Increasing London's Housing Supply and Supporting Our Most Vulnerable
London is growing and more homes are needed to meet the needs of existing and future residents. Important steps were taken to support the creation of new housing opportunities across the city. We worked to support our most vulnerable residents this year by expanding highly supportive housing, launching a Hub aimed at supporting Indigenous individuals, another Hub for supporting youth, and introducing measures to protect renters.

We took steps toward enhancing safety and wellbeing for Londoners, expanding the London Police Service’s Foot Patrol team, unveiling several vibrant public art installations, supporting neighbourhood outdoor movie nights, and even launching a new recreation program with an NBA star.

Creating a More Inclusive London
We launched initiatives to foster inclusivity and address systemic inequities, including the Stop Tolerhating campaign and the Anti-Black Racism Action Plan. We also deepened our engagement with Indigenous communities, celebrated historic moments like the Council to Council meeting with Oneida Nation of the Thames, and advanced efforts to combat Anti-Black Racism and support immigrants.

Message from the Mayor
As we near the close of 2024, it’s important to reflect on the significant strides we’ve made together in advancing London’s priorities. This year has been marked by bold, forward-thinking decisions that are shaping the future of our community. From driving economic growth to enhancing public services, we’ve remained focused on building a city that is inclusive, vibrant, and resilient.
The City of London’s efforts this year have been guided by key priorities approved by City Council, including the endorsement of the Highly Supportive Housing Plan, which is set to transform how we approach housing in our city. It includes providing London’s most vulnerable with access to health and social services, such as mental health care, addiction treatment, educational resources, employment counselling, and emergency food services. We also saw success with the approval of the new Office-to-Residential Conversion Grant Program. This initiative, part of our broader strategy to address housing demand, provides incentives for property owners to convert underutilized office spaces into residential units, creating more homes for Londoners.
We have also made progress toward creating a more connected and sustainable transportation network, focusing on improving active transportation, public transit, and infrastructure resilience. Central to these efforts is the ongoing development of the Mobility Master Plan, which outlines a long-term vision for a balanced, multi-modal transportation system to prepare London's mobility system for change and growth expected from now to 2050.
This past year we took significant steps to prioritize the safety and well-being of our community by making an unprecedented investment in public safety. We listened closely to the concerns raised by Londoners, and continue to work closely with the London Police Service as we chart a path towards a safer city for all.
These accomplishments are a testament to the collaborative work between Council, City staff, and all our partners in the community. I am proud of the progress we’ve made and look forward to continuing this work as we move into 2025.

Message from the City Manager
2024 has been a remarkable year for our city. It was a year of unprecedented achievements, from substantial infrastructure investments to the successful implementation of the Green Bin program and everything in between. These milestones underscore our unwavering commitment to service excellence, sustainability, and innovation.
As I reflect on this past year, I’m proud of the progress we’ve made in our strategic areas of focus. In housing, we introduced the Office to Residential Conversion Program, transforming vacant office spaces into much-needed homes. Our city’s economic and cultural landscape also saw exciting growth, with London advancing its bid as a cultural hub, leveraging the UNESCO City of Music designation to host international music meetings and foster creative industries.
We also made substantial investments in infrastructure, with $270 million allocated through the London Renew Construction Program to improve transportation networks and enhance connectivity. Projects like the Adelaide Street North Underpass and Victoria Bridge reopening are setting the stage for a more sustainable and well-connected London.
The City of London is looking forward to continuing the great momentum we have seen this year into 2025. There is a lot of work ahead of us, and we are up for the challenge.
