Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public in limited capacity for public participation meetings.  If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone.  Please note that the majority of Elected Officials attend the meetings virtually.

NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Monday, September 20, 2021.  During the COVID-19 emergency, Standing Committee and Council Meetings are virtual meetings hosted in City Hall, Council Chambers. Participation of some Council Members and staff will be virtual.  Meetings can be viewed via live-streaming on YouTube and the City website.  There is additional information on the City of London website www.london.ca about Public Participation Meetings, during the Covid-19 emergency. 1154 Sunningdale Road East – The purpose and effect of this zoning change is to permit the conversion of the existing building to a three (3) unit converted dwelling. Possible change to Zoning By-law Z.-1 FROM an Urban Reserve Special Provision (UR1(1)) Zone TO an Urban Reserve Special Provision (UR1(_)) Zone to permit a converted dwelling with a maximum of three (3) dwelling units as an additional permitted use. 755-785 Wonderland Road South (Westmount Mall) - The purpose and effect of this zoning change is to add business service establishment as a permitted use to permit call centres, customer service field offices or other businesses which operate on a fee or contract basis such as advertising, mailing, building maintenance, employment services and protective services or increase the maximum cap for office space in the zone. Possible change to Zoning By-law Z.-1 to add an additional use to the existing Regional Shopping Area Special Provision (RSA2(2)) Zone to add business service establishment as an additional permitted use or increase the maximum cap for office space in the zone. 250-270 Springbank Drive - The purpose and effect of these amendments are to change the existing 1989 Official Plan Site Specific Area Policy for West Coves to permit a maximum height of 15-storeys, and to change the existing Bonus Zone to allow for affordable housing and an open space area, and add a special provision to permit a maximum overall lot coverage of 29%. An amendment is proposed to the London Plan to add a specific area policy to be consistent with these proposed amendments to the 1989 Official Plan. Possible change to Section 3.5 – Policies for Specific Residential Areas - West Coves FROM 14-storeys TO 15-storeys. Possible change to The London Plan to ADD a site specific West Coves policy within the Urban Corridor Place Type. Possible change to Zoning By-law Z.-1 FROM a Holding Residential R9 Bonus/Office Residential Special Provision (h.R9-7.H42.B(49)/OR4(2)) Zone and Open Space (OS4) TO a Holding Residential R9 Special Provision Bonus z(h.R9-7( ).H51.B( )) Zone and an Open Space (OS4) Zone to permit a maximum height of 51.0 metres, and include a special provision to increase lot coverage to a maximum of 29%. This amendment would continue to permit the two tower residential development with modifications to the form to include the removal of the commercial and LEED certification elements. Argyle Core Area Community Improvement Plan

The purpose and effect of this Official Plan amendment is to designate the Argyle Core Area community improvement project area, adopt the Argyle Core Area Community Improvement Plan, and adopt any associated Community Improvement Plan Financial Incentive Guidelines, all pursuant to Section 28 of the Planning Act and the Community Improvement Plan section of the Our Tools part of The London Plan. 1150 Fanshawe Park Road East – Consideration of a Site Plan Control application to permit the construction of one three-storey stacked townhouse block and one six-storey apartment building with a total of 87 residential units. The current zoning was approved as a Holding Restricted Office/Convenience Commercial Special Provision/Residential R8 Special Provision Bonus (h-5*h-18*RO2/CC5(1)/R8-4(60)*B-70) Zone which permits the proposed stacked townhouse and apartment building. The zoning on this site includes the holding provision to require a public site plan meeting before the Planning and Environment Committee. NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

150 King Edward Avenue – The purpose and effect of this zoning change is to permit: (1) a three-storey mixed-use building fronting onto King Edward Avenue with ground floor commercial/office uses and a total of 17 residential units above and (2) to the rear of the site, 17 fourplex buildings with a total of 68 units. Possible change to Zoning By-law Z.-1 FROM a Neighbourhood Shopping Area Zone TO a Neighbourhood Shopping Area Special Provision (NSA3(_)) Zone and a Residential R6 Special Provision (R6-5(_)) Zone. Special provisions for the NSA3 Special Provision (NSA3(_)) Zone include a minimum lot depth of 36m, a minimum south side yard setback of 5m, a maximum lot coverage of 31%, a maximum height of 11m, a minimum of 48 parking spaces, and a minimum parking setback of 1.35m. Special provisions for the Residential R6 Special Provision (R6-5(_)) Zone include a minimum front yard setback of 4.5m and a maximum density of 70 units per hectare. File: Z-9398 Planner: G. 6756 James Street – The purpose and effect of this zoning change is to permit the development of a 2 storey, 22 unit cluster townhouse development. Possible change to Zoning By-law Z.-1 FROM a Residential R1 (R1-10) Zone TO a Residential R6 Special Provision (R6-5(_)) Zone. Special provisions would permit a reduced maximum density of 30 units per hectare (whereas a maximum of 35 units per hectare is permitted) and a reduced minimum rear yard depth of 1.8 metres (whereas a minimum of 6 metres is required). 506 Oxford Street East – The purpose and effect of this Official Plan and Zoning change is to permit a pharmacy in association with a medical/dental office. Possible amendment to the Official Plan from multi-family, medium density residential to permit a convenience commercial use at this location. Possible change to Zoning By-law Z.-1 FROM an Office Conversion (OC5) and Residential (R3-1) to OC5 special policy to permit pharmacies and to recognize the existing building setbacks and landscaped/parking area coverage. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

The Committee of Adjustment for the City of London will meet on Thursday September 23, 2021, commencing at 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Due to the COVID-19 emergency in the Province of Ontario, public hearings before the committee will be held virtually. To permit an accessory structure in the exterior side yard, whereas accessory structures are not permitted within a required front yard or exterior side yard.

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person or by Counsel at the hearing and file a written request with the Secretary-Treasurer of the Committee of Adjustment.  An appeal from a decision of the Committee of Adjustment to the Ontario Land Tribunal shall be filed within 20 days of making the decision. Pursuant to City of London By-law A.-6151-17, notice is hereby given that the Municipal Council of The Corporation of the City of London at its meeting on August 10, 2021 declared the following lands to be surplus and now intends to dispose of them:

Notice of Study Initiation
Dingman Creek Subwatershed Stage 2 Lands
Municipal Class Environmental Assessment

Purpose of Study:
The purpose of the Dingman Creek Subwatershed Stage 2 Lands Municipal Class Environmental Assessment (EA) is to update the regulatory floodplain for Dingman Creek and assess potential flood mitigation and stormwater servicing alternatives to address imminent and future flooding and erosion risk within the subwatershed.
Through the EA, a range of flood mitigation and stormwater management strategies will be developed.  The recommended approach will guide future development, identify mitigative and adaptive flood control works and align with the City’s vision for the creek corridor to integrate natural heritage, stormwater management and recreational uses.

Process:
The EA study will be undertaken in accordance with the Ontario Environmental Assessment Act and will cover all necessary phases of the Schedule ‘C’ EA Process.  This process includes definition of the problem/opportunity, identification and evaluation of alternative solutions, and selection of a preferred one. There will be opportunity throughout the process for public input, including future Public Information Centres.
