As part of the City’s ongoing efforts to slow the spread of COVID-19, and in keeping with the regulations and guidelines provided by the Province of Ontario, the Public Participation Meeting process has been modified.  The capacity for individuals in City Hall meeting rooms and the Council Chambers Public Gallery will reflect the requirement for 2m physical distancing, with designated seating and standing areas being provided. Public Participation Meeting (PPM) Process  Members of the public are asked to “pre-register” to speak in person at a PPM. Speakers will be limited to five minutes of verbal presentation. Pre-register by calling 519-661-2489 ext. 7100; or by emailing PPMClerks@london.ca Please indicate the PPM subject matter when contacting the Clerk’s Office. Registrations will be confirmed.  When pre-registering, members of the public will have a brief COVID-19 health screening and will be asked to self-screen prior to entering City Hall. When pre-registering, members of the public will be advised which meeting room to attend on the second floor of City Hall.  Presentations will be strictly verbal; any other submission of photos, slides or written information must be made outside of the PPM. These can be forwarded to the staff associated with this matter and/or to the registration email, noted above. In order to be considered, all submissions should be made prior to the Council meeting when the standing committee recommendation regarding the subject matter is considered.  Public Participation Meeting (PPM) Process – At the meeting Members of the public should self-screen before entering City Hall.  You likely will be greeted by security upon entering the building.  Members of the public should convene in the assigned seating, in the appropriate meeting room for the PPM as noted in the pre-registration.  Each committee room will broadcast the meeting taking place in the Council Chambers.  City Staff will be in each room to assist members of the public.   When appropriate, individual members of the public will have an opportunity to speak to the committee, using the camera/microphone in the committee room.  Floor markings will indicate where to stand.   Council Chambers  Committee members and staff will be present in the Chambers (physically, or by remote attendance).  There will be no public access to the Council floor.  [1] Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001 and will be used by Members of Council and City of London staff in their consideration of this matter, including the provision of adequate physical distancing. The draft 2021 update to the 2020-2023 Multi-Year Budget (Property Tax Supported Budget (Operating and Capital), Water Budget and Wastewater & Treatment Budget) was tabled at the Strategic Priorities and Policy Committee (SPPC) meeting held on Tuesday, November 17, 2020. The draft 2021 update to the 2020-2023 Multi-Year Budget may be viewed at the City Clerk’s Office, 3rd Floor, City Hall, 300 Dufferin Avenue and on the City’s website at www.london.ca/budget and getinvolved.london.ca. Members of the public are encouraged to become involved in the process related to the 2021 update to the 2020-2023 Multi-Year Budget through the following public engagement opportunity:

Joint Notice of Study Commencement and Online Public Information Centre (PIC)
Addendum to the Bradley Avenue Extension - Municipal Class Environmental Assessment (MCEA)

The new Mobility Transportation Master Plan for London - 2030 Transportation Master Plan: SmartMoves, identified the need for extension of Bradley Avenue, from Bostwick Road east to White Oak Road and the associated improvements to Bradley Avenue from White Oak Road to Jalna Boulevard (West leg), to manage continued growth in the city’s southwest. In 2005, the City completed a MCEA that recommended a preferred alignment for Bradley Avenue from White Oak Road to Bostwick Road. The study did not include the associated improvements of Bradley Avenue from White Oak Road easterly to Jalna Boulevard (West Leg). The associated improvements will allow for continuous vehicle, cyclist, and pedestrian infrastructure along the Bradley Avenue corridor. As the need for these improvements has been confirmed, the City is completing an Addendum to the 2005 MCEA to include Bradley Avenue between White Oak Road and Jalna Boulevard (West Leg) in the project. The previously approved recommendations for Bradley Avenue from White Oak Road to Wharncliffe Road South will not be reconsidered.
This study is being undertaken as an Addendum to the 2005 MCEA in accordance with the process outlined in the Municipal Engineers Association’s MCEA document (October 2000, as amended in 2007, 2011 and 2015), which is approved under the Ontario Environmental Assessment Act. A Public Information Centre (PIC) will be held on November 19, 2020 in an online format. The PIC material will be available online for two weeks. The Online PIC will present the project, investigations and recommendations for the study area. https://getinvolved.london.ca/bradley-ave  
A Notice of Filing of Addendum will be provided upon completion of the study and will be made available for public review for a 30-day period. Subject to comments received and the receipt of necessary approvals, the city intends to proceed with detailed design and construction.

Arva Pumping Station to Huron Street Transmission Main
Municipal Class Environmental Assessment Master Plan
Notice of Public Information Centre

The City of London (City) has initiated a Municipal Class Environmental Assessment (MCEA) master plan study to develop short and long-term maintenance and improvement/expansion plans for the Arva Huron transmission main between the Arva Pumping Station and Huron Street.  This study includes an assessment of the potential need to maintain and/or widen the existing transmission main easement to continue ongoing monitoring of the condition of the transmission main and/or for potential maintenance, repair or replacement of the existing transmission main.   Long term considerations include evaluating alternative options for routing the transmission main between the Arva Pumping Station and Huron Street in total or for specific sections for improvement or expansion purposes. The routing options to be investigated will address long-term transmission capacity needs and provide for water system redundancy. The Class EA process will examine a full range of alternatives and identify a preferred strategy for addressing the project needs. The project will include extensive public and agency consultation and the completion of Master Plan Project File report. The City of London wants anyone with an interest in the study to have an opportunity to provide input, which will help the project team in the decision-making process. In order to comply with social distancing requirements for COVID-19 the City will be holding a Virtual Online Public Information Centre scheduled for November 25, 2020, from 6:00pm to 8:00pm.  To register for this PIC please send an email to Paul.adams2@aecom.com.
