Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF CANCELLATION

NOTICE OF CANCELLATION – PUBLIC MEETING – File: 850 Highbury Avenue North (39T-21503/Z-9577/O-9735) – has been cancelled. This matter was previously advertised on June 27, 2024, to be considered by the Planning and Environment Committee at its meeting July 16, 2024 - Item not to be heard before 1:00 p.m. This matter will be considered at a future Public Meeting. 80 & 82 Base Line Road West – The purpose and effect of this Zoning Amendment is to permit an eight-storey apartment development with 77 dwelling units containing 22 parking spaces. Possible change to Zoning By-law Z.1 FROM a Special Provision Residential R9 (R9-7*H45) TO a Residential R9 Special Provision holding (R9-7*H45(_)) Zone. Special provisions to implement the proposed development include a reduced front yard setback, reduced interior side yard setback, increased density, reduced parking spaces. The City may also consider additional considerations such as a different base zone, the use of holding provisions, and/or additional special provisions. File Z-9750. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

The Committee of Adjustment for the City of London will be held electronically and attendance by the Committee members will be virtual on Thursday August 1, 2024, no earlier than 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Members of the public can participate in person at City Hall 2nd floor Committee Room # 1, or via Zoom by computer, mobile device, or telephone audio. To permit an additional residential unit in an accessory structure with a south interior side yard setback of 1.0m, whereas 1.2m is the minimum required.

To permit a maximum accessory lot coverage of 13.4% whereas a maximum of 10% is permitted. To permit a maximum accessory height of 6.1m whereas a maximum of 6.0m is permitted. To permit a minimum of 12 parking spaces whereas 24 parking spaces is the minimum required.

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person or by Counsel at the hearing and file a written request with the Secretary-Treasurer of the Committee of Adjustment.  An appeal from a decision of the Committee of Adjustment to the Ontario Land Tribunal shall be filed within 20 days of making the decision. Please be advised that from March 4 to July 31, 2024, the front (south) entrance to City Hall will be closed to visitors and staff while repair and rehabilitation work takes place. During this time pedestrian traffic will be redirected to the north entrance located off Reginald Cooper Square. Access from the lower-level parking garage to the City Hall elevators will still be available.

NOTICE OF ADOPTION OF AN OFFICIAL PLAN AMENDMENT, C.P.-1512(dm)-166 (OPA 116) - TAKE NOTICE that the Municipal Council of The Corporation of the City of London passed by-law C.P.-1512(dm)-166 under section 17 of the Planning Act, R.S.O. 1990, c. P.13, as amended, for the purpose of adopting Amendment No. 116 (OPA 116) to the Official Plan for the City of London Planning Area - 2016 on June 25, 2024.

Purpose and effect of the Official Plan amendment:  The purpose of this Official Plan Amendment is to seek Council adoption of Phase 1A of the Official Plan Review of The London Plan. Phase 1A includes recommended Industrial Conversions from Industrial Place Types or adjacent Place Types within industrial nodes or corridors to other non-Industrial Place Types of The Official Plan. Following Council direction on April 2, 2024, this Amendment is for industrial land conversions to be adopted by Council and forwarded to the Ministry of Municipal Affairs and Housing for Provincial approval under Section 26 of the Planning Act.

The amendments do not conflict with provincial plans, have regard to the matters of public interest, and are consistent with the Provincial Policy Statement 2020 and proposed new PPS, as well as the vision and key directions of The Official Plan.

RELATED APPLICATIONS: The land to which this by-law applies is not the subject of an application under the Planning Act for a minor variance or a consent, for an amendment to a zoning by-law, a Minister’s Zoning Order, or for approval of a plan of subdivision.

FINAL APPROVAL BY THE APPROVAL AUTHORITY: This amendment is subject to final approval by the approval authority, the Minister of Municipal Affairs and Housing.

Any person or public body will be entitled to receive notice of the decision of the approval authority if a written request to be notified of the decision (including the person’s or public body’s address, fax number or email address) is made to the approval authority.
