Public Participation Meeting (PPM) Process

As part of the City’s ongoing efforts to slow the spread of COVID-19, and in keeping with the regulations and guidelines provided by the Province of Ontario, the Public Participation Meeting process has been modified.  The capacity for individuals in City Hall meeting rooms and the Council Chambers Public Gallery will reflect the requirement for 2m physical distancing, with designated seating and standing areas being provided. Public Participation Meeting (PPM) Process  Members of the public are asked to “pre-register” to speak in person at a PPM. Speakers will be limited to five minutes of verbal presentation. Pre-register by calling 519-661-2489 ext. 7100; or by emailing PPMClerks@london.ca Please indicate the PPM subject matter when contacting the Clerk’s Office. Registrations will be confirmed.  When pre-registering, members of the public will have a brief COVID-19 health screening and will be asked to self-screen prior to entering City Hall. When pre-registering, members of the public will be advised which meeting room to attend on the second floor of City Hall.  Presentations will be strictly verbal; any other submission of photos, slides or written information must be made outside of the PPM. These can be forwarded to the staff associated with this matter and/or to the registration email, noted above. In order to be considered, all submissions should be made prior to the Council meeting when the standing committee recommendation regarding the subject matter is considered.  Public Participation Meeting (PPM) Process – At the meeting Members of the public should self-screen before entering City Hall.  You likely will be greeted by security upon entering the building.  Members of the public should convene in the assigned seating, in the appropriate meeting room for the PPM as noted in the pre-registration.  Each committee room will broadcast the meeting taking place in the Council Chambers.  City Staff will be in each room to assist members of the public.   When appropriate, individual members of the public will have an opportunity to speak to the committee, using the camera/microphone in the committee room.  Floor markings will indicate where to stand.   Council Chambers  Committee members and staff will be present in the Chambers (physically, or by remote attendance).  There will be no public access to the Council floor.  Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001 and will be used by Members of Council and City of London staff in their consideration of this matter, including the provision of adequate physical distancing. NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

660 Sunningdale Road East– The intent to of this application is sever and rezone approximately 33m of land from the west portion of Block 5 and merge this parcel with Block 4, to permit the lands to be developed for a mix of residential/commercial uses.  Residential/commercial will consist of a medium density apartment building, small scale commercial and office uses with units above the first floor for Block 4 and portions of Block 5 respectively. Possible change to Zoning By-law Z.-1 FROM a Holding Business District Commercial Special Provision h, h-100, h-173, BDC2(10)*H18 Zone and a Holding Residential R5/R6 Special Provision (h*h-100*h-173*R5-6(9)/R6-5(38)/R8-4(27)) Zone TO a Holding Business District Commercial Special Provision h, h-100, h-173, BDC2(10)*H21 Zone, which permits a range of commercial uses on the first floor with residential uses above, to a maximum height of 21m. 1752 Hamilton Road; east side, north of Commissioners Road East; approx. 0.27 hectares (0.67 acres) - The purpose and effect of this application is to facilitate creation of four (4) single detached dwelling lots identified as Lots 65, 66, 67 & 68 fronting future Oriole Drive. Consideration of an amendment to the zoning by-law to change the zoning from a Residential R1 (R1-14) Zone, which permits single detached dwellings on lots having a minimum lot area of 2000 square metres and minimum lot frontage of 30 metres, to a Residential R1 (R1-3) Zone to permit single detached dwellings on lots having a minimum lot area of 300 square metres and minimum lot frontage 10 metres. The City may also consider applying holding provisions in the zoning to ensure adequate provision of municipal services, and that a subdivision agreement or development agreement is entered into; and to ensure completion of noise assessment reports and implementation of mitigation measures for development in proximity to arterial roads. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

To permit a floor area ratio of 57.0% whereas 35.0% is the maximum permitted. To permit a gross floor area of 602m², whereas, 275m² is the maximum permitted.

Notice of Public Participation Meeting – Meeting of the Community and Protective Services Committee – Administrative Monetary Penalties By-law on April 20, 2021 not to be heard before 4:15 PM, City Hall, Council Chambers, 300 Dufferin Avenue. Pursuant to regulations contained in the Municipal Act, as amended, the Community and Protective Services Committee will be holding a Public Participation Meeting to receive delegations and their comments regarding the consideration of an amendment to the Administrative Monetary Penalties By-law and By-laws related to: companion animals, boundary and pool fences, building identification, sound, parks, nuisances, vehicles for hire, signs, streets and waste disposal to allow for by-law contraventions to be addressed by Administrative Monetary Penalties. Information regarding the above-noted matter will be posted on the City of London’s website at www.london.ca. Written submissions regarding this matter to be included on the Community and Protective Services Committee Added Agenda for the meeting should be submitted by no later than 9:00 a.m. on Monday, April 19, 2021, either delivered or mailed to the City Clerk’s Office, Room 308, 300 Dufferin Ave P.O.
