If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Notice of Study Completion

Addendum to the Bradley Avenue Extension - Municipal Class Environmental Assessment (MCEA)

The City of London has completed an Addendum to the Bradley Avenue Extension Municipal Class Environment Assessment. The subject area is Bradley Avenue, between White Oak Road and Jalna Boulevard (west leg). The associated improvements are needed to allow for continuous motorist, cyclist, and pedestrian infrastructure along the Bradley Avenue corridor. As the need for these improvements has been confirmed, the City has completed an Addendum to the 2005 MCEA to include the widening of Bradley Avenue between White Oak Road and Jalna Boulevard (west leg) as part of the overall Bradley Avenue extension project.

This study is being undertaken as an Addendum to the 2005 MCEA in accordance with the process outlined in the Municipal Engineers Association’s MCEA document (October 2000, as amended in 2007, 2011 and 2015), which is approved under the Ontario Environmental Assessment Act. The City has now completed the Addendum. Subject to comments received as a result of this Notice, and the receipt of necessary approvals, the City intends to proceed with the detailed design and construction for the recommended improvements to Bradley Avenue between White Oak Road and Jalna Boulevard (west leg).

The planning, consultation and preliminary design process is documented in the Environmental Study Report (ESR) Addendum. The ESR Addendum will be available for public review for 30 calendar days starting on October 13, 2022 and ending on November 14, 2022. The ESR Addendum will be available on the project website (https://getinvolved.london.ca/bradley-ave), London City Hall – City Clerk’s Office, 3rd Floor (300 Dufferin Avenue), and the London Public Library – Jalna Branch (1119 Jalna Boulevard).

Notice of Study Completion – Windermere Road Improvements – Municipal

Class Environmental Assessment

The City of London has completed the Municipal Class Environmental Assessment (EA) to identify intersection, active transportation, and transit improvements to the Windermere Road corridor between Western Road and Doon Drive (west leg). Accessibility, safety, and operational improvements along the corridor and intersections will be implemented to accommodate all modes of transportation (pedestrian, cyclists, transit vehicles and motorists) and users of all ages and abilities.

The study was completed in accordance with the requirements of Schedule ‘C’ projects as outlined in the Municipal Class EA document (2000, as amended in 2007, 2011 and 2015), which is approved under the Ontario Environmental Assessment Act. An Environmental Study report (ESR) summarizing the study process and recommendations will be made available for public review for 30 calendar days from October 14, 2022 to November 14, 2022 on the City of London’s Get Involved website: https://getinvolved.london.ca/. A hardcopy of the ESR will also be available for review at the London Public Library – Masonville Branch – 30 N Centre Road, London, ON N5X 3W1 during regular hours and at the London City Hall – City Clerk’s Office 3rd Floor (300 Dufferin Ave) during regular hours of operation Monday to Friday.

Interested persons may provide written comments to the project team by November 14, 2022.

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks (MECP) for an order requiring a higher level of study (i.e., requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g., require further studies), only on the grounds that the requested order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name for the ministry.

Requests should specify what kind of order is being requested (request for additional conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate, or remedy those potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request. CITY COUNCIL APPOINTMENTS

CIVIC BOARDS, COMMISSIONS AND SPECIAL COMMITTEES

In November 2022, the Strategic Priorities and Policy Committee will be addressing the matter of citizen appointments to represent the Municipal Council on various civic bodies for a term beginning in December 2022 and ending no later than November 14, 2026.

Residents of the City of London who are at least 18 years of age and interested in being considered for an appointment are asked to obtain, complete and return by no later than Wednesday, October 19, 2022 at 4:30 p.m., an application form that is available on the City’s website at London.ca/boards-commissions; or by telephoning 519-661-2489 ext. 4599.

The Member-at-Large shall have the designation of Chartered Accountant

Committee of Adjustment

Conducts public hearings and is the decision making authority on applications for minor variances and consents on properties.

The committee is responsible for hearing complaints regarding municipal drainage charges and special assessments for local improvements such as sewers, sidewalks, curbs and gutters.

Eldon House

Eldon House is a community museum dedicated to the preservation, presentation and interpretation of London Ontario’s “oldest home,” through the lens of four generations of the Harris Family.  Eldon House has a commitment to acquiring, conserving, researching, interpreting, promoting and exhibiting material culture that best illustrates the history of Eldon House and London, the Harris family, and the people who worked in the house from the period of 1834–1959.  The heritage resources of Eldon House are held in the public trust and aim to provide meaningful and enriching engagement, serving a diverse audience of visitors.  As well as education and research, the Museum interprets and promotes local, regional and national history.

London Police Services Board

The London Police Services Board (LPSB) guides the direction of policing in London. The LPSB also:
Approves the hiring and termination of employees;

  • Guides the creation of business plans and monitors their progress;
  • Recruits and appoints the Chief and Deputy Chiefs of Police;
  • Determines the objectives and priorities of our police service;
  • Participates in the bargaining process with the London Police Association.

Currently Meet - 3rd Thursday of the month at 9:00 a.m. and are full days. Also required is approximately 4 - 6 hours of reading material prior to the meeting.

London Public Library Board

An individual appointed to the Library Board must be a Canadian citizen, at least 18 years old, resident of London, not employed by the Library or the Municipality. Along with the governance, legal and fiscal roles, Library Board Trustees are expected to advocate for the Library, establishing the organization as an essential community service and critical infrastructure.  The Library seeks a Board that reflects the demographics of the community and supports the Library’s Purpose and Values through their experience and expertise.

London Transit Commission

Commission oversight of the London Transit Commission, the City’s public transit provider.

Middlesex-London Health Unit Board

The Board provides governance and fiscal oversight of the Middlesex-London Health Unit, ensuring the provision of the health programs and services required by the Health Protection and Promotion Act.

Plumbers' & Drain Layers' Examining Board

The members of the Plumbers' and Drain Layers' Examining Board must be either licensed plumbing contractors or master plumbers of not less than 10 years experience or qualified persons teaching the trade or calling of a plumber in a trade school of the Province of Ontario or in a technical school under the jurisdiction of a Board of Education in an Ontario municipality having a population of not less than 100,000
