Upcoming road closure for Colonel Talbot Road Upgrade multi-year project

As per Council approval on May 14 2024, crews will begin preparations for construction on the Colonel Talbot Road Upgrade project on May 21, 2024. This project will require a full closure of Colonel Talbot from Main Street to Pack Road, beginning Wednesday, May 29 until December 2024. 

During the road closure, motorists and cyclists will be directed to use detour route along Pack Road, Bostwick Road and Wharncliffe Road South/Main Street, as shown in the map below. Local access will be maintained to all properties and businesses in the area.

The majority of 2024 work includes watermain and storm sewer construction, culvert replacements and subdivision servicing which cannot be completed without a full road closure, due to limited road widths. 

Pedestrians & transit users 

Sidewalk closures and restrictions will be necessary during construction. Safe, accessible pedestrian paths will be provided to the extent possible within the areas where the existing sidewalks are present on at least one side of the road. Signage will be installed to help guide people walking around the temporary sidewalk restrictions. 

There will be no impacts to transit during the 2024 works and further details will be provided regarding LTC impacts prior to 2025 construction. Transit users are advised to visit the LTC website (londontransit.ca) for the most up-to-date information. 

Timeline 

The Colonel Talbot Road Two Lane Upgrade project will predominantly be constructed over two years (2024-2025), with surface asphalt and permanent pavement markings planned for 2026. An overview of future traffic impacts listed below:  

  • 2025 Construction – A shorter section between Clayton Walk and Pack Road will also require a road closure, expected to occur in the spring and summer.  The remaining works, between Pack Road and Southdale Road, can be constructed using a temporary road allowing two-way traffic.
  • 2026 Construction – Surface asphalt will be applied in the summer months along with restoration and deficiency clean up. There will be limited impacts to traffic. 

People living in the area can expect a construction notice letter with full details and construction impact information for 2024 within the week. Further details future work and associated transportation impacts will be released prior to 2025 construction season. 

Nearby work

2024 work on Colonel Talbot is being coordinated with the work occurring at the Southdale and Colonel Talbot roundabout. Overnight paving is expected to occur on the roundabout on May 22, 23 and 24 (from 7pm to 7am), ahead of the Colonel Talbot road closure on May 29. Local access will be maintained. 

About the project 

Colonel Talbot is a critical north-south artery in London, Ontario. As the surrounding area develops rapidly, Colonel Talbot Road must serve all road users including people walking, cycling, riding transit, or driving. The project will convert Colonel Talbot Road from the current 2-lane rural road with ditches and gravel shoulders, to a 2-lane urban road connecting Talbot Village and Lambeth.  

This project will turn Colonel Talbot into a complete street with new sidewalks, multi-use pathways and boulevard bike paths in addition to motor vehicles lanes. A new pedestrian crosswalk will be implemented at Diane Crescent as well as new street lighting and streetscaping features such as trees, benches, and waste receptacles. The area will also receive significant underground utility upgrades to prepare the area for planned development.
