PUBLIC PARTICIPATION MEETING PROCESS

Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

1555 Glenora Drive – The purpose and effect of this zoning change is to permit pharmacy uses within the medical offices on the Subject Lands. Possible change to Zoning By-law Z.-1 FROM an Office OF3 Zone which permits professional offices, the lowest intensity of office use, TO an Office OF5 Zone to permit the pharmacy uses within the existing medical offices. 2060 Dundas Street – The purpose and effect of this zoning change is to permit the development of an apartment building on the northerly vacant portion of the subject site with a height of 6-storeys, and total of 78 residential units. Possible change to Zoning By-law Z.-1 FROM a Light Industrial (LI1/LI7) and Restrictive Service Commercial (RSC2/RSC3/RSC4/RSC5) Zone TO Residential R9 Special Provision (R9-3(_)) Zone, which would permit apartment buildings, lodging houses class 2, senior citizen apartment buildings, handicapped persons apartment building and continuum-of-care facilities. The proposed special provisions would also permit a reduced minimum front yard setback of 6.0m, whereas a minimum of 8.0 is required; a reduced minimum (north) interior side yard setback of 6.0m, whereas 8.4m is required; an increased maximum building height of 21.0m, where no maximum height is currently prescribed; and a reduced minimum vehicle parking requirement of 78 spaces (1.0 spaces per units), whereas 98 spaces are required (1.25 spaces per unit). If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

The Committee of Adjustment for the City of London will meet on Thursday October 27, 2022, commencing at 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Due to the COVID-19 emergency in the Province of Ontario, public hearings before the committee will be held virtually. To permit a lot area of 110 m² per unit, whereas 180 m2 per unit is the minimum required. To permit lot frontage of 7.5 metres, whereas 12 metres is the minimum required.

1:30 p.m. – A.119/22 – 1043 Waterloo Street PLAN 487 LOT 2- To permit an increased parking area. To permit Parking Area Coverage of 50%, whereas 25% is the maximum permitted.

1:30 p.m. – A.117/22 – 646 Oxford Street East To permit the construction of a fourplex. To permit a lot area of 488m² whereas a lot area of 550m² is required. To permit a lot frontage of 9.1m whereas a lot frontage of 12.0m is required. To permit an interior side yard to the west property line of 0.9m whereas an interior side yard of 1.8m is required. To permit an interior side yard to the east property line of 2.4 whereas an interior side yard of 3.0m is required. To permit a parking area coverage of 43% whereas a parking area coverage of 35% is permitted. To permit a parking area with a 1.0m setback to the North and West lot line whereas no part of any rear yard parking area shall be located closer than 3.0m from each side lot line is permitted.

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person or by Counsel at the hearing and file a written request with the Secretary-Treasurer of the Committee of Adjustment.  An appeal from a decision of the Committee of Adjustment to the Ontario Land Tribunal shall be filed within 20 days of making the decision. NOTICES

Notice of Public Participation Meeting – Fees and Charges By-law – October 11, 2022, not to be heard before 4:05 PM, Council Chambers, City Hall, 300 Dufferin Avenue. The Strategic Priorities and Policy Committee will hold a public participation meeting to receive comments regarding the City of London’s Fees and Charges By-law. The Fees and Charges By-law sets out fees and charges that will be collected by The Corporation of the City of London for services provided by Services Areas throughout the Corporation.

Information regarding the above-noted matter will be posted on the City of London’s website at www.london.ca on Wednesday, October 5, 2022. Written submissions regarding the above-noted matter to be included on the Strategic Priorities and Policy Committee Added Agenda are to be submitted by no later than 9:00 AM on Friday, October 7, 2022 either delivered or mailed to the City Clerk’s Office, Room 308, 300 Dufferin Avenue, P.O.
