PUBLIC PARTICIPATION MEETING PROCESS

Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Monday, January 30, 2023. Standing Committee and Council Meetings are virtual meetings hosted in City Hall, Council Chambers. Participation of some Council Members and staff will be virtual.  Meetings can be viewed via live-streaming on YouTube and the City website.  There is additional information on the City of London website www.london.ca about Public Participation Meetings. Information regarding the matter being considered at the Public Participation Meeting will be posted on the City of London website at www.london.ca on Wednesday, January 25, 2023.  Written submissions regarding this matter to be included on the Planning and Environment Committee Added Agenda are to be submitted no later than 9:00 AM on Friday, January 27, 2023 either delivered or mailed to the City Clerk’s Office, Room 308, 300 Dufferin Avenue, P.O. 1555 Glenora Drive – The purpose and effect of this zoning change is to permit pharmacy uses within the medical offices on the Subject Lands. Possible change to Zoning By-law Z.-1 FROM an Office OF3 Zone which permits professional offices, the lowest intensity of office use, TO an Office OF5 Zone to permit the pharmacy uses within the existing medical offices. 761 Fanshawe Park Road West - The purpose and effect of this zoning change is to permit additional permitted uses such as a broader range of service/retail commercial uses and complementary residential uses, while retaining existing land use permissions on the subject site. No new buildings or structures are proposed as part of this application. Possible change to Zoning By-law Z.-1 FROM a Convenience Commercial Special Provision (CC5(3)) Zone TO a Neighbourhood Shopping Area Special Provision (NSA3(_)) Zone, to permit broader range of service/retail commercial uses and complementary residential uses. The following special provisions are being proposed; additional permitted uses, commercial recreation establishments and home furnishing store and maximum gross floor area for a food store is 500m2 and maximum gross floor area for all other uses is 1,000m2 and a reduced lot frontage of 24 metres whereas 40 metres is required. 489 Upper Queens Street – The purpose and effect of this zoning change is to permit a cluster townhouse development consisting of 10, 2-storey, dwelling units. Special Provisions are requested to permit the desired front, rear, & side yard setbacks as well as to reduce the maximum allowable height permitted in the requested zone. Additional Special Provisions may also be considered. Possible change to Zoning By-law Z.-1 FROM a Residential (R1-9) Zone TO a Residential (R5-7(_)) Special Zone. File: Z-9540 Planner: A. 608 Commissioners Road West – The purpose and effect of this zoning change is to permit a 6-storey apartment building with step backs consisting of 95 residential units at 215 units per hectare. Possible change to Zoning By-law Z.-1 FROM a Residential R1 (R1-9) Zone TO a Residential R8 Special Provision (R8-4(_). Special provisions would permit a height of 22.0 metres whereas 12.0 metres is required; and a maximum density of 215 units per hectare whereas a maximum of 75 units per hectare is permitted. 723 Lorne Avenue and 25 Queens Place – The purpose and effect of this application is the creation of a residential subdivision on the remaining undeveloped portion of the former Lorne Avenue Public School site.  Consideration will be given to the Draft Plan of Subdivision which consists of twelve (12) lots for single detached dwellings in accordance with the existing approved zoning and an extension of Queens Place north to Lorne Avenue. The application was revised to maintain exiting easements in favour of adjacent properties and based on the recommendations of a Transportation Impact Study regarding the design and function of Queens Place extension. The written submissions, including names and contact information and the associated reports arising from the public participation process, will be made available to the public, including publishing on the City's website. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
