PUBLIC PARTICIPATION MEETING PROCESS

Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public in limited capacity for public participation meetings.  If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone.  Please note that the majority of Elected Officials attend the meetings virtually.

NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.
 

723 Lorne Avenue and 25 Queens Place – The purpose and effect of this application would be the creation of a residential subdivision on the remaining undeveloped portion of the former Lorne Avenue Public School site. Consideration will be given to the Draft Plan of Subdivision which consists of twelve (12) lots for single detached dwellings and an extension of Queens Place north to Lorne Avenue in accordance with the existing approved zoning. 1140 Sunningdale Road E – The purpose and effect of this zoning change is to permit the development of a 4-storey, mixed use building with 42 residential units, 250m2 of non-residential uses on the ground level, 64 underground parking spaces and 10 surface parking spaces. Possible change to Zoning By-law Z.-1 FROM a Convenience Commercial Special Provision (CC(14)) Zone TO a Residential R8 Special Provision Bonus (R8-4(_)●B(_)) Zone. Special provisions would permit additional permitted uses including Convenience Service Establishments, Convenience Stores, Financial Institutions and Personal Service Establishments all without a drive-through facility and a Florist Shop in addition to Apartment Buildings as a permitted use. Special provisions would permit an increased maximum building height of 16.0m, whereas a maximum of 13.0m is permitted; would permit an increased minimum front yard depth of 22.0m measured from the front lot line as existing on the date of passing the site specific by-law, whereas a minimum of 6.0m plus 1.0m per 10.0m of main building height or fraction thereof above 3.0m (equal to 8.0m based on a building height of 16.0m) is required; and would permit a reduced minimum east interior side yard depth of 2.3m and an increased minimum west interior side yard depth and rear yard depth of 1.0m per 1.0m of main building height or fraction thereof above 3.0m, but in no case less than 7.5m (equal to 13.0m based on a building height of 16.0m), whereas a minimum interior side yard depth and rear yard depth of 1.2m per 3.0m of main building height or faction thereof above 3.0m, but in no case less than 4.5m (equal to 6.0m based on a building height of 16.0m) is required. Special provisions would permit a reduction in the minimum number of required parking spaces for all permitted non-residential uses to permit a minimum of 10 parking spaces (1 space/25m2); whereas a minimum of 25 parking spaces is required (1 space/10m2) for Personal Service Establishments; and would permit a maximum gross floor area of 250m2 for non-residential uses. The bonus zone would permit a maximum density of 100uph; whereas 75uph are permitted, in return for eligible facilities, services and matters outlined in Section 19.4.4 of the Official Plan. The City may consider a compound Convenience Commercial Special Provision/Residential R8 Special Provision Bonus Zone (CC(_)/R8-4(_)●B(_)) Zone and additional special provisions. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

The Committee of Adjustment for the City of London will meet on Thursday September 30, 2021, commencing at 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Due to the COVID-19 emergency in the Province of Ontario, public hearings before the committee will be held virtually. Those who wish to attend the public hearing, or to provide written submissions regarding the matter should contact the Secretary - Treasurer, London Committee of Adjustment at 519-930-3500 or CoAsubmit@london.ca  by 4:30 p.m. the day before the committee meeting. Additional information regarding the matter being considered by the committee is available to the public for inspection by contacting the Secretary-Treasurer, London Committee of Adjustment.

1:30 p.m. – A.134/21 - 162 Mary Avenue, PLAN 789 LOT 42, east side of Mary Avenue, south of Randol Drive. To permit a front yard addition. To permit a front yard setback of 7.2m, whereas a minimum of 8.7m is required.

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person or by Counsel at the hearing and file a written request with the Secretary-Treasurer of the Committee of Adjustment.  An appeal from a decision of the Committee of Adjustment to the Ontario Land Tribunal shall be filed within 20 days of making the decision. Notice of Public Information Centre No.2
Wastewater Treatment Operations Master Plan

The City of London operates five wastewater treatment plants and 36 pumping stations to collect and treat London’s wastewater. This study looks at the need for new and upgraded facilities as part of our commitment to protecting the environment and ensuring that our facilities can continue to serve London as it grows.


Study area:

This Master Plan needs to consider the entire city. We are seeking input from everyone who wants their voice heard.


Background:

The proper collection and treatment of wastewater has a direct impact of the health of residents, our environment, and the ability of the City to grow and prosper. Operating a wastewater treatment system often requires the upgrade of existing facilities and the construction of new infrastructure. By developing an informed, long-term plan, the City will ensure that the improvements we make today will effectively contribute to our long-term goals.


Public Information Centre – event details:

A second virtual Public Information Centre will be held on Wednesday, September 29 at 5:00 p.m. to present some of the key opportunities, challenges, constraints and strategies of this Wastewater Treatment Operations Master Plan.
