The City of London posts all public notices online at london.ca/public-notices. Please note that starting January 1, 2026, the City of London will no longer publish planning application notices in The Londoner. Instead, Londoners can view planning applications online and will still be notified through mailed notices when required by The London Plan and the Planning Act.

NOTICE OF APPLICATION

517-525 Fanshawe Park Road East and 1536 Geary Avenue – The purpose and effect of this zoning change is to permit an 8-storey apartment building containing 299 residential units. Possible change to Zoning By-law Z.-1 FROM a Residential R8 Special Provision Bonus (R8-4(71)*B-84) Zone and Residential R1 (R1-10) Zone TO a Residential R9 Special Provision (R9-7(_)) Zone with special provisions to implement the proposed development. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions (i.e., height and/or density), and/or the use of holding provisions. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

A meeting of the Committee of Adjustment for the City of London will be held Thursday, April 23, 2026, no earlier than 1:30 p.m. for the purpose of hearing the following applications for Minor Variance:

A-26015 – 822 Maitland Street (Deferred  from March 26, 2026)  - to permit an additional residential unit in an accessory building. To permit an accessory building containing an additional residential unit with interior side yard setbacks of 0.9m, whereas 3.0m is the minimum required. To permit an accessory building containing an additional residential unit with a rear yard setback of 0.9m, whereas 3.0m is the minimum required. Planner: M. Hynes.

A-26026 – 3010 Yorkville Street - to permit a mixed-used development. To permit unlimited encroachments for non-structural architectural features.  To permit balcony encroachments of 1.6m, not closer than 2.4m to the lot line. To permit 237 parking spaces for Phase 1, whereas 363 parking spaces were required for Phase 1 and 2, combined. Planner: C. Cernanec.

Notice of decision

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person, or by counsel, at the hearing (including virtually) and file a written request to be notified with the Secretary-Treasurer, Committee of Adjustment.  

Appeals

The applicant, the Minister, or a specified person or public body that has an interest in the matter may, within 20 days of the decision of the committee, appeal to the Ontario Land Tribunal (OLT) against the decision by filing with the secretary-treasurer a notice of appeal setting out the objection to the decision and the reasons for the objection, accompanied by payment to the secretary-treasurer of the fee charged by the OLT.

NOTICE OF REQUEST TO REPEAL HERITAGE DESIGNATING BY-LAW – 430 Grey Street - Request by Trustees of the London Congregation of the British Methodist Episcopal Church in Canada to Repeal the Heritage Designating By-law for the Property (Beth Emmanuel British Methodist Episcopal Church) - TAKE NOTICE THAT the City of London has received a request at the initiation of the representative of the property owner to repeal By-law No. L.S.P.-2657-240 which designates 430 Grey Street under Section 29 of the Ontario Heritage Act: The Ontario Heritage Act, R.S.O.1990, c. O.18 as amended, provides that an owner of property designated under the Ontario Heritage Act may apply to Municipal Council to repeal the by-law or part thereof designating the property.

Description of Property: 430 Grey Street, London, ON, N6B 1H3, legally described as PT LT 12 , N/E GREY STREET , BEING THE E 1/2 ; LONDON (PIN: 08316-0112).

Historical Reasons for Designation in By-law No. L.S.P.-2657-240 - The congregation of the British Methodist Episcopal Church, then known as the African Methodist Church, was organized at some time prior to September 1856, at which time it was holding service in a building on Thames Street. Sometime between 1868 and 1871, the present Beth Emmanuel B.M.E. Church, a white brick Gothic Revival structure, was erected at 430 Grey Street. In later years, the building was raised for the construction of a basement. 

Beth-Emmanuel is the oldest surviving black church in London. At the time the congregation was founded, the City had a large and prosperous black community, many of whom had escaped from slavery in the United States via the Underground Railroad. Some had lived in the area since the Wilberforce settlement was established in Lucan in 1832. Some of the names associated with the Beth-Emmanuel congregation are noteworthy: John Brown, the abolitionist, preached at the Thames Street Church in 1858, before his ill-fated raid on Harper’s Ferry the following year. Richard B. Harrison, who plated the leading role in Marc Connelly’s “Green Pastures” (1930), attended this church as did his brother, The Reverend William Harrison. In more recent times, the late Paul Lewis, one of London’s best-loved citizens, was an official of the congregation.

Any person who objects to the application may, within 30 days after the date of this Notice, serve on the Clerk’s office, a Notice of Objection in writing, setting out the reasons for the objection and all relevant facts. Objections can be mailed to the Office of the City Clerk, or via e-mail at cityclerk@london.ca. A Notice of Objection is then considered by Municipal Council in its deliberation on this matter following consultation with the Community Advisory Committee on Planning (the City’s municipal heritage committee) and a public participation meeting held at Planning and Environment Committee (PEC). A decision of Municipal Council may be appealed by submitting a Notice of Appeal with the Ontario Land Tribunal (OLT) and the Municipal Clerk. NOTICE OF STUDY COMPLETION – Meadowlily Road Area Municipal Class Environmental Assessment - The City of London has completed a Municipal Class Environmental Assessment (EA) Study to identify and evaluate alternative sanitary servicing solutions and select a preferred servicing strategy for the study area. The study considered various options, including the potential construction and location of a new municipal sanitary pumping station, as well as alternative alignments for a multi-use pathway along the Meadowlily Road corridor.

The project was completed in accordance with Schedule ‘B of the Municipal Class Environmental Assessment (October 2000, as amended in 2007. 2011, 2015 and 2023). As such, consultation with the public, technical agencies, and Indigenous communities played a key role in developing the study recommendations.

A Project File Report (PFR) documenting the planning process undertaken, details of the study recommendations as well as potential impacts and mitigation measures, has been completed and by this Notice is being placed in the public record for review. The PFR will be available for review for 30 days, starting April 9, 2026, and ending May 9, 2026, at London City Hall – City Clerk 3rd Floor (300 Dufferin Avenue) during regular hours of operation Monday to Friday, and at the London Public Library – Pond Mills Branch (1166 Commissioners Rd E, London, ON N5Z 4W8) during regular hours of operation.

The City of London and MTE Consultants acknowledge the project falls within the traditional and Treaty territories of several First Nations in Southwestern Ontario. We also recognize the historic and current use of this area. We welcome any comments you may have.

If there are any outstanding concerns or issues with this project during the 30-day review period, please address them to the City staff listed below and we will attempt to seek a mutually acceptable resolution:

In addition, a request may be made to the Ministry of the Environment, Conservation andParks for an order requiring a higher level of study (i.e., requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name for the Ministry.

Requests should specify what kind of order is being requested, how an order may prevent, mitigate or remedy those potential adverse impacts, and any information in support of the statements in the request. This will ensure that the ministry is able to efficiently begin reviewing the request. The request should be sent in writing or by email to below contacts, with a copy to the City of London project manager.
