As part of the City’s ongoing efforts to slow the spread of COVID-19, and in keeping with the regulations and guidelines provided by the Province of Ontario, the Public Participation Meeting process has been modified.  The capacity for individuals in City Hall meeting rooms and the Council Chambers Public Gallery will reflect the requirement for 2m physical distancing, with designated seating and standing areas being provided. Public Participation Meeting (PPM) Process  Members of the public are asked to “pre-register” to speak in person at a PPM. Speakers will be limited to five minutes of verbal presentation. Pre-register by calling 519-661-2489 ext. 7100; or by emailing PPMClerks@london.ca Please indicate the PPM subject matter when contacting the Clerk’s Office. Registrations will be confirmed.[1]  When pre-registering, members of the public will have a brief COVID-19 health screening and will be asked to self-screen prior to entering City Hall. When pre-registering, members of the public will be advised which meeting room to attend on the second floor of City Hall.  Presentations will be strictly verbal; any other submission of photos, slides or written information must be made outside of the PPM. These can be forwarded to the staff associated with this matter and/or to the registration email, noted above. In order to be considered, all submissions should be made prior to the Council meeting when the standing committee recommendation regarding the subject matter is considered.  Public Participation Meeting (PPM) Process – At the meeting Members of the public should self-screen before entering City Hall.  You likely will be greeted by security upon entering the building.  Members of the public should convene in the assigned seating, in the appropriate meeting room for the PPM as noted in the pre-registration.  Each committee room will broadcast the meeting taking place in the Council Chambers.  City Staff will be in each room to assist members of the public.   When appropriate, individual members of the public will have an opportunity to speak to the committee, using the camera/microphone in the committee room.  Floor markings will indicate where to stand.   Council Chambers  Committee members and staff will be present in the Chambers (physically, or by remote attendance).  There will be no public access to the Council floor.  [1] Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001 and will be used by Members of Council and City of London staff in their consideration of this matter, including the provision of adequate physical distancing. NOTICE OF REVISED APPLICATION AND NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Monday, November 30, 2020.  During the COVID-19 emergency, Standing Committee and Council Meetings are virtual meetings hosted in City Hall, Council Chambers. 1761 Wonderland Road North - The purpose and effect of this Official Plan and zoning change is to permit a seventeen (17) storey apartment building with a total of 228 dwelling units and a total 1,200m2 of commercial space on the main and second floor. Possible amendment to the Official Plan to ADD a Specific Area Policy to Chapter 10 to permit a high-rise form within the Neighbourhood Commercial Node designation having a maximum residential density of 224 units/ha. Possible amendment to the Specific Area policy under the London Plan to ADD a Specific Area Policy in the Shopping Area Place Type to permit a building form having a maximum height of 17 storeys, exclusive of the mechanical penthouse. Possible change to Zoning By-law Z.-1 FROM a holding Neighbourhood Shopping Area Special Provision (h-17/h-103/NSA5(5)) Zone TO a holding Neighbourhood Shopping Area Special Provision Bonus (h-17/h-103/NSA5(5)/NSA3(__)*B(  )) Zone to permit a maximum density of 226 units per hectare, a maximum height of 63 metres, off street parking of 322 spaces,  a maximum of 1,200m2 of non-residential space within an apartment building on the first and second floor, a maximum of 600m2 of Gross Floor Area (GFA) for an individual permitted non-residential use, exclude this Zone variation from the compound zoning permissions of Section 3.9 1) of the Zoning By-law and add pharmacy as an additional permitted use. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

335 Kennington Way and 3964 Mia Avenue (Registered Plan 33M-765 – Blocks 1 & 2) – City Council intends to consider removing the Holding (h, h-100 and h-198) Provision(s) from the zoning of the subject lands to allow development of 56 townhouse dwelling units permitted under the Residential R4 Special Provision/Residential R5 Special Provision/Residential R6 Special Provision (R4-6(51)/R5-6(10)/R6-5(23) Zone. The purpose of the “h” provision is to ensure the orderly development of lands and adequate provision of municipal services. The “h” symbol shall not be deleted until the required security has been provided for the development agreement or subdivision agreement, and Council is satisfied that the conditions of approval of the plans and drawings for a site plan, or the conditions of the approval of a draft plan of subdivision, will ensure a development agreement or subdivision agreement is executed by the applicant and the City prior to development. The h-100 symbol is intended to ensure there is adequate water service and appropriate access, a looped watermain system must be constructed and a second public access must be available to the satisfaction of the City Engineer. Interim uses may be permitted up to 80 units maximum. The h-198 symbol is intended to encourage street-oriented development and discourage noise attenuation walls along arterial roads. A development agreement shall be entered into to ensure that new development is designed and approved consistent with the Southwest Area Secondary Plan. If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

City of London Residual Waste Disposal Strategy

Environmental Assessment of the Proposed W12A Landfill Expansion

The City of London (the City) has initiated a study under the Environmental Assessment (EA) Act for a proposed expansion of the City’s existing landfill (W12A), which is expected to reach capacity in 2024. The service area for the landfill expansion is proposed to be enlarged to a regional area, which would include: the City of London, County of Huron, County of Perth, County of Elgin, County of Lambton, and County of Middlesex.

The City wants community feedback on the proposed expansion of the W12A Landfill and is hosting this fourth series of open houses. In response to the COVID-19 pandemic and to abide by provincial government restrictions and other public health safety measures, this open house is by appointment only as follows:

COVID-19 protection measures will be in place including limiting the number of attendees at one time, physical distancing, mandatory masks, regular disinfection of touch points (e.g., door handles), etc. Details of all COVID-19 protection measures for the open houses can be found at the project website (getinvolved.london.ca/WhyWasteDisposal).

It is proposed that the landfill expansion will occur vertically (upwards) within the existing waste footprint and the on-site buffer area expanded to the north and east onto existing City property.

At these open houses the public will be presented with the findings of the EA studies and provided information on how the landfill would be expanded if approved. The public will learn about the individual environmental component results of the existing conditions studies, the predicted effects of the proposed expansion on the environment, and the commitments London is making to mitigate any adverse effects. Additionally, information on the development of the City’s Resource Recovery Strategy and potential changes to the W12A Landfill Community Enhancement and Mitigative Measures Program (CEMMP) will also be available to the public. The CEEMP will go through a parallel process with a separate feedback and engagement schedule.

Attendees will have the opportunity to have discussions with City staff and the project consultant.

All material from the open houses will be on the City’s website, after November 18 with opportunities to ask questions (via email, phone, virtual meeting or in-person meeting with appropriate COVID-19 safety measures) and provide comments.
