PUBLIC PARTICIPATION MEETING PROCESS

Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF REVISED APPLICATION

The following applications were received and advertised on a previous date in The Londoner and have since been REVISED.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

1310 Adelaide Street North and 795 Windermere Road – The purpose and effect of this Official Plan and zoning change is to permit two commercial buildings with a combined total of 975.3 square metres, with 48 parking spaces, and a naturalized drainage channel for flood control on a portion of the site. Possible amendment to the London Plan to change the designation of the property from a Green Space Place Type to the Shopping Area Place Type to permit a broad range of retail, service, office, entertainment, recreational, educational, institutional, and residential uses. Possible change to Zoning By-law Z.-1 FROM an Open Space Special Provision (OS4(2)) Zone TO a Neighbourhood Shopping Area (NSA4) Zone to permit a range of retail uses including: bake shops; catalogue stores; clinics; convenience service establishments; day care centres; duplicating shops; financial institutions; food stores;  libraries; medical/dental offices; offices; personal service establishments; restaurants; retail stores; service and repair establishments; studios; video rental establishments; brewing on premises  establishment; animal hospitals; commercial recreation establishments; funeral homes; grocery stores; private clubs, at a maximum height of 12.0 metres. The City The City may consider alternative zones for the site (such as an Open Space Zone), additional zoning special provisions for maximum gross floor area and/or height for the proposed building(s), maximum exterior yard and front yard setbacks, maximum gross floor areas for specific uses, and additional regulations and/or holding provisions related to flood proofing and obtaining the required permits from the Upper Thames River Conservation Authority. NOTICE OF APPLICATION

625 Mornington Avenue – The purpose and effect of this zoning change is to permit an 18-storey, 187-unit apartment building. Possible change to Zoning By-law Z.-1 FROM a Commercial Shopping Area (CSA4) Zone TO a Commercial Shopping Area Special Provision (CSA4(_)) Zone. Special provisions would add apartment buildings to the list of permitted uses and permit the following: a reduced minimum rear yard depth abutting a residential zone of 1.25m (whereas a minimum of 10m is required); a reduced minimum landscaped open space of 8.69% (whereas a minimum of 10% is required); an increased maximum lot coverage of 45.13% (whereas a maximum of 30% is permitted); an increased maximum building height of 52.62m (whereas a maximum of 9m is permitted); and an increased maximum gross floor area of 37,708.25 sq.m (whereas a maximum of 20,000 sq.m is permitted). 595 Proudfoot Lane – The purpose and effect of this zoning change is to permit a day care centre in a portion of the ground floor of the existing apartment building. No exterior changes to the building are proposed. Possible change to Zoning By-law Z.-1 FROM Residential R9-7*H42, Convenience Commercial CC4 Zones TO Residential R9-7*H42, Convenience Commercial CC4 and Day Care Special Provision DC(*) Zones. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Canadian Navigable Waters Act - The Corporation of the City of London hereby gives notice that a submission has been added to the Common Project Search (online registry) pursuant to the Canadian Navigable Waters Act described herein and its description.

Pursuant to paragraph 4.1 and 9.1 of the said Act, AECOM Canada Ltd. on behalf of the City of London has deposited with the Minister of Transport, on the on-line Common Project Search Registry (http://cps.canada.ca/) and under registry number 5670, a description of the following work:  Repair of the Kilworth Bridge, located on Oxford Street West approximately 1.7 km west of Gideon Drive, crossing over the Thames River in the City of London. AECOM Canada Ltd. on behalf of the Corporation of the City of London.
