1389 Commissioners Road East (Summerside Subdivision – Phase 17); lands located east of Highbury Avenue South, south of Commissioners Road East, and north of Bradley Avenue The purpose and effect of this application to change the zoning of Lots 55 & 56, Lots 65 to 72, and Lots 75 to 82 within a draft-approved plan of subdivision (Summerside Phase 17) from a Residential R1 (R1-3) Zone, which permits single detached dwellings on lots having a minimum lot area of 300 square metres and minimum lot frontage of 10 metres, to a Residential R1 (R1-2) Zone, which permits single detached dwelling on lots having a minimum lot area of 300 square metres and minimum lot frontage 9.0 metres. The purpose and effect of this zone change is to correct the zoning to permit these lots to have a frontage of 9.144 metres as shown on the accepted subdivision servicing drawings. 150 King Edward Avenue – The purpose and effect of this zoning change is to permit: (1) a three-storey mixed-use building fronting onto King Edward Avenue with ground floor commercial/office uses and a total of 17 residential units above and (2) to the rear of the site, 17 fourplex buildings with a total of 68 units. Possible change to Zoning By-law Z.-1 FROM a Neighbourhood Shopping Area Zone TO a Neighbourhood Shopping Area Special Provision (NSA3(_)) Zone and a Residential R6 Special Provision (R6-5(_)) Zone. Special provisions for the NSA3 Special Provision (NSA3(_)) Zone include a minimum lot depth of 36m, a minimum interior (south) side yard setback of 5m, a maximum height of 11m, a minimum of 48 parking spaces, a minimum front yard depth of 1m, a maximum front yard depth of 3m, and a maximum density of 85 units per hectare. Special provisions for the Residential R6 Special Provision (R6-5(_)) Zone include a minimum front yard setback of 4.5m and a maximum density of 70 units per hectare. 100 Kellogg Lane – The purpose and effect of this zoning change is to permit Places of Entertainment and Amusement Games Establishments within a proposed event centre on the property. Possible change to Zoning By-law Z.-1 FROM a Business District Commercial Special Provision (BDC1/BDC2(12)) Zone TO a revised Business District Commercial Special Provision (BDC1/BDC2(12)) Zone to include the existing special provisions, and ADD Place of Entertainment and Amusement Games Establishment as permitted uses. A new special provision is also requested to allow outdoor patios in any yard, at or above-grade, whereas Section 4.18(2) of the Zoning By-law limits the locations and elevations of outdoor patios associated with a restaurant or tavern when the property is adjacent to a residential zone. The City may also consider additional special provisions including but not limited to the maximum allowable gross floor area or location within the complex to be occupied by the proposed new uses. 1140 Sunningdale Road E – The purpose and effect of this zoning change is to permit the development of a 4-storey, mixed use apartment building with 42-residential units and a commercial gross floor area of 250m2, 64 underground parking spaces and 10 surface parking spaces. Possible change to Zoning By-law Z.-1 FROM a Convenience Commercial Special Provision (CC(14)) Zone TO a compound Convenience Commercial Special Provision/Residential R8 Special Provision Bonus (CC4(_)/R8-4(_)●H16●B(_)) Zone. In addition to Apartment Buildings as permitted uses, special provisions would permit Convenience Service Establishments, Convenience Stores, Financial Institutions and Personal Service Establishments as permitted uses, and Florist Shops as additional permitted uses, all restricted to a location within Apartment Buildings and all without a drive-through facility. Special provisions would permit an increased maximum building height of 16.0m, whereas a maximum of 13.0m is permitted; would permit an increased minimum front yard depth of 22.0m measured from the front lot line as existing on the date of passing the site specific by-law, whereas a minimum of 6.0m plus 1.0m per 10.0m of main building height or fraction thereof above 3.0m (equal to 8.0m based on a building height of 16.0m) is required; would permit a reduced minimum east interior side yard depth of 3.0m and an increased minimum west interior side yard depth and rear yard depth of 1.0m per 1.0m of main building height or fraction thereof above 3.0m, but in no case less than 7.5m (equal to 13.0m based on a building height of 16.0m), whereas a minimum interior side yard depth and rear yard depth of 1.2m per 3.0m of main building height or faction thereof above 3.0m, but in no case less than 4.5m (equal to 6.0m based on a building height of 16.0m) is required; and would permit a minimum yard depth to all lot lines of 3.0m for any underground parking ramp. Special provisions would permit a reduction in the minimum number of required parking spaces for all permitted commercial uses to permit a minimum of 10 parking spaces (1 space/25m2); whereas a minimum of 25 parking spaces is required (1 space/10m2) for Personal Service Establishments; and would permit a maximum gross floor area of 250m2 for all permitted commercial uses. The bonus zone would permit a maximum density of 100uph; whereas 75uph are permitted, in return for eligible facilities, services and matters outlined in Section 19.4.4 of the Official Plan. 257-263 Springbank Drive – The purpose and effect of this Official Plan and zoning change is to permit a 5-storey (northerly half)/6-storey (southerly half) residential apartment building with a total of 38 residential units. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

