NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

1055 Fanshawe Park Road West – The purpose and effect of this Official Plan and Zoning change is to permit a second, two-storey medical/dental building east of the existing medical/dental building with a gross floor area of 1,782.6 square metres and a common surface parking supply of 284 spaces. Possible amendment to the Official Plan from Office Areas to a special area policy to permit office buildings with a maximum gross floor area of 6,342.4 square metres. Possible amendment to the Neighbourhoods Place Type Specific Area Policy 1074 to expand the maximum gross floor area permitted for medical/dental offices uses on the site to 6,342.4 square metres. Possible change to Zoning By-law Z.-1 FROM an Office OF5(6) TO an Office OF5( ) Zone to permit a total gross floor area for all office uses of 6342.4 square metres and a total parking supply of 284 spaces where 423 spaces are required. 1389 Commissioners Road East (Summerside Subdivision – Phase 17); lands located east of Highbury Avenue South, south of Commissioners Road East, and north of Bradley Avenue The purpose and effect of this application to change the zoning of Lots 55 & 56, Lots 65 to 72, and Lots 75 to 82 within a draft-approved plan of subdivision (Summerside Phase 17) from a Residential R1 (R1-3) Zone, which permits single detached dwellings on lots having a minimum lot area of 300 square metres and minimum lot frontage of 10 metres, to a Residential R1 (R1-2) Zone, which permits single detached dwelling on lots having a minimum lot area of 300 square metres and minimum lot frontage 9.0 metres. The purpose and effect of this zone change is to correct the zoning to permit these lots to have a frontage of 9.144 metres as shown on the accepted subdivision servicing drawings. City-Wide – Tow Truck/Impound Yard Zoning By-law Review. The purpose and effect of these possible zoning changes through this City-initiated zoning review is to evaluate  the definitions and application of zones for these uses and ensure  consistency with the City’s Business Licensing By-law. Possible changes include revised or new definitions, pre-zoning  more sites for these uses, removal of uses from some zones etc. to ensure consistency with the Industrial Place Type policies   in the London Plan. 2624 Jackson Road and 1635 Commissioners Road East (Parker Jackson Subdivision – Phase 1); lands located on the east side of Jackson Road, south of Commissioners Road East The purpose and effect of this application to change the zoning of Lots 46 to 58 and Lots 61 to 65 within a draft-approved plan of subdivision (Parker Jackson - Phase 1) from a  Residential R1 (R1-4) Zone, which permits single detached dwellings on lots having a minimum lot area of 360 square metres and minimum lot frontage of 12 metres, to a Residential R1 (R1-3) Zone, which permits single detached dwelling on lots having a minimum lot area of 300 square metres and minimum lot frontage of 10 metres. The purpose and effect of this zone change is to correct the zoning to permit these lots to have frontages ranging from 11.49 metres to 11.87 metres, as shown on the accepted subdivision servicing drawings. 1521 Sunningdale Road West and 2631 Hyde Park Road - The purpose and effect of the draft plan of subdivision and zoning by-law amendment would be the creation of residential subdivision. Consideration of a draft plan of subdivision with nine (9) low density residential blocks, three (3) low/medium residential blocks, three (3) medium residential blocks, one (1) park block, one (1) stormwater management facilities/park link block, one (1) open space block, four (4) future road blocks, and four (4) road reserve blocks; serviced by three (3) new local streets. 655-685 Fanshawe Park Road West – The purpose and effect of this Zoning change is to permit an addition to the existing commercial building at 685 Fanshawe Road West and to permit retail, restaurant, and commercial recreational establishment uses. Possible change to Zoning By-law Z.-1 FROM Restricted Service Commercial Special Provision (RSC1(21)/RSC4(19)) Zone TO a Neighbourhood Shopping Area Special Provision (NSA5(_)) Zone with special provisions to permit a commercial recreational establishment use; 227 parking spaces for all permitted uses in all buildings with a total gross floor area of 3,697.4m2; a maximum gross floor area of 750m2 for restaurants, excluding patios; and a maximum gross floor area of 875m2 for retail stores. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION 
City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

 

