Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001, as amended, and the Planning Act, 1990 R.S.O. 1990, c.P.13and will be used by Members of Council and City of London staff in consideration of these matters.

Written submissions, including names and contact information and the associated reports arising from the public participation process, will be made available to the public, including publishing on the City's website. Video recordings of the Public Participation Meeting may also be posted to the City of London's website. Questions about this collection should be referred to Manager, Records and Information Services, 519-661-CITY (2489) ext. 5590.


The City of London posts all public notices online at london.ca/public-notices. Please note that starting January 1, 2026, the City of London will no longer publish planning application notices in The Londoner. Instead, Londoners can view planning applications online and will still be notified through mailed notices when required by The London Plan and the Planning Act. 

 

NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Tuesday, April 14, 2026. Standing Committee and Council Meetings are held at City Hall in Council Chambers. Participation of some Council Members and staff may be virtual.  Meetings can be viewed via live-streaming on YouTube and the City website.  There is additional information on the City of London website www.london.ca about Public Participation Meetings. Information regarding the matter being considered at the Public Participation Meeting will be posted on the City of London website at www.london.ca on Wednesday, April 8th, 2026. Written submissions regarding this matter to be included on the Planning and Environment Committee Added Agenda are to be submitted no later than 9:00 AM on Friday, April 10th, 2026, either delivered or mailed to the City Clerk’s Office, Room 308, 300 Dufferin Avenue, P.O. Box 5035, London, ON N6A 4L9 or by email to pec@london.ca.  Those who wish to attend virtually should pre-register by contacting PPMClerks@london.ca or 519-661-2489 ext. 7100 no later than 9:00 AM on the day of the meeting.

65-85 Meadowlily Road South and Other Lands – The purpose and effect of this Official Plan amendment is to change the Place Type on a portion of the subject lands FROM the Green Space Place Type TO the Neighbourhoods Place Type on Map 1 of The London Plan, and to revise the Environmentally Significant Area on Map 5 of The London Plan in conformity with the Meadowlily Woods Environmentally Significant Area Conservation Master Plan. These amendments are proposed to address previous mapping errors and to bring the Council adopted Meadowlily Woods Environmentally Significant Area Conservation Master Plan into conformity with The London Plan (LP 1719_10). NOTICE OF REVISED APPLICATION

1103 & 1111 Westdel Bourne – The purpose and effect of this Official Plan and zoning change is to permit a 9-storey apartment building with 118 units and 128 parking spaces. Possible amendment to the Official Plan (The London Plan) to add a Specific Area Policy to the Neighbourhoods Place Type to permit a 9-storey apartment building and to add the lands to Map 7 – Specific Policy Areas. Possible change to Zoning By-law Z.-1 FROM a Residential R1 (R1-14) Zone and a holding Residential R1 (h*124*R1-14) Zone TO a Residential R9 Special Provision (R9-7(_)) Zone with special provisions to implement the proposed development. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions, and/or the use of holding provisions. NOTICE OF APPLICATION

3436 Roe Street – The Delegated Authority for the City of London intends to consider a Minor Zoning amendment to add landscape supply outlet as an additional permitted use. Possible change to Zoning By-law Z.-1 FROM a Light Industrial Special Provision (LI2/LI6(3)/LI7) Zone TO a Light Industrial Special Provision (LI2(_)/LI6(3)/LI7) Zone. The City may also contemplate additional permitted uses and/or special provisions (i.e., to recognize existing conditions). File: MZ- 26034. Planner: A. Nair.

Victoria Park Secondary Plan Updates – The purpose and effect of these amendments is to update the Victoria Park Secondary Plan to reflect recent policy changes in The London Plan. This amendment will include changes resulting from the 2024 Heights Review (OPA 124). File: O-26027. Planner: S. Baldwin.