1761 Wonderland Road North – City Council intends to consider removing the h-17 and h-103 holding provisions from the subject lands to allow for the development of a 17 storey, mixed-use (residential and commercial use) tower.  The purpose of the “h-17” provisions is to ensure the orderly development of lands and the adequate provision of municipal services.  The symbol shall not be removed until full municipal sanitary sewer and water services are available to service the site.  Holding Provision “h-103” ensures that urban design is addressed and incorporated in the site plan.  A site plan will be approved, and a development agreement will be entered into which, to the Satisfaction of the General Manager of Planning and Development, incorporates design objectives.  Council will consider removing the holding provisions as they apply to these lands no earlier than January 10, 2022. 751 Fanshawe Park Road West City Council intends to consider removing the Holding (“h”) Provision from the zoning of the subject lands to allow development of a residential plan of subdivision (Vista Wood Subdivision - Phase 3). The purpose of the “h” provision is to ensure the orderly development of lands and the adequate provision of municipal services. The “h” symbol shall not be deleted until the required security has been provided for the development agreement or subdivision agreement, and Council is satisfied that the conditions of approval of the plans and drawings for a site plan, or the conditions of the approval of a draft plan of subdivision, will ensure a development agreement or subdivision agreement is executed by the applicant and the City prior to development. The Health Services Building located on the property at 370 South Street is located on the north side of South Street, east of the intersection of Waterloo Street.
Built in 1921, The Health Services Building located on the Old Victoria Hospital Lands property is a representative example of the Collegiate Neoclassical architectural style that typifies institutional buildings in the early-20th century. It was originally designed as the new home of the University of Western Ontario’s medical school and included an auditorium, a library, facilities dedicated to the study of embryology and pathology, physiology, anatomy, and pharmacology. The building continued to be associated with the university for 44 years, between 1921 and 1965. During this period, the medical school became a leader in its field, and participated in important research including developments in the use of insulin, artificial kidney machine and the “Cobalt bomb”.
The building’s “E” shape with three wings extending to the rear, as well as rows of large windows clustered into groups and the pavilion massing of its broad south façade contributes to its representative qualities of the collegiate architectural style. Although conventional in form, its proportions and refinements elevate it as a representative example of its style. The building’s design details are also influenced by various styles including the Neoclassical style. The building demonstrates the work of architecture firm Watt & Blackwell. The firm designed several local institutional buildings around London. The Health Services Building is one of three remaining hospital buildings associated with the Old Victoria Hospital and is locally recognized as a landmark in London. It is visually connected with the other two remaining structures within the area, including the War Memorial Children’s Hospital and the Colborne Building and is important in maintaining the character of this portion of South Street.

Burial permits - Obtainable through London Police Service, 601 Dundas Street (at Adelaide Street).

Business licences – Business licences expire annually January 31 and notices are mailed out at the end of December to all existing businesses.  New application information can be found at london.ca/licences.

Dog and cat licences  Available at London Animal Care Centre at 121 Pine Valley Boulevard, 519-685-1330 Open December 28, 29 and 30 or online at www.accpets.ca

Payments – can be made online or placed in the drop box at the front of the building at 824 Dundas Street.  

Property Taxes: Payments by cheque in sealed envelopes can be dropped into the City Hall mail slot, 300 Dufferin Avenue, on the southwest corner of the building or mailed to Property Tax Section, City of London, PO Box 5256, London, N6A 5M6

Recreation and Sport Customer Service: Customer Service will be available via e-mail, phone and in-person at Citi Plaza location on December 29 & 30 from 8:30 a.m. to 4:30 p.m. and December 31 from 8:30 a.m. to noon.

Life Stabilization:

Ontario Works and Discretionary Benefits Offices are open on December 29 and 30 from 8:30 a.m. to 4:30 p.m. and on December 31 from 8:30 a.m. to noon. 

Online applications for Ontario Works can be accessed 24/7 at https://saapply.mcss.gov.on.ca.

Case status and cheque information for ongoing Ontario Works clients - Ontario Works clients can access information about their case by calling the Interactive Voice Response (IVR) System at 1-800-808-2268. The IVR system is available 24/7.
