Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001, as amended, and the Planning Act, 1990 R.S.O. 1990, c.P.13and will be used by Members of Council and City of London staff in consideration of these matters.

Written submissions, including names and contact information and the associated reports arising from the public participation process, will be made available to the public, including publishing on the City's website. NOTICE OF PASSING OF A ZONING BY-LAW Z.-1  AMENDMENT, Z.-1-253275

TAKE NOTICE that the Municipal Council of The Corporation of the City of London passed By-law Z.-1-253275 under section 34 of the Planning Act, R.S.O. 1990, c. P.13, as amended, on December 17, 2024. PURPOSE AND EFFECT OF THE ZONING BY-LAW AMENDMENT: The purpose and effect of the recommended zoning by-law amendment is to require a minimum number of electric vehicle charging stations for new development.

RELATED APPLICATIONS: The land to which the by-law applies is not the subject of an application under the Planning Act for an amendment to an official plan, for a minor variance or a consent, a Minister’s Zoning Order, or for approval of a plan of subdivision.

WHO MAY FILE AN APPEAL: Only individuals, corporations, and public bodies may appeal a by-law to the Ontario Land Tribunal (OLT). A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf. No person or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party. Please see the Planning Act for updated appeal requirements.

NOTICE OF PASSING OF A ZONING BY-LAW Z.-1 AMENDMENT,  Z.-1-253279

TAKE NOTICE that the Municipal Council of The Corporation of the City of London passed By-law Z.-1-253279 under section 34 of the Planning Act, R.S.O. 1990, c. P.13, as amended, on December 17, 2024. PURPOSE AND EFFECT OF THE ZONING BY-LAW AMENDMENT: The purpose and effect of the zoning by-law amendments to Section 3.8(2) and Schedule “A” of the Zoning By-law No. Z.-1 are to improve efficiency and consistency in the development process. Amendments will minimize the number of existing holding provisions available for use in future Planning Act applications. The use of holding provisions will be limited to when requirements cannot be satisfied through another Planning Act process, or when an application has extenuating circumstances as detailed further in Sections 2.1 and 4.1. This will simplify the use of holding provisions that has historically been applied as a standard on most applications, which will result in improved predictability by applying the holding provision to fewer properties, reduced delays, and the continued protection of public interests on certain developments, where necessary or as appropriate.

CITY SERVICES DURING THE HOLIDAY CLOSURE
 

A number of our offices, programs and services are closed from noon on December 24, 2024, and will reopen at 8:30 a.m. on January 2, 2025.


Below is a list of services that are open or available during this time:

Recreation and Sport

Customer Service will be available via e-mail, phone and in-person at the Citi Plaza location on December 27 & 30 from 8:30 a.m. to 4:30 p.m. and December 31 from 8:30 a.m. to noon.

Registration for programs can be completed online at any time, by visiting london.ca/playyourway.

Arenas, Community Centres & Outdoor Skating Rinks

Arenas - Modified hours December 24 and 31 (7 a.m. to 11 a.m.) Pre-registration is required for all indoor skate times. Register using your Play Your Way account online or call 519-661-5575.

Community and Seniors’ Centres and Aquatics - will be open for a variety of programs, including Holiday Day Camps, drop-in opportunities, and pre-registered recreation programs. For a list of those programs and locations, visit london.ca/playyourway.

Storybook Gardens – Open for extended skating hours weather permitting. Please check storybook.london.ca for updates to hours and/or skating conditions. Visit london.ca/skating or call 519-661-5575 for more information.

Victoria Park ice rink - will be open daily (weather permitting) from 10 a.m. to 10 p.m.

Building, Plumbing, Pool Fence and Sign Permit Applications & Inspections

Building and Plumbing Permit Applications - Visit london.ca/building for information related to permitting applications. Visit london.ca/dbp to submit applications online. Please note: applications submitted during the holiday closure will be deemed as submitted in January 2025.

Special inspections on holidays - can be conducted based on staff availability and for a fee. Email Building@london.ca to inquire.

Sign Permit Applications – Visit london.ca/business-development/sign-permit-process.

Work Approval Permits – for work that occurs on, above, or below municipal roads, sidewalks, and boulevards, information is available at london.ca/streetpermits.

Child Care Fee Subsidy

The Child Care Fee Subsidy office at Citi Plaza will be closed at noon on December 24, 2024, and will reopen at 8:30 a.m. on January 2, 2025. 