4519 Colonel Talbot Road – The Delegated Authority for the City of London intends to consider a Minor Zoning amendment to permit reduced rear and interior side yard depths, and removal of holding provisions through application H-26038. Possible change to Zoning By-law Z.-1 FROM a Residential R6 Special Provision (R6-5(84)) zone and a holding Residential R6 Special Provision (h-179*R6-5(84)) zone TO an amended Residential Special Provision R6-5(84) zone; and FROM a holding Residential R8 Special Provision (h-179*R8-4(77)) zone TO a Residential R8 Special Provision (R8-4(77)) zone. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions (i.e., height and/or density), and/or the use of holding provisions. 1076-1080 Commissioners Rd W & 396-402 North St – The purpose and effect of this Official Plan and zoning change is to permit a 12-storey apartment building containing 96 residential units and 140 vehicle parking spaces. Possible amendment to the Official Plan (The London Plan) to add a Specific Policy to the Neighbourhoods Place Type to permit a maximum height of 12-storeys, and to add the lands to Map 7 – Specific Policy Areas. Possible change to Zoning By-law Z.-1 FROM a Residential R1 (R1-9) Zone TO a Residential R9 Special Provision (R9-7(_)) Zone with special provisions to implement the proposed development. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions, and/or the use of holding provisions. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION 

The Approval Authority will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  The Approval Authority will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

175 Ann Street – The Delegated Authority for the City of London intends to consider removing the h-8, h-10, h-147 and h-175 holding provisions from the subject lands to facilitate development of a mixed-use apartment building. The purpose of the h-8 holding provision is to ensure the orderly development of lands and the adequate provision of municipal services. The purpose of the h-10 holding provision is to ensure that cultural heritage resources are conserved, not adversely affected by a proposed development, and to ensure that development is in a form compatible with the cultural heritage resources. The purpose of the h-147 is to ensure that development will not have any negative impacts on the groundwater and/or existing wells in the area, and that a Hydrogeological Study shall be prepared by a qualified progressional and submitted to the City to evaluate the potential impact of the proposed development to area private wells and provide recommendations for monitoring post construction impacts and possible mitigation measures to the satisfaction of the City Engineer. The purpose of the h-175 holding provision is to ensure there are no land use conflicts between the Canadian Pacific Rail corridor and the proposed residential and/or sensitive uses, and mitigation measures for safety from possible derailments are required, that effectively integrate into the urban design and heritage resources as acceptable to the City. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than April 24, 2026. File: H-26035. Planner: S.Wise.

4519 Colonel Talbot Road – The Delegated Authority for the City of London intends to consider removing the h-179 holding provision from the subject lands to facilitate development of a residential townhouse development. The purpose of the h-179 provision is to ensure that all issues regarding hydrogeology, erosion setback maintenance, erosion structural, geotechnical setbacks and all matters relating to slope stability will be dealt with through the site plan approval process to the satisfaction of the City and the Upper Thames River Conservation Authority (UTRCA). The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than April 24, 2026. File: H-26038. Planner: S.Wise.

If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

COMMUNITY INFORMATION MEETINGS – NON-STATUTORY

This meeting is a non-statutory community information meeting which the City’s Planning and Development Department at times convenes when, in the opinion of the Managing Director, Planning and Economic Development and City Planner, that the community should have a further opportunity to obtain information regarding a planning application. There will be a future statutory public participation meeting required under the Planning Act, held at the Planning and Environment Committee, which will provide the public with another opportunity to comment on the planning application. Notification of this Public Meeting will be published in the Londoner at a future date.

Victoria Park Secondary Plan Update - The City of London will be hosting a Community Information Meeting to provide an update to the Victoria Park Secondary Plan. For consistency with new Council approvals, the City is considering updated maximum heights for the lands around Victoria Park. 

This update ensures Victoria Park Secondary Plan policies conform to Provincial Plans and Policies, and recent Council decisions. Staff will present the proposed policy updates. 

This meeting will include a presentation, and staff will be available to answer questions related to the ongoing project. Please note, the presentation will begin shortly after the scheduled meeting start time.
