PUBLIC PARTICIPATION MEETING PROCESS

Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF PUBLIC MEETING

The following applications have been received by the City of London. The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

600 Third Street – The purpose and effect of this Official Plan and zoning change is to permit commercial and limited light industrial uses within the existing building, including self storage. Possible amendment to The London Plan to redesignate FROM Light Industrial TO Industrial Commercial on Map 1 (Place Types) of The London Plan. Possible change to Zoning By-law Z.-1 FROM a Light Industrial (LI1/LI7) Zone TO a Restricted Service Commercial Special Provision (RSC2/RSC4/RSC5(_)) Zone, which would permit a range of moderate intensity commercial uses, and trade service uses. Special provisions would permit the existing minimum interior side yard of 6.6m, whereas 7.5m is required adjacent to a residential zone; a minimum landscaped open space of 5.5%, whereas a minimum of 15% is required where a mix of industrial/commercial uses are proposed; and a maximum lot coverage of 32%, whereas a maximum of 30% is permitted. 489 Upper Queen Street – The purpose and effect of this zoning change is to permit a cluster townhouse development consisting of 11, 2.5-storey, dwelling units with a maximum density of 60 units per hectare. Special Provisions are requested to permit the desired front, rear, and interior side yard setbacks as well as to permit the desired height. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting. Council will not hear representations from the public on these matters. If you have any questions or comments about this matter, please call the planner identified below.

1175 Riverbend Road – The Delegated Authority for the City of London intends to consider removing the holding provision from the subject lands to allow for the development of forty (40) townhouse units in six (6) buildings. The purpose of the “h” provision is to ensure the orderly development of lands and adequate provision of municipal services. The “h” symbol shall not be deleted until the required security has been provided and/or a development agreement has been entered into for the subject lands. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than September 29, 2022. *For the lands under consideration, a separate application for Site Plan Approval – Application File No. SPA22-011 – has been submitted by Sifton Properties Limited. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

COMMUNITY INFORMATION MEETINGS – NON-STATUTORY

This meeting is a non-statutory community information meeting which the City’s Planning and Development Department at times convenes when, in the opinion of the Managing Director, Planning and Economic Development and City Planner, that the community should have a further opportunity to obtain information regarding a planning application. There will be a future statutory public participation meeting required under the Planning Act, held at the Planning and Environment Committee, which will provide the public with another opportunity to comment on the planning application. Notification of this Public Meeting will be published in the Londoner at a future date.

5 Year Review of Community Improvement Plans and Financial Incentives – Loan and grant programs are available in London to help revitalize properties in Community Improvement Project areas. These programs are currently under review. The City of London will be holding one virtual community meeting on September 22, 2022, and anyone interested is invited to attend. MINOR VARIANCES

The Committee of Adjustment for the City of London will meet on Thursday October 6, 2022, commencing at 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Due to the COVID-19 emergency in the Province of Ontario, public hearings before the committee will be held virtually.
