PUBLIC PARTICIPATION MEETING PROCESS

Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner. If you have any questions or would like to provide comment, please see “Providing Comment” below.

6555 & 6595 Royal Magnolia Avenue – The purpose and effect of this zoning change is to facilitate two, six-storey mixed-used buildings with a total of 176 dwelling units and 200 square metres of commercial space. Possible amendment to the Neighbourhoods Place Type policies on a site-specific basis applied to the lands located at 6555-6595 Royal Magnolia Avenue, to permit a maximum height of 6-storeys for two apartment buildings on site with ground floor retail. Possible amendment to the Southwest Area Secondary Plan, for the City of London Lambeth Area by adding a Specific Policy Area for the lands located at 6555-6595 Royal Magnolia Avenue in the City of London. Possible change to the Zoning By-law Z.-1 FROM a Residential R8 Special Provision (R8-4(51)), Convenience Commercial Special Provision (CC6(120)) and Neighbourhood Facility Special Provision (NF1(17)) Zone TO a Residential R9 Special Provision (R9-7(_)) Zone. Special Provisions include a maximum height of 6-storeys, whereas 4-storeys is the maximum permitted; Maximum density of 165 units per hectare, whereas 75 units per hectare is the maximum permitted; non-residential uses shall be restricted to a location within an apartment building; the maximum total gross floor area for all non-residential uses shall be 200 metres square; drive-through facilities shall not be permitted; for the purpose of Zoning, the front lot line is deemed to be Royal Magnolia Avenue; and to permit Bake shop; Brewing on premises establishment; Convenience business service establishment; Convenience service establishments; Convenience stores; Day care centres; Florist shops; Food stores; Personal service establishments; Pharmacies; Restaurants, eat-in; Restaurants, take-out; and Studios as additional permitted uses. 4270 Lismer Lane  approximately 1.36 hectares – The purpose and effect of this application is to approve a Draft Plan of Vacant Land Condominium consisting of sixty-six (66) residential units. Consideration of a proposed draft plan consisting of sixty-six (66) street townhouse and back-to-back townhouse dwelling units and a common element to be registered as one Condominium Corporation. *For the lands under consideration, a separate application for Site Plan Approval – Application File No. SPA22-031 – and Removal of Holding Provision Application has been submitted. File: 39CD-24502. 735 Wonderland Road North – The purpose and effect of the Official Plan and Zoning By-law amendments are to facilitate the redevelopment of the eastern portion of the subject site by removing a portion of the existing commercial building and constructing a mixed-use 25-storey building. Possible amendment to the Transit Village Place Type policies on a site-specific basis applied to the lands located at 735 Wonderland Road North, to permit a maximum height of 25-storeys a mixed-use building on site. Possible change to the Zoning By-law Z.-1 FROM a Associated Shopping Area Commercial(ASA1/ASA2/ASA3/ASA5/ASA6) Zone TO a Business District Commercial Special Provision (BDC1(_)) Zone. Special Provisions include a maximum height of 25-storeys and maximum density of 189 units per hectare.  In the BDC Zone variations, the height and density of each apartment building over the standard zone height and/or containing units outside existing structures, will be established through a zoning by-law amendment application and be indicated on Schedule A of the Zoning By-law. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

COMMUNITY INFORMATION MEETINGS – NON-STATUTORY

This meeting is a non-statutory community information meeting which the City’s Planning and Development Department at times convenes when, in the opinion of the Managing Director, Planning and Economic Development and City Planner, that the community should have a further opportunity to obtain information regarding a planning application. There will be a future statutory public participation meeting required under the Planning Act, held at the Planning and Environment Committee, which will provide the public with another opportunity to comment on the planning application. Notification of this Public Meeting will be published in the Londoner at a future date.

 

MINOR VARIANCES

The Committee of Adjustment for the City of London will be held electronically and attendance by the Committee members will be virtual on Thursday February 29, 2024, no earlier than 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Members of the public can participate in person at City Hall 2nd floor Committee Room # 1, or via Zoom by computer, mobile device, or telephone audio. 1:30 p.m. – A.012/24 – 631 Lauderdale AvenuePLAN 781 LOT 56 W/S DELMONT 75.00FR 148.71D.  To permit a detached garage with a front yard setback of 5.4m, whereas the minimum setback shall be equal to the main building of 18.2m. To permit a maximum residential garage width of 88% of the main building façade width, whereas 50% is the maximum required. To permit an additional residential unit within an accessory structure located in the front yard, whereas additional residential units within an accessory structure are restricted to the rear or interior side yard. To permit an accessory structure with a maximum height of 7.0m, whereas 6.0m is the maximum height permitted. To permit an accessory structure with a west interior side yard setback of 1.2m minimum, whereas 3.6m is the minimum required. To permit an accessory structure in the required front yard, whereas accessory structures are not permitted in the required front yard.

1:30 p.m. – A.013/24 - 5 Elmwood Place, PLAN 449 PT LOTS 46,47. To sever the lands for future residential development and permit an addition on the retained lands. Severed Lands: To permit a minimum lot frontage of 9.4m, whereas 12.0m is the minimum required. Retained Lands: To permit a minimum lot frontage of 9.4m, whereas 12.0m is the minimum required. To permit an east interior side yard setback of 2.1m for Part 1 (Lot 47), whereas 3.0m is the minimum required.

NOTICES

Notice of Meeting of the Community and Protective Services Committee – on February 20, 2024, not to be heard before 1:05 PM, City Hall, Council Chambers, 300 Dufferin Avenue. The Community and Protective Services Committee will be holding a Public Participation Meeting to consider the repeal and replacement of the Yard and Lot Maintenance By-law PW-9, and a subsequent amendment to the Administrative Monetary Penalty System (AMPS) By-law - A-54, to amend the penalty categories associated with the Yard and Lot Maintenance By-law and to increase penalty amounts. Information regarding the above-noted matter will be posted on the City of London’s website at www.london.ca.  Written submissions regarding this matter to be included on the Community and Protective Services Committee Added Agenda for the meeting should be submitted by no later than 9:00 a.m., Friday, February 16, 2024, either delivered or mailed to the City Clerk’s Office, Room 308, 300 Dufferin Ave P.O.
