Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001, as amended, and the Planning Act, 1990 R.S.O. 1990, c.P.13and will be used by Members of Council and City of London staff in consideration of these matters.

Written submissions, including names and contact information and the associated reports arising from the public participation process, will be made available to the public, including publishing on the City's website. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION 

The Approval Authority will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting. The Approval Authority will not hear representations from the public on these matters. If you have any questions or comments about this matter, please call the planner identified below.

4210 Calhoun Way – The Delegated Authority for the City of London intends to consider removing the h & h-100 holding provisions from the subject lands. The purpose of the “h” provision is to ensure the orderly development of lands and the adequate provision of municipal services. The purpose of the “h-100” provision is to ensure there is adequate water service and appropriate access. The Delegated Authority will consider removing the holding provisions as they apply to these lands, no earlier than November 29, 2024. File: H-9802 Planner: M. Bishop-Kovac.

6497-6543 Heathwoods Avenue – The Delegated Authority for the City of London intends to consider removing the h-84 holding provision from the subject lands to allow for the development of six (6) residential single detached dwellings.  The purpose of the “h-84” provision is to ensure that there is a consistent lotting pattern in this area, the "h-84" symbol shall not be deleted until the part block has been consolidated with adjacent lands. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than December 2, 2022. File: H-9803 Planner: S. Meksula.

If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

The Committee of Adjustment for the City of London will be held electronically and attendance by the Committee members will be virtual on Thursday November 21, 2024, no earlier than 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Members of the public can participate in person at City Hall 2nd floor Committee Room # 1, or via Zoom by computer, mobile device, or telephone audio. Please be advised that the front (south) entrance to City Hall will be closed to visitors and staff while repair and rehabilitation work takes place. During this time pedestrian traffic will be redirected to the north entrance located off Reginald Cooper Square. Notice of Public Meeting – Dingman Creek Subwatershed Stage 2 Schedule C Municipal Class Environmental Assessment and Proposed Official Plan Amendment for Updated Regulatory Floodplain Mapping:

Meeting Purpose - This public meeting will be held as part of the Dingman Creek Environmental Assessment (EA) Floodplain Update. The meeting will present draft updated Regulatory Floodplain mapping, future flood mitigation strategies, and next steps in the Dingman Creek EA Study.  The meeting will be an open house format with the project team available to answer questions and receive feedback as part of the EA consultation process.

Purpose of Study - The purpose of the Dingman Creek Subwatershed Stage 2 EA is to update Regulatory Floodplain mapping and assess potential flood improvements and stormwater servicing alternatives to address current and future flooding to accommodate growth.  The EA will also recommend culvert improvements and offline flood storage to mitigate flooding. In parallel with the EA process, the City will update the Dingman Creek Regulatory Floodplain as currently shown in Map 6 of the London Plan, through an Official Plan Amendment process. 

The flood mitigation strategy is developed in cooperation with a team of engineers, ecologists, archaeologists, and channel specialists. Flood improvements will consider for an expanded channel corridor along Dingman Creek to improve flooding, promote active mobility through a multi-use pathway for residents, while protecting, mitigating, and enhancing ecological conditions.

Project Location - The Dingman Creek floodplain update generally includes lands located west of Highbury Avenue, east of Colonel Talbot Road, south of Southdale Road, and north of Westminster Drive in the east, and Scotland Drive in the west.

Proposed Timeline for Study Completion:

  • Release Draft Dingman Creek Regulatory Floodplain Update: November 2024
  • Finalize Flood Mitigation Strategies: Winter 2025
  • Official Plan Amendment for Regulatory Floodplain: Winter 2025
  • Finalize Environmental Assessment Report: Summer 2025

Process - The EA study will be undertaken in accordance with the Ontario Environmental Assessment Act and will cover all necessary phases of the Schedule ‘C’ EA Process.  This process includes definition of the problem/opportunity, identification and evaluation of alternative solutions, and selection of a preferred one. There will be opportunity throughout the process for public input, including future Public Information Centres. As the study progresses, information and notices will be posted on the City’s “Get Involved”.

PUBLIC UPDATE MEETING – Kilally Infrastructure Project – The City of London will soon be starting upgrades to Kilally Road from Webster Street to Clarke Road. Construction is expected to start in 2025 and will be completed in multiple stages. Few residents and businesses will be impacted however, detour routes to be implemented during periods of full road closures. Access to all properties and businesses will be maintained, with minor access interruptions anticipated.

This project includes upgrading the segment between Webster and Sandford Streets to a 2-lane urban road featuring concrete curbs, gutters, bike lanes, and sidewalks. Additionally, the stretch between Webster and Clarke Roads will be reconstructed with a rural cross-section, wider asphalt, and on-street bike lanes. The project also includes the installation of new water mains, sanitary, and storm sewers to support residential development in northeast London, along with asphalt rehabilitation for Sandford Street.

Interested in learning more? The City is hosting two public meetings to answer questions, share designs and discuss construction plans.
