Written submissions, including names and contact information and the associated reports arising from the public participation process, will be made available to the public, including publishing on the City's website. NOTICE OF REVISED APPLICATION

The following applications were received and advertised on a previous date in The Londoner and have since been REVISED.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner. If you have any questions or would like to provide comment, please see “Providing Comment” below.

3849 Campbell Street North, located west of Bostwick Road and north of the intersection of Bakervilla Street and Savoy Street; approx. 4.3 hectares (10.6 acres) – The purpose and effect of this revised application is to consider a proposed draft plan of subdivision and zoning amendment to allow a residential subdivision consisting of multiple-attached dwellings to be served by one (1) public street. The applicant has revised the applications to combine several separate multi-family blocks into one, convert the possible extension of Savoy Street into a cul-de-sac, and provide a 10m buffer from the woodlot to the west. Draft Plan of Subdivision – Consideration of a Draft Plan of Subdivision consisting of one (1) multi-family residential block to be served by one (1) public road. Zoning By-law Amendment - Consideration of an amendment to the zoning by-law to change the zoning from an Urban Reserve UR4 Zone to a Residential R5/R6 (R5-4/R6-5) Zone for the west portion of Block 1, Residential R5/R6/R8/R9 (R5-4(*)/R6-5(*)/R8-4(*)•D100•H32/R9-3(*)•H32) Zone on the majority of Bock 1. The Residential (R5-4/R6-5) Zone on the western portion of the subject lands would permit a range of residential uses including cluster housing including single- and semi-detached dwellings, townhouse dwellings and apartment buildings with a maximum height of four (4) storeys.  The Residential R5/R6/R8/R9 (R5-4(*)/R6-5(*)/R8-4(*)/R9-3(*)) Zone on the central and eastern portion of the subject lands would permit a range of housing in cluster formats including single- and semi-detached dwellings, townhouse dwellings and apartment buildings with a maximum height of nine (9) storeys. The City may also consider applying holding provisions in the zoning to ensure adequate provision of municipal services, that a subdivision agreement or development agreement is entered into, and to ensure completion of noise assessment reports and implementation of mitigation measures for development adjacent arterial roads. NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner. If you have any questions or would like to provide comment, please see “Providing Comment” below.

1782 Kilally Road, located north of Kilally Road, east of Edgevalley Road. and south of the Thames River North Branch; approx. 36.75 hectares (90.8 acres) – The purpose and effect of this application is to consider a proposed draft plan of subdivision, and zoning by-law amendment to allow a residential subdivision consisting of single detached dwellings, medium density residential blocks, pathway blocks, a park block and an open space block to be served by an extension to Agathos Street and four (4) new public streets. Draft Plan of Subdivision – Consideration of a Draft Plan of Subdivision consisting of 225 lots for single detached dwellings, three (3) medium residential density blocks, one (1) park block, three (3) walkway blocks, one (1) open space block, road widening and reserve blocks, served by the extension of Agathos Street, and four (4) new streets (Streets A through D). Official Plan Amendment - To amend The London Plan by adjusting the limit of the Neighbourhoods Place Type, and redesignating the portion of the subject lands within the Environmental Review Place Type to the Green Space and Neighbourhoods Place Type. The adjustment to the limit of the A portion of the Neighbourhoods Place Type would expand the is proposed to be redesignated to the Green Space Place Type to include the proposed pathway and ecological buffer to the Environmentally Sensitive Area. Zoning By-law Amendment - Consideration of an amendment to the zoning by-law to change the zoning FROM an Urban Reserve (UR4) Zone and Open Space (OS5) Zone TO a Residential R1 (R1-13) Zone, a Residential R8 (R8-4(_)) Zone with special provisions, Open Space (OS1) Zone, and Open Space (OS5) Zone to implement the proposed development and recognize the extent of natural heritage features. The R1-13 Zone would permit single detached dwellings and the R8-4(_) Zone would permit medium density residential uses including townhouses, stacked townhouses, and apartment buildings up to 22 metres if height and a density of 100 units per hectare within medium density blocks along Kilally Road. The OS1 Zone is proposed for the parkland block, and the OS5 Zone is proposed for the Environmentally Sensitive Area and its associated buffer. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions (i.e. height and/or density), and/or the use of holding provisions to ensure adequate provision of municipal services, and that a subdivision agreement or development agreement is entered into. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Notice of Public Meetings for the Mobility Master Plan – The City is continuing community consultation for the Mobility Master Plan with the release of new city-wide maps with recommendations for road, transit, cycling and sidewalk projects to be completed over the next 25 years. Future mobility planning is critical as we work towards meeting the demands of a growing population, climate change goals and providing safe, healthy, affordable and accessible mobility options for all Londoners to get where they need to go efficiently.

