As part of the City’s ongoing efforts to slow the spread of COVID-19, and in keeping with the regulations and guidelines provided by the Province of Ontario, the Public Participation Meeting process has been modified.  The capacity for individuals in City Hall meeting rooms and the Council Chambers Public Gallery will reflect the requirement for 2m physical distancing, with designated seating and standing areas being provided. Public Participation Meeting (PPM) Process  Members of the public are asked to “pre-register” to speak in person at a PPM. Speakers will be limited to five minutes of verbal presentation. Pre-register by calling 519-661-2489 ext. 7100; or by emailing PPMClerks@london.ca Please indicate the PPM subject matter when contacting the Clerk’s Office. Registrations will be confirmed.  When pre-registering, members of the public will have a brief COVID-19 health screening and will be asked to self-screen prior to entering City Hall. When pre-registering, members of the public will be advised which meeting room to attend on the second floor of City Hall.  Presentations will be strictly verbal; any other submission of photos, slides or written information must be made outside of the PPM. These can be forwarded to the staff associated with this matter and/or to the registration email, noted above. In order to be considered, all submissions should be made prior to the Council meeting when the standing committee recommendation regarding the subject matter is considered.  Public Participation Meeting (PPM) Process – At the meeting Members of the public should self-screen before entering City Hall.  You likely will be greeted by security upon entering the building.  Members of the public should convene in the assigned seating, in the appropriate meeting room for the PPM as noted in the pre-registration.  Each committee room will broadcast the meeting taking place in the Council Chambers.  City Staff will be in each room to assist members of the public.   When appropriate, individual members of the public will have an opportunity to speak to the committee, using the camera/microphone in the committee room.  Floor markings will indicate where to stand.   Council Chambers  Committee members and staff will be present in the Chambers (physically, or by remote attendance).  There will be no public access to the Council floor.  Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001 and will be used by Members of Council and City of London staff in their consideration of this matter, including the provision of adequate physical distancing. NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Monday, December 14, 2020.  During the COVID-19 emergency, Standing Committee and Council Meetings are virtual meetings hosted in City Hall, Council Chambers. Participation of some Council Members and staff will be virtual.  Meetings can be viewed via live-streaming on YouTube and the City website.  There is additional information on the City of London website www.london.ca about Public Participation Meetings, during the Covid-19 emergency. If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

COMMUNITY INFORMATION MEETINGS – NON-STATUTORY

This meeting is a non-statutory community information meeting which the City’s Planning Department at times convenes when, in the opinion of the Managing Director, Planning and City Planner, that the community should have a further opportunity to obtain information regarding a planning application. There will be a future statutory public participation meeting required under the Planning Act, held at the Planning and Environment Committee, which will provide the public with another opportunity to comment on the planning application. Notification of this Public Meeting will be published in the Londoner at a future date.

Core Area Community Improvement Plan (File O-9257) – The City of London will be holding two virtual community information meetings on the draft Core Area Community Improvement Plan. Both meetings will provide the same information. Please only attend one session. Each meeting will include a staff presentation of the draft Core Area Community Improvement Plan followed by an opportunity for questions and answers. Notice of Project Commencement & Public Information Centre

The Victoria Street Wastewater Pumping Station, located at 47 Victoria Street in the City of London, is reaching the end of its lifecycle and needs to be replaced. The City of London has requested that MTE Consultants complete a study to evaluate alternatives and to select the preferred option for replacement.

The study will be completed in keeping with the Ontario Environmental Assessment Act and is being planned under Schedule B of the Municipal Class Environmental Assessment. 

Due to the COVID-19 pandemic, a virtual Public Information Centre (PIC) is currently posted on https//getinvolved.london.ca/victoriastreet.  Members of the public are encouraged to visit this site to learn more and provide comments specific to the project. The City wants to hear from you. Comments will be received until December 17, 2020.

Pursuant to City of London By-law A.-6151-17, notice is hereby given that the Municipal Council of The Corporation of the City of London at its meeting on November 10, 2020 declared the following lands to be surplus and now intends to dispose of them:
