415 Oxford Street West - The purpose and effect of this Official Plan amendment to The London Plan is to add a Special Policy to the Neighbourhoods Place Type, for the subject site. This policy would permit residential buildings up to a maximum height of 8 storeys (12 storeys with bonusing) within 150 metres of the Oxford Street right-of-way. Residential buildings up to a maximum height up to 4 storeys would be permitted beyond 150 metres of Oxford Street West right-of-way. File: O-9335 Planner: J. Hall ext.7150

 

1 Commissioners Road East – The purpose and effect of this Official Plan and zoning change is to permit three mixed-use buildings with two, 8-storey mixed use buildings with at total of a total of 157 residential units and 826 m2 of non-residential gross floor area and parking spaces provided in underground and above-ground facilities. Possible amendment to the 1989 Official Plan to ADD a Specific Area Policy to permit mixed-use buildings with a maximum building height of 8-storeys (28 metres) and a maximum density of 233 units per hectare. Possible change to Zoning By-law Z.-1 FROM an Office Special Provision (OF5(2)) Zone TO a Business District Commercial Special Provision Bonus (BDC(_)*B-_) Zone. Special provisions would identify the Commissioners Road East frontage as the front lot line; permit a minimum interior side yard setback of 0.8 metres, whereas 14 metres is required; permit a minimum rear yard depth of 4.4 metres, whereas 14 metres is required; a minimum parking rate of 1 space per residential unit, whereas 1.25 spaces per unit is required; and a minimum parking rate of 1 space per 20 square metres of non-residential gross floor area, whereas 1 per 15 square metres of gross floor area is required. The proposed bonus zone would permit a maximum building height of 8-storeys (28 metres) and a maximum mixed-use density of 233 units per hectare in return for eligible facilities, services, and matters, specifically affordable housing outlined in Section 19.4.4 of the 1989 Official Plan and policies 1638_ to 1655_ of The London Plan. 14 Gideon Drive and 2012 Oxford Street West; located on the west side of Westdel Bourne, south of Oxford Street West; approx. 4.06 hectares (10.03acres) – REVISED NOTICE - The purpose and effect of this application is to consider a proposed draft plan of subdivision, Official Plan and zoning amendment to allow a residential subdivision consisting of low density single detached dwellings, medium density cluster dwellings, street townhouse dwellings, open space, and walkway, served by two (2) local streets. Draft Plan of Subdivision – Consideration of a proposed draft plan of subdivision and zoning amendment to allow 36 single detached lots; one (1) medium density residential blocks; (1) park block; 1) walkway block; two (2) road widening blocks; and three (3) reserve blocks, serviced by two (2) new local streets (Street A and Street B). Masonville Secondary Plan The City of London has prepared a Secondary Plan for the lands in the Masonville Area, which are the lands generally surrounding the intersection of Richmond Street and Fanshawe Park Road, and along North Centre Road. The new Secondary Plan will be added to Chapter 20 and Schedule D of the 1989 Official Plan, and to policy 1565 and Map 7 in The London Plan as Official Plan Amendments. This Secondary Plan establishes a vision and policy framework to guide the future growth and development within the Masonville area, and provides more detailed guidance than the existing Official Plan policies. The final Masonville Secondary Plan has been prepared based on feedback received from the draft Secondary Plan, and will be presented to the Planning and Environment Committee for consideration and adoption at the time and place noted above. 755-785 Wonderland Road South – The purpose and effect of this Official Plan and zoning change is to permit a kennel. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

1478 Westdel Bourne; located on the east side of Westdel Bourne, south of Oxford Street West (identified as Lots 1-39 and Blocks 40, 41 and 42 on a draft-approved plan of subdivision File No. 39T-20503) City Council intends to consider removing the Holding (“h”) Provision from the zoning of the subject lands to allow development of a residential plan of subdivision. The purpose of the “h” provision is to ensure the orderly development of lands and the adequate provision of municipal services. The “h” symbol shall not be deleted until the required security has been provided for the development agreement or subdivision agreement, and Council is satisfied that the conditions of approval of the plans and drawings for a site plan, or the conditions of the approval of a draft plan of subdivision, will ensure a development agreement or subdivision agreement is executed by the applicant and the City prior to development. 1478 Westdel Bourne; portion of property located on the southeast corner of Westdel Bourne and future extension of Fountain Grass Drive (identified as Block 40 on a draft-approved plan of subdivision File No. 39T-20503) City Council intends to consider removing the Holding (“h-54” and “h-209”) Provisions from the zoning of the subject lands to allow development of two low-rise apartment buildings permitted under the Residential R6/R8 Special Provision (R6-5(77)/R8-4(64)) Zone. The purpose of the h-54 provision is to ensure there are no land use conflicts between arterial roads and the proposed residential uses, the h-54 shall not be deleted until the owner agrees to implement all noise attenuation measures, recommended in noise assessment reports acceptable to the City of London. The purpose of the h-209 provision is to encourage building orientation towards public streets and public spaces, a site plan shall be approved and a development agreement shall be entered into which ensures that future development of the lands complies with the urban design policies identified in the Riverbend South Secondary Plan, to the satisfaction of the City of London. NOTICE IS HEREBY GIVEN that the Council of The Corporation of the City of London intends to designate as a property of cultural heritage value or interest the following property in accordance with the Ontario Heritage Act, R.S.O. 1990:

46 Bruce Street

Built in 1895, the dwelling on the property at 46 Bruce Street is a one-and-a-half storey Queen Anne Revival side hall plan cottage with an asphalt hipped roof and projecting front gable. Located within the Wortley Village-Old South heritage Conservation District, it is important in supporting and maintaining the character of the area.
The dwelling is constructed of buff brick and its south (front) elevation is accentuated with two string courses of rusticated buff brick. The rusticated buff brick is applied in an alternating pattern forming the voussoirs of the arched front window.
The projecting front gable includes a concentration of decorative wood details within the bargeboard and gable - carved wood corbels, a pair of awning windows separated by a mullion, wood shingle imbrication, and applied liner and round medallion detailing in the bargeboard. The gable peak also includes a concentration of round medallions arranged in a four-by-four pattern in a diamond shape, flanked by two wood carved sunbursts. The stained-glass design above the doors, incorporates the municipal address “46” into the centre of its design.

The City of London (the City) is undertaking a Schedule B Municipal Class Environmental Assessment (EA) to identify the preferred solution for flood protection and climate change resiliency at the Adelaide Wastewater Treatment Plant. 

Background:

In April 2019, the City declared a climate emergency to deepen its commitment to protecting its economy, ecosystems, and communities from climate change through adaptation and mitigation initiatives.

The City secured federal funding through the Disaster Mitigation and Adaptation Fund for this project, as well as for climate change resiliency improvements at the Greenway Wastewater Treatment Plant.

This project seeks to identify a preferred flood protection approach to improve asset resilience, enhance treatment capabilities, and improve plant safety. Potential approaches include a flood barrier, an effluent pumping station, and other upgrades to protect these critical infrastructure assets and reduce the environmental impacts of flooding.

Biosolids Management Master Plan

The City of London (the City) is updating its Biosolids Management Master Plan (the Master Plan) to ensure the City’s biosolids are managed in a way that is sustainable, protects our environment, and has the capacity to handle the City’s growing population.

Study Area:
There are wastewater treatment facilities in every area of London, so this Master Plan will consider the entire city. How we manage the biosolids generated as part of the wastewater treatment process impacts all City residents and has the potential to affect our environment. Your feedback is an important part of the master planning process.

What are the Goals of this Study:
The Master Plan will look at how the City is currently managing and treating biosolids at our Wastewater Treatment Plants and guide how we will continue to meet the demands of our growing community over the next 30 years. The key focus is to develop a plan that ensures we respond to future population growth in a sustainable manner that protects the environment, while minimizing the financial and other potential nuisance impacts on the City’s residents.

Public Information Centre – event details

A virtual Public Information Centre (PIC) will be available for viewing by the public starting Thursday, October 7 at 8:00 a.m. and will be available for a period of 28 days. This PIC will provide an overview of the City’s current approach to managing biosolids, as well as the evaluation process that will be used to select the preferred strategy for future biosolids management. The next PIC, forecasted for winter 2021, will provide a preliminary evaluation of alternative strategies.