How to Get Involved:

Londoners are encouraged to provide feedback on the draft mobility projects and timelines. Please visit london.ca/mobility to preview the draft mobility project maps, or to see the time and location of upcoming public meeting dates in December and January.

 

CITY SERVICES DURING THE HOLIDAY CLOSURE

A number of our offices, programs and services are closed from noon on December 24, 2024, and will reopen at 8:30 a.m. on January 2, 2025.

Below is a list of services that are open or available during this time:

Recreation and Sport

Customer Service will be available via e-mail, phone and in-person at the Citi Plaza location on December 27 & 30 from 8:30 a.m. to 4:30 p.m. and December 31 from 8:30 a.m. to noon.

Registration for programs can be completed online at any time.

 

Arenas, Community Centres & Outdoor Skating Rinks

Arenas - Modified hours December 24 and 31 (7 a.m. to 11 a.m.) Pre-registration is required for all indoor skate times. Register using your Play Your Way account online or call 519-661-5575.

Community and Seniors’ Centres and Aquatics - will be open for a variety of programs, including Holiday Day Camps, drop-in opportunities, and pre-registered recreation programs.  View a list of the programs and locations,.

Storybook Gardens – Open for extended skating hours,  weather permitting. Please check for updates to hours and/or skating conditions or call 519-661-5575 for more information.

Victoria Park ice rink - will be open daily (weather permitting) from 10 a.m. to 10 p.m.

The Child Care Fee Subsidy office at Citi Plaza will be closed at noon on December 24, 2024, and will reopen at 8:30 a.m. on January 2, 2025.

City Clerk's Office - Marriage Licences, Civil Ceremonies, Burial Permits, Lottery Licensing

December 27 & 30 (8:30am-4:15pm) and 31 (8:30am-11:45am) regular services are available at City Hall from the 3rd Floor Counter in the City Clerk’s Office, as well as through the online submission portal.

Dearness Home administration offices 

Dearness Home administration offices open regular hours on December 27, 28. December 29 open until noon.

Forestry
The Forestry Operations Dispatch office will be closed from 3:30 pm on December 23 until 8 am on January 2.  Forestry crews will still be working.

Report emergencies such as storm damage related to individual City owned trees, tree by-law enforcement, (private or public lands), etc. to the City’s 24-hour Dispatch office at 519-661-4965

Submit non-emergency concerns about trees located on public property (boulevard, parks, woodlands), tree permit applications, etc. to Forestry Dispatch at trees@london.ca , through the Service London portal at https://service.london.ca  or call 519-661-5783.

Application information is available online and can be emailed to licensing@london.ca. Applications and cheques may also be submitted by mail or dropped off in the City Hall mail slot. Business licences expire annually January 31 and renewals can be done by email.

 

Life Stabilization - Ontario Works

Offices are open on December 24 from 8:30 to noon, December 27 and 30 from 8:30 a.m. to 4:30 p.m., December 31 from 8:30 a.m. to noon.

Case status and cheque information for ongoing Ontario Works clients:
Ontario Works clients can access information about their case by calling the Interactive Voice Response (IVR) System at 1-800-808-2268. The IVR system is available 24/7.

 

Parking Services & Compliance

Overnight Parking – you can obtain an overnight on-street parking pass online.

Payments – can be made online or placed in the drop box at the front of the building at 824 Dundas Street.

 

POA Office
The Provincial Offences Court Office is closed at noon Tuesday, December 24, 2024, reopening 8:30 a.m. on Friday December 27, 2024, and closed noon Tuesday, December 31, 2024, reopening 8:30 a.m. on Thursday January 2, 2025. Traffic tickets can be paid anytime online at www.paytickets.ca.

 

Property taxes

Payments by cheque in sealed envelopes can be dropped into the City Hall mail slot, 300 Dufferin Avenue, on the southwest corner of the building or mailed to Property Tax Section, City of London, PO Box 5256, London, N6A 5M6. Online and banking payments can still be made during the closure.

Report a problem online or e-mail non-urgent concerns to service@london.ca. If you are calling to report a water main burst or other water emergency, please dial 519-661-4739.

If your emergency relates to flooding, serious road or sidewalk damage, garbage collection, sewer problems or fallen trees please call 519-661-4965.
