NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner. If you have any questions or would like to provide comment, please see “Providing Comment” below.

300 & 306 Princess Avenue – The purpose and effect of this Official Plan and zoning change is to permit 3-storey rear additions to the existing residential buildings, increasing the number of residential units in each building from 6 to 9. Possible amendment to the Official Plan to add a Specific Policy to the Neighbourhoods Place Type to add apartment buildings as a permitted use and to add the lands to Map 7 – Specific Policy Areas. Possible change to Zoning By-law Z.-1 FROM a Residential R3/Office Conversion (R3-2/OC2) Zone (300 Princess Avenue) and a Residential R3/R11 (R3-2/R11) Zone (306 Princess Avenue) TO a Residential R6 Special Provision (R6-5(*)) Zone (300 Princess Avenue) and a Residential R6 Special Provision (R6-5(**)) Zone (306 Princess Avenue). Special provisions to the proposed R6-5 Zone for 300 Princess Avenue would permit the following: a reduced minimum lot area of 747.6 square metres (whereas 850.0 square metres is required); a reduced minimum front yard depth of 5.7 metres (whereas a minimum of 6.0 metres is required); a reduced minimum interior side yard depth (east) of 0.7 metres (whereas 4.8 metres is required); a reduced minimum interior side yard depth (west) of 1.9 metres (whereas a minimum of 4.8 metres is required); an increased maximum density of 129 units per hectare (whereas a maximum of 35 units per hectare is permitted); and a shared driveway with 306 Princess Avenue. Special provisions to the proposed R6-5 Zone for 306 Princess Avenue would permit the following: a reduced minimum lot area of 738.5 square metres (whereas 850.0 square metres is required); a reduced minimum front yard depth of 5.7 metres (whereas a minimum of 6.0 metres is required); a reduced minimum interior side yard depth (east) of 1.4 metres (whereas 4.8 metres is required); a reduced minimum interior side yard depth (west) of 1.0 metre (whereas a minimum of 4.8 metres is required); a reduced minimum interior side yard depth (east) of 1.1 metres to the existing covered porch (whereas a minimum of 1.2 metres is required); an increased maximum density of 129 units per hectare (whereas a maximum of 35 units per hectare is permitted); and a shared driveway with 300 Princess Avenue. 1494 Commissioners Road West – The purpose and effect of this zoning change is to permit a 4-storey apartment building consisting of 10 dwelling units. Possible change to Zoning By-law Z.-1 FROM a Residential R1 (R1-8) Zone TO a Residential R8 Special Provision (R8-4(*)) Zone. Permitted Uses would include apartment buildings; handicapped person’s apartment buildings; stacked townhouses; lodging house class 2; senior citizens apartment buildings; continuum-of-care facilities. Special Provisions are requested to permit a minimum rear yard setback of 0.3 metres, whereas 4.5 metres is the minimum required; east Interior side yard depth of 0.3 metres, whereas 4.5 metres is the minimum required; west interior side yard depth of 1.5 metres, whereas 4.5 metres is the minimum required; lot coverage of 46.2%, whereas 40% is the maximum permitted; height of 13.5 metres, whereas 13 metres is the minimum required. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION 

1030 Darneley Boulevard – The Delegated Authority for the City of London intends to consider removing the h, h-71, and h-100 holding provisions from the subject lands to allow for the development of townhouses.  The purpose of the “h” holding provision to ensure the orderly development of lands and the adequate provision of municipal services, the “h” symbol shall not be deleted until the required security has been provided for the development agreement or subdivision agreement, and Council is satisfied that the conditions of the approval of the plans and drawings for a site plan, or the conditions of the approval of a draft plan of subdivision, will ensure a development agreement or subdivision agreement is executed by the applicant and the City prior to development. “h-71” holding provision to encourage street orientation development, the Owner shall prepare a building orientation plan which demonstrates how the front façade of the dwelling units can be oriented to all abutting streets (except where a noise barrier has been approved), acceptable to the General Manager of Planning and Development. The recommended building orientation will be incorporated into the approved site plan and executed development agreement prior to the removal of the “h-71” symbol. The purpose of “h-100” holding provision to ensure there is adequate water service and appropriate access, a looped watermain system must be constructed and a second public access must be available to the satisfaction of the City Engineer, prior to the removal of the h-100 symbol. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Special inspections on holidays  –  can be conducted based on staff availability. A holiday special inspection, up to max 3 hours, excluding fire protection inspection, flat fee is $687.92. A holiday special inspection, up to max 3 hours, for fire protection systems, flat fee is $859.88. The holiday inspection requests and required fees need to be submitted no later than December 15, 2023.

Residential rental licences, business & taxi licensing – Application information is available at london.ca/licences and can be emailed to licensing@london.ca. Applications and cheques may also be submitted by mail or dropped off in the City Hall mail slot. Business licences expire annually January 31 and renewals can be done by email.

Life Stabilization – Ontario Works

Offices are open on December 27 and 28 from 8:30 a.m. to 4:30 p.m. and on December 29 from 8:30 a.m. to noon.

Online applications for Ontario Works can be accessed 24/7 at https://saapply.mcss.gov.on.ca.

Case status and cheque information for ongoing Ontario Works clients:

Ontario Works clients can access information about their case by calling the Interactive Voice Response (IVR) System at 1-800-808-2268. The IVR system is available 24/7.

Parking Services & Compliance

Payments – can be made online or placed in the drop box at the front of the building at 824 Dundas Street.

Property taxes

Payments by cheque in sealed envelopes can be dropped into the City Hall mail slot, 300 Dufferin Avenue, on the southwest corner of the building or mailed to: Property Tax Section, City of London, PO Box 5256, London, N6A 5M6.

Recreation and Sport

Customer Service will be available via e-mail, phone and in-person at the Citi Plaza location on December 28 & 29 from 8:30 a.m. to 4:30 p.m. and December 30 from 8:30 a.m. to noon.

Registration for programs can be completed online at any time, by visiting london.ca/playyourway.

Arenas & outdoor skating rinks

Victoria Park ice rink - open daily (weather permitting) from 10 a.m. to 10 p.m. The rink is closed for ice resurfacing from 5:30 to 6:30 p.m. daily.  Note: To check whether the ice rink is closed due to weather conditions, please call 519-661-4529.

Covent Garden Market Rotary rink – temporarily closed, scheduled to reopen in January 2024.