1960 Evans Boulevard, west side, east of Highbury Avenue South – City Council intends to consider removing the Holding (“h-1” and “h-70”) Provisions from the zoning of the subject lands to allow development of cluster townhouse dwellings permitted under the Residential R6 (R6-5) and Residential R6 Special Provision (R6-5(75)) Zones. The purpose of the h-1 provision is to ensure that mitigating measures are undertaken in areas adjacent to transportation and utility corridors, an agreement shall be entered into following consultation with relevant agencies, covering requirements for incorporating appropriate noise and/or vibration attenuation measures into the design of the development, prior to the removal of the "h-1" symbol. The purpose of the h-70 provision is to ensure there are no land use conflicts between freeways and the proposed residential uses, the h-70 shall not be deleted until the owner agrees to implement all noise attenuation measures, recommended in noise assessment reports acceptable to the City of London. 2624 Jackson Road and 1635 Commissioners Road East; located on the east side of Jackson Road, south of Commissioners Road East – City Council intends to consider removing the Holding (“h” and “h-100”) Provisions from the zoning of the subject lands to allow development of a residential plan of subdivision (Parker-Jackson Subdivision - Phase 1). The purpose of the “h” provision is to ensure the orderly development of lands and the adequate provision of municipal services. The “h” symbol shall not be deleted until the required security has been provided for the development agreement or subdivision agreement, and Council is satisfied that the conditions of approval of the plans and drawings for a site plan, or the conditions of the approval of a draft plan of subdivision, will ensure a development agreement or subdivision agreement is executed by the applicant and the City prior to development. The purpose of the h-100 symbol is to ensure there is adequate water service and appropriate access, a looped watermain system must be constructed and a second public access must be available to the satisfaction of the City Engineer. Interim uses may be permitted up to 80 units maximum. Council will consider removing the holding provision as it applies to these lands no earlier than February 15, 2022. File: H-9445 - Planner: L. Notice of Public Participation Meeting – Meeting of the Civic Works Committee – Release of the Environmental Assessment Study Report for the Environmental Assessment of the Proposed W12A Landfill Expansion on January 11, 2022 not to be heard before 12:05 PM, City Hall, Council Chambers, 300 Dufferin Avenue. The Civic Works Committee will be holding a Public Participation Meeting to receive delegations and their comments regarding the release of the Environmental Assessment Study Report in support of the Environmental Assessment of the Proposed W12A Landfill expansion. The War Memorial Children’s Hospital located at 370 South Street, is located on the north side of South Street, west of the intersection of Colborne Street. The property includes the War Memorial Children’s Hospital, a building associated with the former Victoria Hospital. 
The War Memorial Children’s Hospital is historically associated with the commemorative measures and activities that were undertaken in London shortly after the end of the First World War. As a memorial hospital, extensive fund-raising efforts were undertaken and specific design elements were incorporated into the building to memorialize those who lost their lives during WWI. Built between 1921-1922, it is a representative example of the Neoclassical style, used in the design of a hospital building. 
The design expresses its commemorative function, including its wide main façade and its main frontispiece inclusive of framed entranceway, flagpole rising from the broken pediment, four tall pilasters, decorative urns, and triumphal wreaths. Additional design details including its rounded arch brick lintels, carved inscription reading “WAR MEMORIAL CHILDRENS HOSPITAL”; and entryways flanking the stone frontispiece with stone surround and Classical entablature with brackets and dentils. the property displays a high degree of craftsmanship and artistic merit, and is one of the few remaining Neoclassical Revival institutional buildings designed by Watt & Blackwell in London. The War Memorial Children’s Hospital is visually and historically linked to its surroundings in that it is one of three remaining buildings on the Old Victoria Hospital and is important in maintaining the character of this portion of South Street.

Public comments were received and considered by Municipal Council, which had the following effect upon Municipal Council's decision:


The Municipal Council approved this application for the following reasons:
• the recommended amendments to the London Plan and Zoning By-law Z.-1 are consistent with the Provincial Policy Statement (2020);
• the recommended amendments are consistent with three of Councils goals in the 2019-2023 Strategic Plan; and,
• the recommended amendments to the London Plan and Zoning By-law provides more opportunities to allow for the growing of food within the City’s Urban Growth boundary (UGB).

The land to which the by-law applies is the subject of an application under the Planning Act for an amendment to an official plan, C.P.-1512(au)-13 (LPA 47). It is not the subject of a minor variance or consent, a Minister’s Zoning Order, or for approval of a plan of subdivision.

PURPOSE AND EFFECT OF THE ZONING BY-LAW AMENDMENT:

The recommended London Plan and Zoning By-law amendments would allow more flexibility for the growing of food on lands located within the Urban Growth Boundary in the City of London, consistent with actions identified in the Urban Agriculture Strategy.

EFFECT OF WRITTEN AND ORAL SUBMISSIONS ON DECISION:

Public comments were received and considered by Municipal Council, which had the following effect upon Municipal Council's decision:

The Municipal Council approved this application for the following reasons:
• the recommended amendments to the London Plan and Zoning By-law Z.-1 are consistent with the Provincial Policy Statement (2020);
• the recommended amendments are consistent with three of Councils goals in the 2019-2023 Strategic Plan; and,
• the recommended amendments to the London Plan and Zoning By-law provides more opportunities to allow for the growing of food within the City’s Urban Growth boundary (UGB).

Arenas & Outdoor Skating Rinks:

Arenas - open December 26 at 4 p.m. Regular programs December 27, 28, 29 & 30. 

Victoria Park ice rink - open (weather permitting), daily from 10 a.m. to 10 p.m. The rink is closed for ice resurfacing from 5:30- 6:30 p.m. daily. Call 519-661-4529 to check the rink conditions.

Covent Garden Market Rotary rink - open (weather permitting) Monday to Saturday from 8 a.m. to 7 p.m., and Sundays 10 a.m. to 6 p.m.

Case status and cheque information for ongoing Ontario Works clients - Ontario Works clients can access information about their case by calling the Interactive Voice Response (IVR) System at 1-800-808-2268. The IVR system is available 24/7.
