Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner. If you have any questions or would like to provide comment, please see “Providing Comment” below.

1170 Fanshawe Park Road East – The purpose and effect of this zoning change is to facilitate a 3.5-storey, 26-unit stacked townhouse development with a maximum height of 12.0 metres and density of 70 units per hectare. Possible change to the Zoning By-law Z.-1 FROM a Residential R1 (R1-14) Zone TO a Residential R6 Special Provision (R6-5(_)) Zone. Special Provisions include: A Minimum front yard setback (Fanshawe Park Road East) of 3.0m whereas 8.0m is the minimum required; Minimum exterior side yard setback (Stackhouse Avenue) of 2.0m whereas 6.0m is the minimum required; Minimum interior side yard setback of 2.5m whereas 3.0m is the minimum required; Maximum density of 70 units per hectare whereas 35 units per hectare is permitted; and to permit a total parking requirement of 35 spaces for the proposed 26 units.. 530 Oxford Street West – The purpose and effect of this Official Plan & Zoning amendment is to add a specific area policy for the Transit Village Place Type to permit a maximum height of 33 storeys, and a zoning change to permit two (2) 33-storey mixed-use high-rise developments with 408 residential units, 473 square metres commercial space and a total density of 13-storey (48m) residential development with 126 units and a maximum density of 150 units per hectare. Possible change to Zoning By-law Z.-1 FROM a Commercial Shopping Area (CSA4) zone TO a Community Shopping Area/Residential R9 Special Provision (CSA4*R9-7(_)*D150*H115) Zone. Requested special provisions: A height of 115 metres; a front yard setback of 0.0 metres, whereas 10.0 metres is the minimum required; an exterior side yard setback of 0.0 metres, whereas 10.0 metres is the minimum required; a minimum landscape open space of 9%, whereas 9.2% is the minimum required; a maximum lot coverage of 40%, whereas a lot coverage of 30% is the maximum permitted; and to permit the uses permitted in the CSA4 zone to be located within the second floor of the towers (i.e., street level). NOTICE OF INTENT TO REMOVE A HOLDING PROVISION 

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

457 Southdale Road west – The Delegated Authority for the City of London intends to consider removing the h-167 holding provision from the subject lands to allow for the development of a place of worship.  The purpose of the “h-167” holding provision is to ensure the orderly development, the “h-167” symbol shall not be deleted until a private on-site sanitary disposal system has been designed and can be implemented to the satisfaction of the Managing Director, Development and Compliance Services and Chief Building Official. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than March 19, 2024.

If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

COMMUNITY INFORMATION MEETINGS – NON-STATUTORY

This meeting is a non-statutory community information meeting which the City’s Planning and Development Department at times convenes when, in the opinion of the Managing Director, Planning and Economic Development and City Planner, that the community should have a further opportunity to obtain information regarding a planning application. There will be a future statutory public participation meeting required under the Planning Act, held at the Planning and Environment Committee, which will provide the public with another opportunity to comment on the planning application. Notification of this Public Meeting will be published in the Londoner at a future date.

NOTICES

Notice of Meeting of the Community and Protective Services Committee – on March 18, 2024, not to be heard before 1:05 PM, City Hall, Council Chambers, 300 Dufferin Avenue.  The Community and Protective Services Committee will be holding a Public Participation Meeting to consider amendments to the Streets By-law S-1 regarding the display of graphic images on a street. Information regarding the above-noted matter will be posted on the City of London’s website at www.london.ca.  Written submissions regarding this matter to be included on the Community and Protective Services Committee Added Agenda for the meeting should be submitted by no later than 9:00 a.m., Friday, March 15, 2024, either delivered or mailed to the City Clerk’s Office, Room 308, 300 Dufferin Ave P.O. NOTICE OF TEMPORARY CLOSURE, CITY HALL FRONT ENTRANCE – Beginning Monday, March 11, the front entrance to City Hall on Dufferin Avenue will be closed to visitors and staff while repair and rehabilitation construction work takes place.  During this time, access to City Hall will be maintained and pedestrian traffic will be redirected around the building to the north entrance located off Reginald Cooper Square.

While the front entrance will be inaccessible, the front circle will be maintained for vehicle traffic with minor intermittent impacts and a reduced number of parking spaces. The accessible parking space and the accessible access ramp will continue to be in service. The anticipated completion date for the construction is July 31, 2024.
