NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Tuesday, January 7, 2024. Standing Committee and Council Meetings are held at City Hall in Council Chambers. Participation of some Council Members and staff may be virtual.  Meetings can be viewed via live-streaming on YouTube and the City website.  There is additional information on the City of London website www.london.ca about Public Participation Meetings. 629 Base Line Rd E – The purpose and effect of this policy and zoning change is to legally establish two additional dwelling units within the finished lower-level of the existing fourplex building, formalizing the conversion of the existing building to a legal 6-unit multiple dwelling(apartment building).  Possible amendment to the London Plan to ADD a Specific Area Policy to permit an apartment building within the existing building with a total of 6 units. Possible change to Zoning By-law Z.-1 FROM a Residential R3 (R3-1) Zone TO a Residential R3 (R3-1)/Residential R8 Special Provision (R8-3( ) Zone with special provisions to implement the proposed use. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions (ie height and/or density), and/or the use of holding provisions. 1958 Duluth Crescent – The purpose and effect of this Official Plan and Zoning amendment is to permit building heights up to 5 storeys, and to permit the development of two 5-storey, 60-unit apartment buildings (225 units per hectare). Possible amendment to the Official Plan, The London Plan, to amend Specific Policy 1057D_ in the Neighbourhoods Place Type to permit a maximum building height of 5 storeys. Possible change to Zoning By-law Z.-1 Possible change to Zoning By-law Z.-1 FROM a Holding Residential R5 Special Provision/Residential R6 Special Provision (h*h-100*R5-6(18)/R6-5(93)) Zone TO a Residential R5 Special Provision/Residential R6 Special Provision (R5-6(_)/R6-5(_)) Zone with special provisions to implement the proposed development. Demolition Request for the Heritage Listed Property at 1361 Wilton Grove Road – A request has been received to demolish multiple buildings on the heritage listed property at 1361 Wilton Grove Road. Contact: K Mitchener. Heritage Planner.

430 First Street – The purpose and effect of this zoning change is to permit a bakery, restaurant, and small-scale complementary uses within the existing building. Possible change to Zoning By-law Z.-1 FROM a Restricted Service Commercial (RSC1) & Open Space (OS4) Zone TO a Restricted Service Commercial Special Provision (RSC1(_)) Zone & Open Space (OS4) Zone.  NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner. If you have any questions or would like to provide comment, please see “Providing Comment” below.

1378-1398 Commissioners Road West – The purpose and effect of this amendment is to redevelop for a 6-storey, 67-unit, apartment building with a density of 100 units per hectare. Possible change to Zoning By-law Z.-1 FROM a Residential R1 (R1-8) Zone TO a Residential R9 Special Provision (R9-3(_)*H25) Zone. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions (i.e. height and/or density), and/or the use of holding provisions. File: Z-9815. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION 

The Approval Authority will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  The Approval Authority will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

1770-1820 Evans Boulevard – The Delegated Authority for the City of London intends to consider removing the h-1 holding provision from the subject lands.  The purpose of the “h-1” provision is to ensure that mitigating measures are undertaken in areas adjacent to transportation and utility corridors, an agreement shall be entered into, following consultation with relevant agencies, covering requirements for incorporating appropriate noise and/or vibration attenuation measures into the design of the development, prior to the removal of the "h-1" symbol. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than January 16th, 2025. File: H-9816. Planner: Besim Begovic.

If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

 MINOR VARIANCES

Please be advised that the front (south) entrance to City Hall will be closed to visitors and staff while repair and rehabilitation work takes place. During this time pedestrian traffic will be redirected to the north entrance located off Reginald Cooper Square. Access from the lower-level parking garage to the City Hall elevators will still be available.

CITY SERVICES DURING THE HOLIDAY CLOSURE

A number of our offices, programs and services are closed from noon on December 24, 2024, and will reopen at 8:30 a.m. on January 2, 2025.

Recreation and Sport

Customer Service will be available via e-mail, phone and in-person at the Citi Plaza location on December 27 & 30 from 8:30 a.m. to 4:30 p.m. and December 31 from 8:30 a.m. to noon.

Registration for programs can be completed online at any time, by visiting london.ca/playyourway.

Arenas, Community Centres & Outdoor Skating Rinks

Arenas - Modified hours December 24 and 31 (7 a.m. to 11 a.m.) Pre-registration is required for all indoor skate times. Register using your Play Your Way account online or call 519-661-5575.

Community and Seniors’ Centres and Aquatics - will be open for a variety of programs, including Holiday Day Camps, drop-in opportunities, and pre-registered recreation programs. For a list of those programs and locations, visit london.ca/playyourway.

Storybook Gardens – Open for extended skating hours weather permitting. Please check storybook.london.ca for updates to hours and/or skating conditions. Visit london.ca/skating or call 519-661-5575 for more information.

Victoria Park ice rink - will be open daily (weather permitting) from 10 a.m. to 10 p.m.

Child Care Fee Subsidy

The Child Care Fee Subsidy office at Citi Plaza will be closed at noon on December 24, 2024, and will reopen at 8:30 a.m. on January 2, 2025. 

If you wish to apply for child care fee subsidy, you can do that online 24 hours a day, 7 days a week. Simply visit london.ca/childcare to apply online.

Dearness Home administration offices 

Open regular hours on December 27, 28. December 29 open until noon.

Development applications

Existing online submissions remain available, or you can deposit applications in the City Hall mail slot (west side of City Hall front entrance) or mailed to Planning and Development, City of London, 300 Dufferin Ave. PO Box 5035, London, N6A 4L9.

Discretionary Benefits

Forestry

Forestry Operations Dispatch office will be closed from 3:30 p.m. on December 23 until 8 a.m. on January 2.  Forestry crews will still be working.

Report emergencies such as storm damage related to individual City owned trees, tree by-law enforcement, (private or public lands), etc. to the City’s 24-hour Dispatch office at 519-661-4965.

Life Stabilization - Ontario Works

Offices are open on December 24 from 8:30 to noon, December 27 and 30 from 8:30 a.m. to 4:30 p.m., December 31 from 8:30 a.m. to noon.

Online applications for Ontario Works can be accessed 24/7 at https://saapply.mcss.gov.on.ca.

Case status and cheque information for ongoing Ontario Works clients:  Ontario Works clients can access information about their case by calling the Interactive Voice Response (IVR) System at 1-800-808-2268. The IVR system is available 24/7.

Parking Services & Compliance

Overnight Parking – visit london.ca/parking to obtain an overnight on-street parking pass.

Payments – can be made online or placed in the drop box at the front of the building at 824 Dundas Street.

POA Office

The Provincial Offences Court Office is closed at noon Tuesday, December 24, 2024, reopening 8:30 a.m. on Friday December 27, 2024, and closed noon Tuesday, December 31, 2024, reopening 8:30 a.m. on Thursday January 2, 2025. Traffic tickets can be paid anytime online at www.paytickets.ca.

Property taxes

Payments by cheque in sealed envelopes can be dropped into the City Hall mail slot, 300 Dufferin Avenue, on the southwest corner of the building or mailed to Property Tax Section, City of London, PO Box 5256, London, N6A 5M6. Online and banking payments can still be made during the closure.

Report a problem or service emergency

Report a problem online at e-mail non-urgent concerns to service@london.ca. If you are calling to report a water main burst or other water emergency, please dial 519-661-4739.

If your emergency relates to flooding, serious road or sidewalk damage, garbage collection, sewer problems or fallen trees please call 519-661-4965.
