NOTICE OF APPLICATION
The following applications have been received by the City of London. The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner. If you have any questions or would like to provide comment, please see “Providing Comment” below.
325 Southdale Road East – The purpose and effect of this Zoning amendment is to permit a 3.5-storey stacked townhouse development with a total of 10 residential units, and a total maximum density of 50 units per hectare. Possible change to Zoning By-law Z.-1 FROM a Residential R3 (R3-3) zone TO a Residential R5 Special Provision (R5-6(_)) Zone. Requested special provisions for front yard setback, lot frontage, and westerly interior side yard setback. The City may also contemplate alternative zoning such as a different base zone, additional permitted uses, additional special provisions and/or the use of holding provisions. File Z-9794. 3095 Bostwick Road, located south of Southdale Road West, north of Old Garrison Blvd. and east of Tillman Rd.; approx. 11.21 hectares (27.7 acres) – The purpose and effect of this application is to consider a proposed draft plan of subdivision, and zoning by-law amendment to allow a residential subdivision consisting of single detached dwellings and townhouse dwellings and an open space block to be served by extensions to two public streets (Raleigh Blvd. and Jack England Dr.) and two (2) new public streets. Draft Plan of Subdivision – Consideration of a Draft Plan of Subdivision consisting of 74 single detached dwellings, 38 townhouse dwelling units, and one (1) open space block to be served by extensions to two public streets (Raleigh Blvd. and Jack England Dr.) and two (2) new public streets. Zoning By-law Amendment - Consideration of an amendment to the Zoning By-law to change the zoning from a Urban Reserve UR3 Zone to the following zones: Residential R2 (R2-3(6)) Zone, Residential R4 (R4-4(2)) Zone and Open Space (OS5) Zone. Lots 1 to 74 - a Residential R2 (R2-3(6)) Zone. The R2-3(6) Zone would permit single detached dwellings on lots with a minimum lot area of 370 square metres. The following special provisions are included in the R2-3(6) zone variation: a reduced minimum lot frontage of 11 metres, a reduced minimum front and exterior side yard for the main dwelling of 3.0 metres and for a garage of 5.5 metres, reduced minimum interior side yards of 1.2 metre (3.9 feet), except where there is no attached garage, then 3.0 metre (9.8 feet) is required on one side, and increased maximum lot coverage of 45%, except that any unenclosed porch shall not be included in the calculation of lot coverage.. Lots 75 to 112 - a Residential R4 (R4-4(2)) Zone. The R4-4(2) Special Provision Zone would permit street townhouse dwellings with a minimum lot area of 180 square metres and a minimum lot frontage of 6.7 metres, a special provision is proposed to allow for an increased maximum lot coverage of 45% and reduced interior and exterior side yards of 1.2 metres. Block 113 – an Open Space OS5 (OS5) Zone. The OS5 Zone would permit conservation lands, conservation works, passive recreation uses which include hiking trails and multi-use pathways, and managed woodlots as permitted uses. The lands subject to these applications were previously included as Urban Reserve Blocks (Blocks 175 and 176) in the Talbot Village Phase 7 Subdivision (39T-23504). The City may also consider applying holding provisions in the zoning to ensure adequate provision of municipal services, and that a subdivision agreement or development agreement is entered into. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION
The Approval Authority will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting. The Approval Authority will not hear representations from the public on these matters. If you have any questions or comments about this matter, please call the planner identified below.
3637 Colonel Talbot Road – The Delegated Authority for the City of London intends to consider removing the h-121 and h-149 holding provision from the subject lands. The purpose of the “h-121” provision is to ensure that flood proofing requirements are incorporated and/or that dry, safe access to the Regulatory Flood Elevation is achieved to the satisfaction of the Upper Thames River Conservation Authority. The purpose of the “h-149” provision is to ensure the orderly development of the lands the symbol shall not be deleted until sanitary and stormwater servicing reports have been prepared and confirmation that sanitary and stormwater management systems are implemented to the satisfaction of the City Engineer. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than October 31, 2024. File: H-9790. Planner: Besim Begovic.
341 Southdale Road East – The Delegated Authority for the City of London intends to consider removing the “h-18”, “h-242”, “h-243”, and “h-244” holding provisions from the subject lands. The purpose of the “h-18” provision is to ensure the proponent shall retain a consultant archaeologist, licensed by the Ministry of Tourism, Culture and Sport (MTCS) under the provisions of the Ontario Heritage Act (R.S.O. 1990 as amended) to carry out a Stage 1 (or Stage 1-2) archaeological assessment of the entire property. No demolition, new exterior construction, grading, or any other activity where soil disturbance will occur or might be reasonably anticipated shall take place on the subject property prior to the City of London receiving the MTCS compliance letter indicating that all archaeological licensing and reporting requirements have been satisfied. The purpose of the “h-242” provision is to ensure vehicular and pedestrian access and storm servicing is provided to the satisfaction of the City Engineer. The purpose of the “h-243” provision is to ensure sanitary servicing is provided to the satisfaction of the City Engineer. The purpose of the “h-244” provision is to ensure that development is not adversely impacted by noise, a Noise Study shall be undertaken, and an agreement shall be registered on title to ensure any attenuation measures are incorporated into the design of the development and any warning clauses are included in tenancy agreements, as recommended by the Noise Study, to the satisfaction of the City Engineer. COMMUNITY INFORMATION MEETINGS – NON-STATUTORY
This meeting is a non-statutory community information meeting which the City’s Planning and Development Department at times convenes when, in the opinion of the Managing Director, Planning and Economic Development and City Planner, that the community should have a further opportunity to obtain information regarding a planning application. There will be a future statutory public participation meeting required under the Planning Act, held at the Planning and Environment Committee, which will provide the public with another opportunity to comment on the planning application. Notification of this Public Meeting will be published in the Londoner at a future date.
