Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public in limited capacity for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone. Please note that the majority of Elected Officials attend the meetings virtually.

NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Monday, February 7, 2022.  During the COVID-19 emergency, Standing Committee and Council Meetings are virtual meetings hosted in City Hall, Council Chambers. Participation of some Council Members and staff will be virtual.  Meetings can be viewed via live-streaming on YouTube and the City website.  There is additional information on the City of London website www.london.ca about Public Participation Meetings, during the Covid-19 emergency. 2624 Jackson Road and 1635 Commissioners Road East (Parker Jackson Subdivision – Phase 1); lands located on the east side of Jackson Road, south of Commissioners Road East The purpose and effect of this application to change the zoning of Lots 46 to 58 and Lots 61 to 65 within a draft-approved plan of subdivision (Parker Jackson - Phase 1) from a  Residential R1 (R1-4) Zone, which permits single detached dwellings on lots having a minimum lot area of 360 square metres and minimum lot frontage of 12 metres, to a Residential R1 (R1-3) Zone, which permits single detached dwelling on lots having a minimum lot area of 300 square metres and minimum lot frontage of 10 metres. The purpose and effect of this zone change is to correct the zoning to permit these lots to have frontages ranging from 11.49 metres to 11.87 metres, as shown on the accepted subdivision servicing drawings. 475 Grey Street - The purpose and effect of the proposed Official Plan Amendment is to add a Special Policy to Chapter 10 of the 1989 Official Plan to permit the density of the proposed development. The intent is to align the 1989 Official Plan designation for these lands with the policies of The London Plan, the new Official Plan for the City of London. 
The purpose and effect of the proposed Zoning By-law amendment is to change the zoning FROM a Residential R2 (R2-2) Zone TO a Residential R8 Special Provision (R8-4(_)) Zone to permit two (2) 2.5-storey stacked townhouses 3 units high (with each building containing a total of 18 units for a total of 36 units) and site-specific regulations for an increase in residential density; reduction of on-site vehicular parking supply; reductions of front yard, exterior site yard, rear yard, and balcony setbacks; and, permitting a third stacked residential unit within the townhouse whereas the definition of “Stacked Townhouse” permits residential units to be stacked two (2) units high. 346, 370, and 392 South Street and 351, 373, and 385 Hill Street; located on the west side of Colborne Street, north of South Street; approximately 1.89 hectares – The purpose and effect of this application is to approve a Draft Plan of Vacant Land Condominium consisting of 6 units, and each unit contains one (1) low rise or one (1) mid-rise residential apartment building.  Consideration of a proposed draft plan consisting of 6 units containing one (1) apartment building and common elements to be registered as one Condominium Corporation.  Common elements include driveways, above-ground shared parking areas, underground parking facilities and at-grade outdoor amenity areas.  A public meeting will be held no sooner that February 7, 2022, and will not be heard before 4:00 p.m.  *For the lands under consideration, the following applications have also been submitted:  Site Plan Approval – Application File No. SPA21-081; Removal of Holding Provisions – H-9462; Official Plan and Zoning By-law Amendments – Application File No. OZ-9418 and Z-9224. 600 Oxford Street West – The purpose and effect of this Official Plan and zoning change is to permit “office”, “retail”, “commercial recreation establishments” and “automotive uses, restricted” within existing buildings on the subject lands. Possible amendment to the 1989 Official Plan to add a Chapter 10 Specific Area Policy to permit “office”, “retail” and “commercial recreation establishments” uses within existing buildings, in addition to the uses permitted in the Auto-Oriented Commercial Corridor designation. Possible amendment to The London Plan to add a Specific Policy Area to permit “automotive uses, restricted” within existing buildings, in addition to the uses permitted in the Transit Village Place Type. Possible change to Zoning By-law Z.-1 FROM Highway Service Commercial/Restricted Service Commercial (HS/RSC1) Zone TO a Highway Service Commercial Special Provision (HS(_)) Zone. Special provisions would add “office”, “retail store” and “commercial recreation establishments” to the range of permitted uses, and permit: a westerly interior side yard depth of 1.25m, whereas 4.5m is required; an easterly interior side yard depth of 4.05m, whereas 4.5m is required; a landscaped open space of 8%, whereas 15% is required; and parking to be setback 0m from the ultimate road allowance, whereas 3m is required. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

346, 370, and 392 South Street; 351, 373, and 385 Hill Street; and 124 Colborne Street; located on the east and west sides of Colborne Street, north of South Street; approximately 2.033 hectares – City Council intends to consider removing the h, h-5 holding provisions from the subject lands to allow for the development of a Draft Plan of Vacant Land Condominium consisting of 6 units, each unit containing one (1) low rise or one (1) mid-rise residential apartment building, to be registered as one Condominium Corporation, as well as a 11-storey apartment building at 124 Colborne Street.  The purpose of the “h” provision is to ensure the orderly development of lands and adequate provision of municipal services.  The “h” symbol shall not be deleted until the required security has been provided and/or a subdivision agreement has been entered into for the subject lands.  The purpose of the “h-5” provision is to ensure the proposed development is compatible with the surrounding land uses.  Agreements shall be entered into following a site plan review prior to the removal of the symbol.  Council will consider removing the holding provision as they apply to these lands no earlier that February 7, 2022.  *For the lands under consideration, the following applications have also been submitted:  Site Plan Approval – Application File No. SPA21-081; Draft Plan of Vacant Land Condominium – 39CD-21522; Official Plan and Zoning By-law Amendments – Application File No. OZ-9418 and Z-9224. If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Public Update Meeting - Victoria Bridge Replacement

As the City of London prepares to replace Victoria Bridge in spring 2022, we are hosting a virtual public update meeting on Thursday, January 27, 2022, at 5 p.m., for residents and businesses to learn about the project and the plans for construction. The presentation will be followed by a question and answer period.
Victoria Bridge is located on Ridout Street South over the Thames River, south of Horton Street East. The project includes road work on Ridout Street extending from the Horton Street intersection to Ingleside Place, and a temporary active transportation bridge.
