PUBLIC PARTICIPATION MEETING PROCESS

Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

The Committee of Adjustment for the City of London will be held electronically and attendance by the Committee members will be virtual on Thursday July 4, 2024, no earlier than 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Members of the public can participate in person at City Hall 2nd floor Committee Room # 1, or via Zoom by computer, mobile device, or telephone audio. To register to participate in-person or virtually, email CoAregister@london.ca or contact Secretary - Treasurer, London Committee of Adjustment at 519-930-3500 by 4:30 p.m. the day before the committee meeting. 1:30 p.m. – A.068/24 - 2344 Clarke Road, CON 5 PT LOT 4 IRREG. To permit an addition. To permit a maximum front yard depth of 14.9m. To permit a minimum south interior side yard depth of 16.0m. To permit a maximum lot coverage of 3.8%. To permit a maximum height of 10.0m.

1:30 p.m. – A.055/24 Wharncliffe Road South - 217 Wharncliffe Road South, PLAN 445 LOT 7 PT LOT 6. To permit a change of use within the existing building. To permit 6 parking spaces, whereas 18 spaces is the minimum required.

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person or by Counsel at the hearing and file a written request with the Secretary-Treasurer of the Committee of Adjustment.  An appeal from a decision of the Committee of Adjustment to the Ontario Land Tribunal shall be filed within 20 days of making the decision. Please be advised that from March 4 to July 31, 2024, the front (south) entrance to City Hall will be closed to visitors and staff while repair and rehabilitation work takes place. During this time pedestrian traffic will be redirected to the north entrance located off Reginald Cooper Square. Access from the lower-level parking garage to the City Hall elevators will still be available.

NOTICE OF HERITAGE DESIGNATION BY-LAW - TAKE NOTICE THAT the Council of The Corporation of the City of London at its meeting on June 4, 2024 passed By-law No. L.S.P.-3516-141 to designate 244 Base Line Road East as being of cultural heritage value or interest pursuant to the Ontario Heritage Act, R.S.O. 1990.

A copy of the by-law may be obtained from the Office of the City Clerk by emailing DocServices@london.ca or phoning 519-661-CITY (2489) ext. 0916.

Any person who objects to the by-law may appeal to the Ontario Land Tribunal (OLT) by serving a notice of appeal on the Tribunal and City Clerk within 30 days of the date of publication of the notice of passing of the by-law. A notice of appeal must set out the objection to the by-law and reasons in support of the objection, accompanied by the fee charged by the Tribunal. NOTICE OF ADOPTION OF AN OFFICIAL PLAN AMENDMENT, C.P.-1512(dg)-139 (OPA 111) - TAKE NOTICE that the Municipal Council of The Corporation of the City of London passed by-law C.P.-1512(dg)-139 under section 17 of the Planning Act, R.S.O. 1990, c. P.13, as amended, for the purpose of adopting Amendment No. 111 (OPA 111) to the Official Plan for the City of London Planning Area - 2016 on June 4, 2024.

PURPOSE AND EFFECT OF THE OFFICIAL PLAN AMENDMENTThe purpose and effect of the amendments are to improve clarity and consistency within the environmental policies and maps of The London Plan. It will reflect changes to provincial ministries, Council’s committees, policy documents and legislation. The amendments to Map 1 – Place Types, Map 5 – Natural Heritage and Map 6 – Hazards and Natural Resources will update mapping based on past development applications, and recent City-initiated projects that have resulted in changes.

RELATED APPLICATIONS: The land to which the by-law applies is not the subject of an application under the Planning Act for an amendment to a zoning by-law, for a minor variance or a consent, a Minister’s Zoning Order, or for approval of a plan of subdivision.

WHO MAY FILE AN APPEAL: Only individuals, corporations, and public bodies may appeal a by-law to the Ontario Land Tribunal (OLT). A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf. No person or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party. Please see the Planning Act for updated appeal requirements.

WHEN COUNCIL’S DECISION IS FINAL: The proposed official plan amendment is exempt from approval by the Minister of Municipal Affairs and Housing. The decision of the Council is final if a notice of appeal is not received on or before the last day for filing a notice of appeal.
