Public Participation Meeting (PPM) Process

As part of the City’s ongoing efforts to slow the spread of COVID-19, and in keeping with the regulations and guidelines provided by the Province of Ontario, the Public Participation Meeting process has been modified.  The capacity for individuals in City Hall meeting rooms and the Council Chambers Public Gallery will reflect the requirement for 2m physical distancing, with designated seating and standing areas being provided. Public Participation Meeting (PPM) Process  Members of the public are asked to “pre-register” to speak in person at a PPM. Speakers will be limited to five minutes of verbal presentation. Pre-register by calling 519-661-2489 ext. 7100; or by emailing PPMClerks@london.ca Please indicate the PPM subject matter when contacting the Clerk’s Office. Registrations will be confirmed.  When pre-registering, members of the public will have a brief COVID-19 health screening and will be asked to self-screen prior to entering City Hall. When pre-registering, members of the public will be advised which meeting room to attend on the second floor of City Hall.  Presentations will be strictly verbal; any other submission of photos, slides or written information must be made outside of the PPM. These can be forwarded to the staff associated with this matter and/or to the registration email, noted above. In order to be considered, all submissions should be made prior to the Council meeting when the standing committee recommendation regarding the subject matter is considered.  Public Participation Meeting (PPM) Process – At the meeting Members of the public should self-screen before entering City Hall.  You likely will be greeted by security upon entering the building.  Members of the public should convene in the assigned seating, in the appropriate meeting room for the PPM as noted in the pre-registration.  Each committee room will broadcast the meeting taking place in the Council Chambers.  City Staff will be in each room to assist members of the public.   When appropriate, individual members of the public will have an opportunity to speak to the committee, using the camera/microphone in the committee room.  Floor markings will indicate where to stand.   Council Chambers  Committee members and staff will be present in the Chambers (physically, or by remote attendance).  There will be no public access to the Council floor.  Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001 and will be used by Members of Council and City of London staff in their consideration of this matter, including the provision of adequate physical distancing. 193 Queens Avenue – The purpose and effect of the requested Zoning By-law amendment is to recognize and permit the continued operation of the existing surface commercial parking lot use for a period of three years. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

420 Fanshawe Park Road East– City Council intends to consider removing the Holding (h-5) Provision from the zoning of the subject lands to allow the development of a 142 unit four (4) storey apartment building permitted under the Residential R1 Bonus (R1-7*B42) Zone. The purpose of the “h-5” provision is to ensure that development takes a form compatible with adjacent land uses, agreements shall be entered into following public site plan review specifying the issues allowed for under Section 41 of the Planning Act, R.S.O. 1990, c. P.13, prior to the removal of the "h-5" symbol. Council will consider removing the holding provisions as it applies to these lands no earlier than April 26, 2021File: H-9320 Planner: S. 3493 Colonel Talbot Road – City Council intends to consider removing the “h” and “h-100” Holding Provision’s from the zoning of the subject lands.  The purpose and effect of this zoning change is to remove the holding symbol’s permitting the development of Phase 1 of the W3 Farms, Draft Plan of Subdivision which includes single detached dwellings, street townhouse dwellings and medium density residential blocks. The purpose of the “h” provision is to ensure the orderly development of lands and the adequate provision of municipal services. The “h” symbol shall not be deleted until the required security has been provided and/or a development agreement has been entered into for the subject lands.  The purpose of the “h-100” provision is to ensure there is adequate water service and appropriate access, a looped watermain system must be constructed and a second public access must be available to the satisfaction of the City Engineer, prior to the removal of the h-100 symbol.  Council will consider removing the holding provisions as it applies to these lands no earlier than April 19, 2021File: H-9326 Planner: M. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

The Committee of Adjustment for the City of London will meet on Thursday April 8, 2021, commencing at 1:30 p.m., on the second floor of City Hall, 300 Dufferin Avenue, London, Ontario for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1.

To construct a single detached dwelling and accessory structure. To permit a front yard setback for the main building of 60.4m, whereas 24.5m is the maximum permitted. To permit a front yard setback for a private garage (accessory structure) of 49.2m, whereas the setback shall be that of the main building. To permit an accessory structure building height of 6.4m, whereas 6.0m is the maximum permitted. To permit a north interior side year setback for an accessory structure of 2.3m, whereas 3.0m is the minimum required.

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person or by Counsel at the hearing and file a written request with the Secretary-Treasurer of the Committee of Adjustment.  An appeal from a decision of the Committee of Adjustment to the Local Planning Appeal Tribunal (LPAT) shall be filed within 20 days of making the decision. Meetings can be viewed via live-streaming on YouTube and the City website. There is additional information on the City of London website www.london.ca about Public Participation Meetings, during the COVID-19 emergency.  Members of the public who may wish to participate in the meeting virtually should consult the website for details, and also note that pre-registration is mandatory.

Notice of Public Participation Meeting – Meeting of the Civic Works Committee – MN-9313 Blackwater Road, Registered Plans 33M-764 and 33M-787 on March 30, 2021 not to be heard before 12:05 PM, City Hall, Council Chambers, 300 Dufferin Avenue. The Civic Works Committee will be holding a Public Participation Meeting to receive delegations and their comments regarding the renaming of Blackwater Road to Appletree Terrace on Registered Plans 33M-764 and 33M-787. Information regarding the above-noted matter is posted on the City of London’s website at www.london.ca.  Written submissions regarding this matter to be included on the Civic Works Committee Added Agenda for the meeting should be submitted by no later than 9:00 a.m. on Monday, March 29, 2021 either delivered or mailed to the City Clerk’s Office, Room 308, 300 Dufferin Ave P.O. Notice of Public Participation Meeting – Meeting of the Community and Protective Services Committee – Swimming Pool Fence By-law Review on April 20, 2021 not to be heard before 4:05 PM, City Hall, Council Chambers, 300 Dufferin Avenue. The Community and Protective Services Committee will be holding a Public Participation Meeting to receive delegations and their comments regarding swimming pool fences for privately owned residential back yard pools, and neighbourhood safety. Information regarding the above-noted matter is posted on the City of London’s website at www.london.ca.  Written submissions regarding this matter to be included on the Community and Protective Services Committee Added Agenda for the meeting should be submitted by no later than 9:00 a.m. on Monday, April 19, 2021 either delivered or mailed to the City Clerk’s Office, Room 308, 300 Dufferin Ave P.O.
