Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Monday, March 20, 2023. Standing Committee and Council Meetings are virtual meetings hosted in City Hall, Council Chambers. Comprehensive Review of The London Plan - Community Information Meeting - The City of London is holding an Open House for the public to speak to staff about the issues, scope, and timing of the Comprehensive Review of The London Plan.  Your input is important.

This meeting is a non-statutory community information meeting which the City’s Planning and Development Department at times convenes when, in the opinion of the Managing Director, Planning and Economic Development and City Planner, that the community should have a further opportunity to obtain information regarding a planning application. There will be a future statutory public participation meeting required under the Planning Act, held at the Planning and Environment Committee, which will provide the public with another opportunity to comment on the planning application.

The Planning Act requires that every municipality regularly review their official plan to ensure it conforms with Provincial Plans, has regard for matters of Provincial Interest, and is consistent with policy statements, including the Provincial Policy Statement (PPS).  The London Plan is the official plan for the City of London.  A Comprehensive Review must also review its land supply to ensure lands planned for various land uses meet the needs of projected growth.

NOTICE OF APPLICATION

376-390 Hewitt Street & 748 King Street - The purpose and effect of this amendment is to permit a surface parking lot for a period not exceeding three (3) years. Possible change to Zoning By-law Z.-1 FROM a Residential R8 (R8-4) Zone, which permits medium density residential development in the form of low rise apartment buildings, and a Business District Commercial Special Provision/Temporary (BDC(2)) Zone, which permits a mix of retail, residential, and office uses, TO a Residential R8/Temporary (R8-4/T-_) Zone and Business District Commercial Special Provision/Temporary (BDC(2)/T-_) Zone. The proposed Temporary Zone would permit a surface residential parking lot for a period not exceeding three (3) years. Special provisions to the Temporary Zone would permit: a minimum parking setback to external property lines (ROW) of 2 metres; a minimum parking setback to internal property lines of 1.0 metres; a minimum parking setback to the daylight triangle of 0.4 metres; a minimum drive aisle width of 6.0 metres; a minimum drive aisle hammerhead depth of 1.0 metres; a minimum interior landscape island width of 0.5 metres with concrete; and a minimum entrance landscape island with of 2.0 metres with landscaping. NOTICE OF REVISED APPLICATION

614 Westmount Crescent – The purpose and effect of this zoning change is to permit a cluster townhouse development comprised of two, three storey buildings containing a total of 20 residential units (equating to a residential density of 43 units/ha). Possible change to Zoning By-law Z.-1 FROM a Residential R1 (R1-9) Zone TO a Residential R5 Special Provision R5-5(  ) Zone. Special provisions would permit a minimum front yard setback of 3.0 metres whereas 6.0metres is required; and to permit a minimum rear yard setback of 4.5 metres, whereas 6.0 metres is required. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

1:30 p.m. – A.019/23 - 173 Duchess Avenue, PLAN 438 LOT 47. To permit an attic addition above the second storey of a single detached dwelling. To permit a west interior side yard setback of 1.0m, whereas 1.2m is the minimum required.

1:30 p.m. – A.020/23 - 1525-1605 Dyer Drive, LONDON CON 5 PT LOT 24 RP 33R19678 PARTS 19 TO 22 AND 27 TO 31. To permit the expansion of a parking structure. To permit a south interior side yard parking structure setback of 3.0m whereas the minimum interior side yard setback of 19.2m to the parking structure is required. To permit a rear yard parking structure setback of 10.0m whereas the minimum rear yard parking structure setback of 19.2m is required.

1:30 p.m. – A.016/23 - 152 Albert Street (units 1-24) - To extend an existing walkway. To permit a yard encroachment for a deck that is 1.5m from the north lot line, whereas 4.5m is the minimum required. To permit a yard encroachment for a deck that is 0.7m from the east lot line, whereas 1.5m is the minimum required.

2:00 p.m. – A.002/23 - 1965 Highland Heights - Permission to sever a lot with an area of 479.5 m² and a lot frontage of 15.0m and retain a lot with an area of 1374.8 m² with a lot frontage of 29.1m. Retained: To permit a rear yard setback of 6.7m, whereas 7.0m is the minimum required.

Notice to Owners of Heritage Designated Properties - Heritage property owners are reminded to contact a Heritage Planner when considering changes to their property. Heritage Alteration Permit approval may be required to make changes to an individually designated property, or a property located within one of London’s seven Heritage Conservation District. There is no fee for a Heritage Alteration Permit. Please contact one of the City’s Heritage Planners, Planning and Development 519-930-3500, heritage@london.ca.

London Endowment Fund for Heritage –The London Endowment Fund for Heritage, administered by the London Community Foundation, is accepting applications for grants. Grants are available for Archaeological Heritage, Architectural Heritage, Cultural Landscapes, Movable Heritage, and Natural Heritage. The deadline for grant applications is March 28, 2023. Applications are available through the London Community Foundation www.lcf.on.ca

Disposal of Municipal Lands - Pursuant to City of London By-law A.-6151-17, notice is hereby given that the Municipal Council of The Corporation of the City of London at its meeting on February 14, 2023 declared the following City-owned land to be surplus and now intends to dispose of it:
