025.

PURPOSE AND EFFECT OF THE OFFICIAL PLAN AMENDMENT: The purpose of this report is to recommend an expansion of the Urban Growth Boundary (UGB) to accommodate 30-years of projected growth, consistent with the Provincial Planning Statement (PPS). This report includes evaluations of landowner requests and identifies lands required for Industrial growth and non-Industrial growth (also called Community Growth). 

The draft expansion is approximately 1,582 hectares of developable land for Community Growth land uses, and approximately 88 hectares of developable land for Industrial land uses. Natural heritage lands and associated buffers are not included within the developable land calculation and allocations of developable land have identified setbacks from Green Space and Environmental Review features and Place Types.

The UGB identified is for Council’s adoption and circulation to the Ministry of Municipal Affairs and Housing. As part of an Official Plan Review under section 26 of the Planning Act, the Provincial Ministry is the approval authority of the expansion.

Subsequent reports will include future phases of the Official Plan Review, including conformity exercises and changes to London Plan policies required for consistency with Provincial Planning Statement policies.

RELATED APPLICATIONS: The land to which this by-law applies is not the subject of an application under the Planning Act for a minor variance or a consent, for an amendment to a zoning by-law, a Minister’s Zoning Order, or for approval of a plan of subdivision.

FINAL APPROVAL BY THE APPROVAL AUTHORITY: This amendment is subject to final approval by the approval authority, the Minister of Municipal Affairs and Housing.

Any person or public body will be entitled to receive notice of the decision of the approval authority if a written request to be notified of the decision (including the person’s or public body’s address, fax number or email address) is made to the approval authority.
