Notice of Collection of Personal Information – personal information collected and recorded at the public participation meeting or submitted in writing on this subject is collected under the authority of the Municipal Act, 2001, as amended, and will be used by Members of Council and City of London staff in their review of this matter. The written submissions, including names and contact information and the report of the public participation meeting, will be made available to the public, including posting on the City of London’s website. NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner. If you have any questions or would like to provide comment, please see “Providing Comment” below.

4366 Colonel Talbot Road The purpose and effect of this zoning change is to facilitate the development of a stand-alone restaurant and drive-through facility with a total of 15 surface parking stalls, 10 stacking spaces and a single one-way exit driveway onto Colonel Talbot Road. Possible change to the Zoning By-law Z.-1 FROM a holding Arterial Commercial (h-17*h-18*h-124*AC2) Zone TO a Neighbourhood Shopping Area Special Provision (NSA5(_)) Zone. Special Provisions include a minimum interior side yard setback of 3.0 metres (9.8 feet) from any other zone boundary and 0.0 metres within the same NSA zone or the BDC(30) zone; maximum height of 9.0 metres whereas 8.0 metres is required; minimum of 8 drive through stacking spaces whereas 12 spaces are required; a minimum of 8 stacking spaces shall be provided for a drive through facility associated with a fast-food restaurant; a single-lane drive through exit shall be permitted onto Colonel Talbot Road; and a portion of the building will achieve a height of 8.0 metres of greater. The City may also consider the use of holding provisions, and additional special provisions to facilitate the proposed development. File: Z-9676 Planner: M. Hynes.

900 Wilton Grove – The purpose and effect of this zoning change is to permit an accessory barber shop and tattoo parlour within the existing building. Possible change to the Zoning By-law Z.-1 FROM a Light Industrial (LI2, LI3, LI7) Zone TO a Light Industrial Special Provision (LI2, LI3, LI7(_)) Zone. Special provisions include: Maximum floor area of personal service establishment: 2% of total Gross Floor Area; Additional permitted use: personal service establishment (tattoo parlour & barber shop). File: Z-9677 Planner: C. 934 Oxford Street West – The purpose and effect of this zoning change is to permit a 3.5 storey apartment building with 8 residential units. Possible change to Zoning By-law Z.-1 FROM a Residential R1 (R1-10), Zone TO a Residential R8 Special Provision (R8-4(_)) Zone. Special provisions would permit the existing reduced frontage, a reduced minimum front yard, a reduced west interior side yard setback, and an increased density of 80 units per hectare. File: Z-9678. 1467 Wharncliffe Road South – The purpose and effect of this Official Plan and zoning change is to permit a 3.5 storey, stacked townhouse development with 20 units. Possible Official Plan Amendment to the Southwest Area Secondary Plan to redesignate the subject lands from Commercial to Medium Density Residential designation. Possible change to Zoning By-law Z.-1 FROM an Urban Reserve (UR4) zone TO a Residential R8 Special Provision (R8-4(_)) Zone. File OZ-9680. Planner: Isaac de Ceuster.

3810-3814 Colonel Talbot Road – The purpose and effect of this change to the Southwest Area Plan is to facilitate the development of 105, 2-storey townhouses and a 6-storey apartment building with 55 apartment dwelling units at a density of 44 units per hectare. Possible amendment to The Southwest Area Plan to ADD a Specific Area Policy to permit an apartment building with a maximum height of 6-storeys. File: O-9683 Planner: Alanna Riley.

614 Westmount Crescent – The purpose and effect of this application is to approve a Draft Plan of Vacant Land Condominium consisting of four (4) townhouse buildings with a total of 19 dwelling units. A new private road providing vehicle access to the dwelling units from Westmount Crescent is proposed. Landscaped open space, visitor parking, and internal sidewalks are also included within the common elements of the Condominium. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

The Committee of Adjustment for the City of London will be held electronically and attendance by the Committee members will be virtual on Thursday January 11, 2024, no earlier than 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Members of the public can participate in person at City Hall 2nd floor Committee Room # 1, or via Zoom by computer, mobile device, or telephone audio. NOTICE OF PUBLIC INFORMATION CENTRE (PIC) 2 - Oxford Street West Improvements Municipal Class Environmental Assessment Study – The City of London is undertaking a Municipal Class Environmental Assessment (Class EA) study for improvement to Oxford Street West, from Westdel Bourne to Sanitorium Road. This study builds on the City's 2030 Transportation Master Plan and Cycling Master Plan to develop and review options to widen Oxford Street West from two to four lanes, improve intersection operations including consideration of roundabouts, and improve pedestrian and cycling facilities through the corridor.

The study is being carried out in accordance with ‘Schedule C’ requirements of the Municipal Class Environmental Assessment (October 2000, as amended 2023), which is an approved process under the Ontario Environmental Assessment Act. The study will also include a scoped Environmental Impact Study (EIS) in accordance with The London Plan Environmental Policies and the City of London Environmental Management Guidelines (2021).

The second PIC is being held on December 6, 2023, from 4:00 PM to 6:00 PM in the Atrium of St. Thomas Aquinas Catholic Secondary School (1360 Oxford Street West, London ON) to present design alternatives for the road cross section, intersections, and the Thames River Bridge, the evaluation of design alternatives, the preliminary preferred plan, and next steps in the study. This drop-in style open house will be held to provide an opportunity for interested parties to review the PIC materials and discuss the study with members of the project team. The PIC display materials and a pre-recorded presentation will be posted on the City’s Get Involved webpage on December 4, 2023.

NOTICE OF PROJECT UPDATE MEETING - Harris Park Erosion Control Structure (ESC) - Thursday, December 7, 2023 -

The Project 
The Harris Park Erosion Control Structure (ESC) is a 470m long shoreline protection located on the east bank of the Thames River at Harris Park. The structure is currently in poor condition and requires replacement. Additionally, the One River Municipal Class Environmental Assessment identified the area for improved river access. The City of London retained Matrix Solutions Inc. to provide engineering services for the detailed design of the replacement structure.

The existing Harris Park ESC includes a combination of gabion baskets, armourstone, and rip rap. In many areas, these structures have deteriorated, resulting in erosion and ground slumping which presents a risk to the integrity of the park, including the Thames Valley Parkway, slopes, and parkland. The project objective is to replace the existing infrastructure with appropriate solutions that protect the shoreline, improve park function, and support natural heritage features along the river. New or improved park infrastructure has been incorporated into the design. The project is currently in the detailed design phase and construction is planned to begin in Summer 2024. The timing is being coordinated with major London festivals.

The project team would like to inform the public of the project’s intent, progress, and schedule as well as receive feedback from interested parties.

Project Update Meeting
There will be a "drop in" Open House PUM to meet with the City's project team to learn more about the Harris Park Shoreline Restoration and Park Improvements, ask questions, and provide feedback. The existing conditions and proposed design will be presented through a series of information boards.  The Meeting will be held in person on:
