NOTICE OF REVISED APPLICATION

7098-7118 Kilbourne Road – The purpose and effect of this application is to develop a condominium consisting of 10 residential units.  Consideration of a proposed draft plan of vacant land condominium consisting of 10 single detached residential units with a private access driveway, private internal services and a common element for open space/floodplain. 1737 Richmond Street – The purpose and effect of this Official Plan and zoning change is to permit a mixed-use (commercial/office and residential) apartment building with a height of 22 storeys and 226 residential units. Possible amendment to the 1989 Official Plan to ADD a Chapter 10 Specific Area Policy to permit a mixed-use (commercial/office and residential) apartment building with a height of 22 storeys and 226 residential units with Bonus Zoning. The intent is to align the 1989 Official Plan policies with The London Plan policies that will apply to the site.  Possible change to Zoning By-law Z.-1 FROM an Associated Shopping Area Commercial Special Provision (ASA1(5)/ASA2(3)/ASA3(1) Zone TO a Business District Commercial Special Provision Bonus (BDC1(   )*B-_) Zone. Permitted uses would include: animal hospitals; apartment buildings, with any or all of the other permitted uses on the first floor; bake shops; clinics; commercial recreation establishments; commercial parking structures and/or lots; day care centres; dry cleaning and laundry depots; duplicating shops; emergency care establishments; financial institutions; grocery stores; laboratories; laundromats; libraries; medical/dental offices; offices; personal service establishments; private clubs; restaurants; retail stores; service and repair establishments; studios; video rental establishments; lodging house class 2; cinemas; brewing on premises establishment; food store; animal clinic; convenience store; post office; convenience service establishments; bed and breakfast establishments; antique store; police stations; artisan workshop; craft brewery; hotels; taverns. The proposed special provisions would permit: all of the commercial and office uses on the first and second floor; a maximum height of 80m whereas 12m is the maximum; a maximum density of 485 units per hectare; and a reduced minimum parking of 234 spaces, whereas 353 parking spaces are required. The Bonus Zone would permit a maximum building height of 22 storeys (80m) and a maximum density of 485 units per hectare, in return for eligible facilities, services, and matters outlined in Section 19.4.4 of the 1989 Official Plan and policies 1638_ to 1655_ of The London Plan. The proposed facilities, services, and matters to support Bonus Zoning include enhanced urban design, roof-top amenity, and affordable housing.  The City may also consider additional considerations such as a different base zone, the use of holding provisions, and/or additional special provisions. 1140 Fanshawe Park Road West – The purpose and effect of this application is to consider a proposed Revised Draft Plan of Subdivision, Official Plan Amendments and Zoning By-law Amendments to allow for a residential subdivision consisting of low-density residential uses, medium-density residential uses, neighbourhood facility uses and open space uses serviced by five (5) new streets. Revised Draft Plan of Subdivision – Consideration of a Revised Draft Plan of Subdivision consisting of 18 low-density residential blocks, six (6) medium-density residential blocks, two (2) school blocks and three (3) open space blocks, including one (1) open space block for the compensation and relocation of an existing Provincially Significant Wetland and five (5) internal streets. Official Plan Amendment – Consideration of possible amendments to the 1989 Official Plan, including amendments to Schedule ‘A’ – Land Use Map to redesignate lands from “Low Density Residential” to “Multi-Family, Medium Density Residential” and from “Low Density Residential” to “Open Space”. Consideration of possible amendments to The London Plan, including amendments to Map 1 to redesignate a portion of lands from the “Open Space Place Type” to the “Neighbourhoods Place Type” surrounding the identified Provincially Significant Wetland” and to redesignate a portion of lands from the “Neighbourhoods Place Type” to the “Open Space Place Type”. Notice of Public Information Centre (PIC) No. 2: Greenway Wastewater Treatment Plant Climate Change Resiliency Class Environmental Assessment

The City of London (the City) is undertaking a Schedule B Municipal Class Environmental Assessment (EA) to identify the preferred solution for flood protection and climate change resiliency at the Greenway Wastewater Treatment Plant (WWTP). 

Background: In April 2019, the City declared a climate emergency to deepen its commitment to protecting its economy, ecosystems, and communities from climate change through adaptation and mitigation initiatives.
The City secured federal funding through the Disaster Mitigation and Adaptation Fund for this project at the Greenway WWTP, as well as for climate change resiliency improvements at the Greenway WWTP.
This project has sought to identify a preferred flood protection approach to improve asset resilience, enhance treatment capabilities, and improve plant safety. The approaches first outlined at PIC No. 1 have been evaluated, including a flood barrier, an effluent pumping station, and other upgrades to protect critical infrastructure assets and reduce the environmental impacts of flooding. PIC No. 2 will outline the preliminary preferred solution, including integration of public and agency comments to date.
At the end of the study, a project report documenting the entire study process will be available for public review.

Notice of Completion – Wastewater Treatment Operations Master Plan

The City of London is concluding its Wastewater Treatment Operations Master Plan, which has been completed as a Master Plan in accordance with the Municipal Engineers Association Municipal Class Environmental Assessment (2000, as amended in 2007, 2011 and 2015). The Master Plan provides a long-range plan for the City’s wastewater system infrastructure to accommodate population growth and meet the City’s environmental, social, and economic commitments.

Process

This Master Plan was undertaken in accordance with the Ontario Environmental Assessment (EA) Act and covered Phases 1 and 2 of the Municipal Class EA Process, including the definition of a problem or opportunity, as well as the identification and evaluation of potential alternative solutions. At this time, a Master Plan Report has been completed to provide a recommended implementation plan for the City’s wastewater pumping stations and treatment plants. The Master Plan Report will be available online for review: https://getinvolved.london.ca/wastewater-master-plan

Interested persons may provide written comments to our project team by March 22, 2022. All comments and concerns should be sent directly to Marcy McKillop at the City of London (contact information below).

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e. requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name.

Requests should specify what kind of order is being requested (request for conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request. This will ensure that the ministry is able to efficiently begin reviewing the request.

  • Members should have an interest in the matters included in the mandate of the Integrated Transportation Community Advisory Committee 

*Length of meetings shall vary depending on the agenda.  Meetings of working groups that have been formed by the Committee may meet at any time and at any location and are in addition to the regular meetings of the Committee.  Meeting times and dates are set annually.
