Written submissions, including names and contact information and the associated reports arising from the public participation process, will be made available to the public, including publishing on the City's website. NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner. If you have any questions or would like to provide comment, please see “Providing Comment” below.

City-wide amendments to Site Plan Control and Z.-1 Zoning By-laws The purpose and effect of these amendments is to implement Council direction to update the Site Plan Control By-law C.P.-1455-541 to include Green Development Standards related to native species for landscaping and bird friendly design for city facilities. A house-keeping amendment of the Site Plan Control By-law is also proposed to update exempt classes of development and remove mandatory pre-application consultation to align with recent provincial changes. The amendment to Z.-1 Zoning By-law is to implement Council direction to include Green Development Standards to require a minimum amount of electric vehicle charging stations. File: Z-9804. 629 Base Line Rd E. – The purpose and effect of this Official Plan and zoning change is to permit conversion of the existing fourplex to a legal 6-unit apartment building. Possible amendment to the London Plan to ADD a Specific Area Policy to permit an apartment building within the existing building with a total of 6 units. Possible change to Zoning By-law Z.-1 FROM a Residential R3 (R3-1) Zone TO a Residential R3 (R3-1)/Residential R8 Special Provision (R8-3(  ) Zone with special provisions to implement the proposed use. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions (i.e., height and/or density), and/or the use of holding provisions. File: OZ-9807. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

The Committee of Adjustment for the City of London will be held electronically and attendance by the Committee members will be virtual on Thursday December 5, 2024, no earlier than 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Members of the public can participate in person at City Hall 2nd floor Committee Room # 1, or via Zoom by computer, mobile device, or telephone audio. 1:30 p.m. – A.126/24 - 1515 Trossacks Avenue, CON 5 PT LOT 11. To permit an apartment building. To permit a rear yard setback of 5.9m to the staircase at 3-6 storeys, whereas 8.3m is the minimum required. To permit a front yard setback of 0.7m for balconies in the front yard, whereas the projection is to be no closer than 3.0m to the lot line.

1:30 p.m. – A.127/24 - 522 Fanshawe Park Road East, CON 5 PT LOT 13 RP 33R2509 PT PART 2. To permit an accessory building (garage) in the front yard. To permit an accessory building located in the front yard, whereas accessory buildings are restricted to the interior and rear yards. To permit front yard setback for a private garage of 13.4m, whereas 64.0m (setback of main building) is the minimum required. To permit an east interior side yard setback of 0.6m, whereas 2.6m is the minimum required.

1:30 p.m. – A.128/24 - 172 Wortley Road, PLAN 1 PT LOT 2 REG. To permit a mixed-use commercial and residential building in the rear yard. To permit a north interior side yard setback of 1.9m whereas, 4.2m is the minimum required.

1:30 p.m. - A.129/24 - 435 Grey Street & 446 Hill Street, PLAN 178 LOTS 13 AND 14 S GREY ST E PT LOTS 14. To permit a reduced lot area. To permit a minimum lot area of 370m2, whereas 430m2 is the minimum required.

1:30 p.m. - A.130/24 - 38 Bloomsbury Court, PLAN M17 PT BLK S-2 RP 33R5795 PARTS 1 & 2 REG. To permit a detached garage in the rear yard. To permit a maximum parking area coverage of 29%, whereas 25% is the maximum permitted. To permit an accessory building lot coverage of 12.7%, whereas 10% is the maximum permitted.

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person or by Counsel at the hearing and file a written request with the Secretary-Treasurer of the Committee of Adjustment.  An appeal from a decision of the Committee of Adjustment to the Ontario Land Tribunal shall be filed within 20 days of making the decision. Please be advised that the front (south) entrance to City Hall will be closed to visitors and staff while repair and rehabilitation work takes place. During this time pedestrian traffic will be redirected to the north entrance located off Reginald Cooper Square. Access from the lower-level parking garage to the City Hall elevators will still be available.

NOTICE OF PUBLIC PARTICIPATION MEETING – Hamilton Road – Fairmont Neighbourhood Connectivity Plan – Monday, December 2, 2024, not to be heard before 1:05 PM, Council Chambers, City Hall, 300 Dufferin Avenue. The Community and Protective Services Committee will hold a public participation meeting to receive delegations and their comments regarding the City of London’s sidewalk and pedestrian improvement recommendations for the Hamilton Road – Fairmont area. Information regarding the above-noted matter will be posted on the City of London’s website at getinvolved.london.ca/hamiltonroad. You can participate in writing, in person, or virtually via Zoom.
