LRES Program Guidelines

The LRES Integrated Employment Service Program Guidelines (Program Guidelines) are intended to provide clarification and understanding of the program’s objectives, eligibility criteria, and procedures. The Program Guidelines are essential documents that contribute to the effective, fair, and transparent implementation of programs, ensuring that they achieve their intended goals while maintaining accountability and compliance. 

They serve as a reference to ensure alignment with Ministry requirements and provincial legislation, and they set expectations for clients and administrators to enhance accountability. Further, these guidelines provide a structured decision-making framework to aid staff in making consistent and informed decisions on client eligibility, benefits, and other program elements.

Ministry-Retained Programs - Summary Sheet & Referral Process

Referrals to Ministry Program Process

Employment Ontario (EO) Caseworkers are required to refer clients to skills training programs based on individual needs, preferences, and suitability. It is expected that Service Providers utilize other Ministry-retained EO programs to ensure clients receive comprehensive support throughout their employment journey.

Service Providers are responsible for staying informed about program changes through "myEOIS", Provincial and Federal announcements, and SSM notifications. Service Providers are also required to participate in regular training and information sharing sessions to stay informed about available EO programs and to establish connections within the network. 

A collaborative and integrated case management approach is encouraged to serve the best interests of clients. Clients should be directed to participate in programs that align with their needs, ensuring they do not duplicate registration in both IES programming and other employment programs.

Ministry Retained Programs

The following programs are not eligible for performance-based funding as they are associated with an expected employment outcome:

• Skills Advance Ontario (SAO) 

• Ontario Bridge Training Program (OBTP) 

• Canada-Ontario Job Grant (COJG) 

• Apprenticeship Program 

These EO Skills Training Programs aim for immediate employment outcomes, the corresponding training plan item should be included in the client’s EAP, and the EAP should then be closed with the reason for closure marked as "Referral to EO Training Program."

Clients referred to these programs are included in the calculation of Key Performance Indicators for clients served.

The following programs may be eligible for Performance Based Funding upon the client's completion of training, attainment of employment, and fulfillment of all other PBF requirements and is counted as a ‘client served’ once they complete the training program.

• Better Jobs Ontario

• Ontario Job Creation Partnerships Program (OJCP) 

• Literacy and Basic Skills Program (LBS) 

When a client is referred to participate in any of these training programs, the Service Provider will maintain their case and offer ongoing support through Integrated Employment Services. The corresponding plan detail should be logged in ESCases/CaMS, and the EAP status should be adjusted to "Active - On Hold" until the client finishes the program and resumes services from the EO Service Provider. Upon completion of the training or education by the client, the plan detail is seen as successful, and the Service Providers can update the status to "Completed" and the outcome as "Attained.
