PUBLIC PARTICIPATION MEETING PROCESS

Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF REVISED APPLICATION

The following applications were received and advertised on a previous date in The Londoner and have since been REVISED.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

978 Gainsborough Road – The purpose and effect of this Official Plan and zoning change is to permit the development of two, 17 storey residential apartment buildings interconnected by a 6-storey podium with a total of 476 residential units.  Possible amendment to The London Plan to AMEND the site-specific policy to permit a maximum density of 370 units per hectare(uph) and a maximum height of 17-storeys on the subject lands. Possible amendment to the Zoning B-law to change is to permit Possible change to Zoning By-law Z.-1 FROM Holding Residential R9 Special Provision (h-5.h-11.h-17. R9-7(17).H50) TO Holding Residential R9 Special Provision (h-5.h-11.h-17. R9-7(  ).H60 Zone; –– to permit apartment buildings with special provisions including a minimum westerly interior side yard setback of 18.0m whereas 21.2m is required; a minimum rear yard setback of 17.5m whereas 21.2m is required; a maximum building height of 60.0m whereas 50.0m is permitted; a maximum lot coverage of 38% whereas 34% is permitted; and, a maximum density of 370 UPH whereas 150 UPH is permitted. 610-620 Beaverbrook Road – The purpose and effect of this Official Plan and zoning change is to permit two, 5-storey apartment buildings with a total of 176 residential units with a density of 144 units per hectare. Possible amendment to The London Plan to ADD a Specific Area Policy to permit two, apartment buildings as permitted uses and a height of 5-storeys within the Neighbourhood Place Type. Possible change to Zoning By-law Z.-1 FROM an Urban Reserve (UR1)) Zone and a Holding Residential R% (h.R5-7) Zone TO a Residential R9 Special Provision (R9-7(_)) Zone. Special provisions would permit a minimum front yard setback of 4.5 metres, whereas 8.0 metres is required; a maximum building height of 19.0 metres whereas 12.0 metres is required. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

1284 Sunningdale Road West – The Delegated Authority for the City of London intends to consider removing the h, h-54, h-71, h-95, and h-100 holding provisions from the subject lands to allow for the development of townhouses.  The purpose of the “h” holding provision to ensure the orderly development of lands and the adequate provision of municipal services, the “h” symbol shall not be deleted until the required security has been provided for the development agreement or subdivision agreement, and Council is satisfied that the conditions of the approval of the plans and drawings for a site plan, or the conditions of the approval of a draft plan of subdivision, will ensure a development agreement or subdivision agreement is executed by the applicant and the City prior to development. The purpose of “h-54” holding provision to ensure there are no land use conflicts between arterial roads and the proposed residential uses, the h-54 shall not be deleted until the owner agrees to implement all noise attenuation measures, recommended in noise assessment reports acceptable to the City of London. “h-71” holding provision to encourage street orientation development, the Owner shall prepare a building orientation plan which demonstrates how the front façade of the dwelling units can be oriented to all abutting streets (except where a noise barrier has been approved), acceptable to the General Manager of Planning and Development. The recommended building orientation will be incorporated into the approved site plan and executed development agreement prior to the removal of the “h-71” symbol. The purpose of “h-95” holding provision to ensure that the urban design concepts established through the Official Plan and/or Zoning amendment review process are implemented, a development agreement will be entered into which, to the satisfaction of the General Manager of Planning and Development, incorporates these concepts and addresses identified Urban design issues. The purpose of “h-100” holding provision to ensure there is adequate water service and appropriate access, a looped watermain system must be constructed and a second public access must be available to the satisfaction of the City Engineer, prior to the removal of the h-100 symbol. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

City Council Appointment to the London Hydro Board of Directors - City Council is seeking applications from individuals wishing to be considered for appointment to fill 2 (two) vacancies on the London Hydro Inc. Board of Directors.

Individuals applying to fill the vacancy shall be at least 18 years of age, must not hold the status of bankrupt, nor have been deemed of unsound mind by a court in Canada or elsewhere and shall meet all the requirements of the Ontario Business Corporation Act, RSO 1990, c.B.16, Section 118(1). In addition, the Board, as a whole, should possess most or all of the following:

  • Financial and legal knowledge;
  • A reasonable understanding of accounting and tax matters;
  • Comprehensive understanding of the core business and objectives of the Corporation;
  • Utility industry knowledge;
  • Strategic planning, including human resource planning;
  • Corporate stewardship and risk management;
  • Regulatory knowledge;
  • Experience in a competitive business environment;
  • Awareness of the needs of electric utility customers;
  • Awareness of municipal government and local issues;
  • Leadership and integrity;
  • Experience and knowledge of London industry;
  • Experience and expertise in economic development initiatives;
  • Engineering background;
  • Senior Executive with broad corporate, financial, and regulatory/legal experience;
  • CPA designation;
  • Senior Leadership Experience in IT and Engineering.