If you wish to apply for child care fee subsidy, you can do that online 24 hours a day, 7 days a week. Simply visit london.ca/childcare to apply online.

Dearness Home administration offices 

Open regular hours on December 27, 28. December 29 open until noon.

Development applications

Existing online submissions remain available, or you can deposit applications in the City Hall mail slot (west side of City Hall front entrance) or mailed to Planning and Development, City of London, 300 Dufferin Ave. PO Box 5035, London, N6A 4L9.

Discretionary Benefits

Offices are open December 24 from 8:30 a.m. to noon, December 27 & 30 from 8:30 a.m. to 4:30 p.m. and December 31 from 8:30 a.m. to noon.

Dog and Cat Licences

Fire Services

If you are experiencing an emergency, call 911. If your call is not an emergency, please call 519-661-5615 or email fireforms@london.ca. Administrative offices are open December 24 8:00 a.m. to noon, December 27 and 30 from 8:00 a.m. to 4:30 p.m. and December 31 from 08:00 a.m. to noon. Reopening Thursday, January 2 at 8:00 a.m.

Forestry

Forestry Operations Dispatch office will be closed from 3:30 p.m. on December 23 until 8 a.m. on January 2.  Forestry crews will still be working.

Report emergencies such as storm damage related to individual City owned trees, tree by-law enforcement, (private or public lands), etc. to the City’s 24-hour Dispatch office at 519-661-4965.

Submit non-emergency concerns about trees located on public property (boulevard, parks, woodlands), tree permit applications, etc. to Forestry Dispatch at trees@london.ca , through the Service London portal, or by calling 519-661-5783.

Garbage, Recycling & EnviroDepots

Collection schedule and EnviroDepot hours are available at London.ca/wastemanagement or found in the 2024-2025 Waste Collection Schedule.

Homeless Stability Services

Offices open to answer calls on December 24 from 8:30 a.m. to noon; December 27 and 30 from 8:30 a.m. to 4:30 p.m. and on December 31 from 8:30 a.m. to noon. Email homelessprevention@london.ca.

Housing Access Centre

Housing Stability Services including Housing Access Centre (HAC) offices Citi Plaza, 355 Wellington St. Suite 248 are open on December 24 from 8:30 a.m. to noon, December 27 & 30 from 8:30 a.m. to 4:30 p.m., and on December 31 from 8:30 a.m. to noon.

Licensing – Business, Residential Rental Unit Licence, Vehicle for Hire (Taxi)

Application information is available at london.ca/licences and can be emailed to licensing@london.ca. Applications and cheques may also be submitted by mail or dropped off in the City Hall mail slot. Business licences expire annually January 31 and renewals can be done by email.

Life Stabilization - Ontario Works

Offices are open on December 24 from 8:30 to noon, December 27 and 30 from 8:30 a.m. to 4:30 p.m., December 31 from 8:30 a.m. to noon.

Online applications for Ontario Works can be accessed 24/7 at https://saapply.mcss.gov.on.ca.

Case status and cheque information for ongoing Ontario Works clients:  Ontario Works clients can access information about their case by calling the Interactive Voice Response (IVR) System at 1-800-808-2268. The IVR system is available 24/7.

Parking Services & Compliance

Parking Enforcement – Call 519-661-4965 or email dispatch@london.ca 

Overnight Parking – visit london.ca/parking to obtain an overnight on-street parking pass.

Payments – can be made online or placed in the drop box at the front of the building at 824 Dundas Street.

POA Office

The Provincial Offences Court Office is closed at noon Tuesday, December 24, 2024, reopening 8:30 a.m. on Friday December 27, 2024, and closed noon Tuesday, December 31, 2024, reopening 8:30 a.m. on Thursday January 2, 2025. Traffic tickets can be paid anytime online at www.paytickets.ca.

Property taxes

Payments by cheque in sealed envelopes can be dropped into the City Hall mail slot, 300 Dufferin Avenue, on the southwest corner of the building or mailed to Property Tax Section, City of London, PO Box 5256, London, N6A 5M6. Online and banking payments can still be made during the closure.

Report a problem or service emergency

Report a problem online at e-mail non-urgent concerns to service@london.ca. If you are calling to report a water main burst or other water emergency, please dial 519-661-4739.

If your emergency relates to flooding, serious road or sidewalk damage, garbage collection, sewer problems or fallen trees please call 519-661-4965.
