NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Tuesday, November 12, 2024. Standing Committee and Council Meetings are held at City Hall in Council Chambers. 3640 Dingman Drive – The purpose and effect of this Official Plan & Zoning amendment is to change the designation from the Commercial Industrial Place and Environmental Review to the Green Space Place Type, to permit a Regional Sports Park. Possible change to Zoning By-law Z.1 FROM an Agriculture (AG2) Zone and Environmental Review (ER) Zone TO an Open Space (OS1) Zone & Open Space (OS5) Zone. File: OZ-9771. Planner: I. de Ceuster.

383 Clarke Road & 1906 Whitney Street – The purpose and effect of this zoning change is to permit the development of a 2.5-storey apartment building containing 10 residential units. Possible change to Zoning By-law Z.-1 FROM a Residential R2 (R2-3) Zone TO a Residential R2/Residential R8 (R2-3/R8-4(_)) Zone. The City may also contemplate alternative zoning such a different base zone, additional permitted uses, additional special provisions (ie height and/or density), and/or the use of holding provisions. 1195 Gainsborough Road – Possible change to Zoning By-law Z.-1 FROM a holding Light Industrial (h-17*LI1) & Open Space (OS4) Zone TO a holding Light Industrial Special Provision (h-17*LI1(_)) & Open Space Special Provision (OS4(_)) Zone to permit the development of a single-storey light industrial building with a total floor area of approximately 5,343.5 m². 145 Base Line Road West – The purpose and effect of this zoning change is to permit the redevelopment of each of the five (5) existing triplexes into 6-unit converted dwellings with a total of 30 residential units. Possible change to Zoning By-law Z.-1 FROM a Residential R3 (R3-1) Zone TO a Residential R3 Special Provision (R3-1(_)) Zone. The City may also contemplate alternative zoning such a different base zone, additional permitted uses, additional special provisions (i.e. height and/or density), and/or the use of holding provisions. 566 Southdale Rd E & 818 Easy St – The purpose and effect of this zoning change is to permit the development of a 3.5-storey "walk-up" apartment building with 16 units, a density of 105 units per hectare,  and 17 surface parking spots. Additionally, to provide for low-density uses. Possible change to Zoning By-law Z.-1 FROM a Residential R3 (R3-2) Zone TO a Residential R3 (R3-2)/Residential R8 Special Provision (R8-4(  ) Zone with special provisions to implement the proposed development. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions (ie height and/or density), and/or the use of holding provisions. File: Z-9785. Site Alteration By-law Update - The purpose and effect of this by-law amendment is to expand the existing site alteration by-law’s coverage to encompass the entire limits of the City, with specific exceptions, addressing the limitations of the existing by-law. The proposed changes aim to enhance the protection of natural heritage, facilitate site alteration activities earlier in the development process, and streamline the permitting process. For more information on this update, please contact Mustafa Almusawi, Manager Development Inspections, malmusaw@london.ca.

1408 & 1412 Commissioners Road WestThe purpose and effect of this zoning change is to permit a 22-unit, 4-storey apartment building with 22 vehicle parking spaces Possible change to Zoning By-law Z.-1 FROM a Residential R1 (R1-8) Zone TO a Residential R8 (R8-4(_)) Zone. Special provisions to implement the proposed development include a reduced front yard setback and increased building height.  The City may also contemplate alternative zoning such a different base zone, additional permitted uses, additional special provisions (i.e., height and/or density), and/or the use of holding provisions. NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner. If you have any questions or would like to provide comment, please see “Providing Comment” below.

21-41 Meadowlily Road N & 20 Norlan Avenue– The purpose and effect of this zoning change is to permit three 3.5-storey stacked townhouse blocks with a total of 92-units and a density of 105 units per hectare. Possible change to Zoning By-law Z.-1 FROM Residential 5 Exception (R5-7(26)), Bonus (B-94) Zone TO a Residential 5 Exception (R5-7(26)) Zone. The City may also contemplate alternative zoning such a different base zone, additional permitted uses, additional special provisions (i.e. height and/or density), and/or the use of holding provisions. 691 Fanshawe Park Road East – The purpose and effect of this Zoning amendment is to permit a 3.5 storey stacked townhouse development with 10 residential units. Possible change to Zoning By-law Z.-1 FROM a Residential R1 (R1-9) zone TO a Residential R5 Special Provision (R5-7(_)) Zone. Requested special provisions for density, frontage, setbacks, and height. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions and/or the use of holding provisions. File Z-9800. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION 

The Approval Authority will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  The Approval Authority will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

655 Gatestone Road– The Delegated Authority for the City of London intends to consider removing the h and h-100 holding provision from the subject lands. The purpose of the “h” provision is to ensure the orderly development of lands and the adequate provision of municipal services. The purpose of the “h-100” provision is to ensure there is adequate water service and appropriate access. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than November 14, 2024. File: H-9799. Planner: M. Bishop-Kovac.

If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

The Committee of Adjustment for the City of London will be held electronically and attendance by the Committee members will be virtual on Thursday November 7, 2024, no earlier than 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Members of the public can participate in person at City Hall 2nd floor Committee Room # 1, or via Zoom by computer, mobile device, or telephone audio. To permit a minimum front yard setback of 6.0m, whereas 15.0m is the minimum required. To permit a maximum residential garage with of 55% of the (main) building façade width, whereas 50% is the maximum permitted.

Please be advised that, the front (south) entrance to City Hall will be closed to visitors and staff while repair and rehabilitation work takes place. During this time pedestrian traffic will be redirected to the north entrance located off Reginald Cooper Square. Access from the lower-level parking garage to the City Hall elevators will still be available.

 

CONSENTS

The London Consent Authority will be considering the following application for consent. Comments Due by Thursday November 7, 2024. 

B.045/24 – 4425 Wellington Road South, CON 3 PT LOT 16 RP33R7779 PART 1. 

Reason: Request to establish reciprocal access and servicing easements over 4465 Wellington Road South (to the south), 4407 Wellington Road South (to the north), and 4425 Wellington Road South (subject lands) for the purpose of future commercial development. Planner: Michaella Hynes.

NOTICES

PUBLIC UPDATE MEETING – Bradley Avenue Extension (Wharncliffe Road South to west side of Jalna Blvd) –The City of London will soon be starting a Bradley Avenue Extension construction project from Wharncliffe Road South to Jalna Boulevard. This project includes new road construction between Wharncliffe Road South and White Oak Road and as well as a road upgrade between White Oak Road and Jalna Boulevard. In its entirety, this project will create a 4-lane ‘complete street’ with sidewalks, in-boulevard bike lanes, lighting and landscaping to support all modes of transportation and development in the area.

Interested in learning more? The City is hosting two public meetings to answer questions, share designs and discuss construction plans. To attend the virtual Public Update Meeting (PUM) on Wednesday, October 30 at 12pm, please pre-register on the project’s website. Alternatively, residents are invited join staff for an in-person drop-in session on Thursday, November 7 from 6 to 8 p.m. at the South London Community Centre.
