City-Wide Holding Provision Symbol Review

What is proposed?

The City of London is initiating a review of the holding provisions within Zoning By-law Z.-1. As part of this review some holding provisions may be removed or modified, resulting in new numbering for the holding provision symbols.

You are receiving this Notice because one or more properties indicated in your ownership currently have holding provision(s) applied to the zoning.

What is a Holding Provision?

Holding provisions are used by the City, in addition to the zoning of a property, to ensure that development or redevelopment does not occur on a property until certain conditions are met.

(Note: Zoning on a property regulates the uses that can be developed there. Many of us are familiar with this in terms of residential, commercial, industrial, etc. The Zoning By-law can be found here: Zoning | City of London)

There are many different Holding Provisions used by the City that have different conditions for development. In general, the conditions applied through Holding Provisions are always meant to protect the public interest and are specific to the context of a property. There are many different Holding Provisions that have been used by the City, the full list can be found starting on Page 4 of Section 3 of the Zoning By-law, found here: CHAPTR03 (london.ca).

How Will This Affect Your Property?

The City of London has initiated a review of the list of Holding Provisions (found on page 4, section 3 of the Zoning By-law as mentioned above) in order to ensure development applications are being efficiently and effectively dealt with. As a result of this review, some Holding Provisions may be removed from the list or minorly modified.

This review of Holding Provisions will have no impact on any other part of your property’s zoning and will cause no additional regulations to be proposed. 

How Can I Find More Information?

As a result of the Holding Provision Review, any changes proposed will have to be endorsed by the Planning and Environment Committee and then approved by Council. 

Currently, the Planning and Environment Committee date is undetermined. Once a date is determined, you will receive Notice at least 3 weeks before the meeting date. At this time, more information will be made available pertaining to what the proposed changes to the Holding Provisions will be.
