801 Sarnia Road: north of Sarnia Road; approx. 0.8138 hectares (2.01 acres) – The purpose and effect of this application is to facilitate the construction of a six (6) storey apartment building containing 100 units, three (3) of which will be affordable, with access from Sarnia Road.  Consideration of an amendment to the Zoning By-law to change from a Residential R8 Bonus and Rail Transportation (R8-4*B-40/RT) Zone to a Residential R8 (R8-4*B-40) Bonus Zone, which permits medium density residential development in the form apartment buildings, and to amend the Bonus Zone 40.  Amendments to the Bonus Zone 40 include permitting a minimum front yard depth of 4m, a minimum rear yard setback to the Open Space (OS1) Zone of 13m, a maximum height of 20m and a minimum of one (1) parking space per units and 0.33 spaces per affordable unit.  The City may also consider applying the Open Space (OS1) Zone.  An Official Plan amendment will also be considered to allow a density of 123 units per hectare with the intent to align the 1989 Official Plan designation for these lands with the policies of The London Plan, the new Official Plan for the City of London. 604 Beaverbrook Road – The purpose and effect of this Official Plan and zoning change is to permit a 4-storey stacked townhouse development with at total of a total of 32 residential units with a density of 92 units per hectare. Possible amendment to The London Plan to ADD a Specific Area Policy to permit stacked townhouses as a permitted use and a height of 4-storeys within the Neighbourhood Place Type. Possible change to Zoning By-law Z.-1 FROM an Urban Reserve (UR1)) Zone TO a Residential R6 Special Provision Bonus (R6-5(_)*B-_) Zone. Special provisions would permit a minimum front yard setback of 5.3m along a local road, whereas 6m is required; a minimum interior side yard setback of 3.2m whereas 6m is required; a minimum rear yard setback of 4.15m whereas 6m is required; a maximum building height of 13m whereas 12m is required; a minimum parking rate of 1.1 spaces per residential unit, whereas 1.5 spaces per unit is required; and a maximum density of 92 units per hectare(uph) whereas 35 uph is permitted. . The proposed bonus zone would permit a maximum density of 92 units per hectare in return enhanced urban design and, specifically affordable housing outlined in Section 19.4.4 of the 1989 Official Plan and policies 1638_ to 1655_ of The London Plan. 1856-1870 Oxford Street West – The purpose and effect of this Official Plan and zoning change is to permit a mixed-use development with a commercial podium consisting of 840m² of ground floor commercial uses and two 10 & 11 storey residential towers consisting of 223 residential units. Possible amendment to The London Plan to ADD a Specific Area Policy to permit a mixed-use development with 840m² of ground floor commercial along with two 10 & 11 storey residential towers within the Neighbourhood Place Type. Possible change to Zoning By-law Z.-1 FROM a Commercial Shopping Area Special Provision (CSA5(6)) Zone TO a Commercial Shopping Area Special Provision (CSA5(  )) Zone. Special provisions would permit a mixed-use development with apartment buildings; permit a minimum front and exterior side yard setback 0m  setback as permitted under the current zone; permit a minimum interior side yard setback of 2m, whereas 4.5m is required; permit a height of 40m whereas 12m is required; minimum parking spaces of 554 whereas 608 spaces are required; a maximum of 223 residential units; a maximum of 840m² commercial; and to permit stand-alone buildings that do not form part of a shopping centre as permitted under the current zone. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

870 Kleinburg Street City Council intends to consider removing the “h”, h-100 and “h-173” Holding Provisions from the zoning of the subject lands.  The purpose and effect of this zoning change is to remove the holding symbols to allow development of the lands for residential purposes permitted under the Holding Special Provision Compound Business District Commercial (h*h-100*h-173*BDC2(7))*H18*D75 Zone.  The purpose of the “h” provision is to ensure the orderly development of the lands and the adequate provision of municipal services. The “h” symbol shall not be deleted until the required security has been provided for the development agreement or subdivision agreement, and Council is satisfied that the conditions of approval of the plans and drawings for a site plan, or the conditions of the approval of a draft plan of subdivision, will ensure a development agreement or subdivision agreement is executed by the applicant and the City prior to development. The purpose of the “h-100” symbol is to ensure there is adequate water service and appropriate access, a looped watermain system must be constructed and a second public access must be available to the satisfaction of the City Engineer, prior to the removal of the h-100 symbol. Permitted Interim Uses: A maximum of 80 residential units. The purpose of the “h-173” symbol is to ensure that development is consistent with the City of London Urban Design Principles and Placemaking Guidelines. The “h-173” shall not be deleted until urban design guidelines have been prepared and implemented through the subdivision agreement, to the satisfaction of the City of London. 414-418 Old Wonderland Road City Council intends to consider removing the Holding (“h-5”) Provision from the zoning of the subject lands to allow 29 cluster townhouse and cluster stacked townhouses permitted under the Residential R5 Special Provision (R5-7(20)) Zone. The purpose of the “h-5” provision is to ensure that development takes a form compatible with adjacent land uses, agreements shall be entered into following public site plan review specifying the issues allowed for under Section 41 of the Planning Act, R.S.O. 1990, c. P.13, prior to the removal of the "h-5" symbol. Council will consider removing the holding provisions as it applies to these lands no earlier than April 25, 2022.  File: H-9482 Planner: S. Notice for Public Participation Meeting regarding the draft Climate Emergency Action Plan at Strategic Priorities and Policy Committee on April 5, 2022:
The Strategic Priorities and Policy Committee will consider the following matter at a Public Participation Meeting to be held Tuesday, April 5, 2022: the draft Climate Emergency Action Plan (CEAP).
Items not to be heard before 4:05 p.m.

The City of London has declared a Climate Emergency and on February 8, 2022, a draft community-based Climate Emergency Action Plan (CEAP) was presented to Council’s Strategic Priorities and Policy Committee. A Public Participation Meeting will be held at Council’s Strategic Priorities and Policy Committee meeting on April 5, 2022 to receive community feedback and input to inform Council decision-making.  
The proposed CEAP is a community-wide plan to achieve three main goals: 

  1. Net-zero community greenhouse gas (GHG) emissions by 2050 
  2. Improved resilience to climate change impacts 
  3. Bring everyone along (e.g., individuals, households, businesses, neighbourhoods) 

 The CEAP includes ten Area of Focus implementation workplans with actions that address the majority of climate change mitigation (reducing greenhouse gas emissions) and adaptation (improving resilience to climate change impacts) aspects that are relevant to London.
